David Foley, the deputy Public Buildings Service commissioner, has become the fourth senior executive at headquarters to feel the aftershocks of a scathing inspector general's report on excessive spending and waste. GSA's decision to put Foley on leave comes as several members of Congress are teeing up hearings about an $822,000 regional conference that led to the resignation of GSA Administrator Martha Johnson.
