    Yep, there is no negative reinforcement anymore. Once they are locked up they pretty well aside from being with their family and friends. Officers hands are tied even when attempting to enforce the most basic of rules/regulations. Forget using force on dangerous felons, you have to coddle them and attempt to appease them instead...
