The answer can be found in your question- posed... If the picture submitted was intended for a school yearbook, than yes, it's to revealing. However, if the picture was submitted for call girl services, phone sex services, or promotion for x rated video than I would say- you have a match! This is not a girl I hope my son brings home for family dinner when he is old enough to date. This is the picture of a girl he will meet in a bar at 1:am spend a few hazy hours with and throw her number out the window of his car on the drive home.
Professional dye job, lack of wardrobe - must be a West Coast HS. Best beware of future HS trends - they always seem to start west and move eastward in 2-4 years!!

If those clothing choices are banned from being worn at school then yes. Yet we still have people questioning why teachers are enticed and end up sleeping with students. If she was out in a bar or wherever, I would ask her out.
The real problem here is her parents for allowing this type of outfit to be purchased and worn. This is appropriate bar/clubbing/hooker outfits for 20 something year olds.
Oh for heaven's sake. What kind of parents does she have? It's not so much that most of her is unclothed, it's the provocative posture and the entire attitude presented. These are 17 & 18 year olds, not porn stars!
yes. when i graduated in 98, we could only use the formal headshots. i can't even believe her parents thought this was appropriate.
