Sex Offender Arrested In Rape Case


Location: Residence in 1700 block of Holly Hill Road, Milford, DE

Date of Occurrence: Between January of 1992 and January of 1995

Victim:

23 year old Smyrna, DE man ( between 4 and 6 years of age at the time of the crimes)

Defendant:

Woodrow W. Brown, Jr., 35, Smyrna, DE

Charges:

Unlawful Sexual Intercourse 1st Degree (3 counts)

Arraigned at JP Court 2 and committed to the James T. Vaughn Correctional Center for lack of $300,000.00 secured bail.

Resume:
Smyrna, DE- Delaware State Police detectives have arrested a Smyrna man in connection with the rape of a then 4 to 6 year old male subject who he used to babysit nearly 20 years ago.

The investigation into this arrest began in October of 2011 after a 23 year old Smyrna, DE man reported to detectives that he had been sexually assaulted by a Woodrow W. Brown, Jr. of Smyrna between January of 1992 and January of 1995. The victim advised detectives that Brown used to babysit him in his then Milford area home during that time and sexually assaulted him on multiple occasions.

After further investigation detectives learned that Woodrow Brown is a registered Tier II sex offender as part of a conviction in 2009. On Thursday, December 15, detectives contacted and interviewed Woodrow W. Brown, Jr. They then obtained an arrest warrant charging Brown with three counts of Unlawful Sexual Intercourse. He was arraigned at JP Court 2 and committed to the James T. Vaughn Correctional Center for lack of $300,000.00 secured bail.

The Delaware State Police are asking anyone who may have been contacted by Woodrow W. Brown, Jr., to notify Detective Andrew Goode at Troop 3 at 302-741-2806. Citizens may also provide a tip by texting keyword “DSP” plus your message to 274637 (CRIMES).   2. i am guessing the two knew each other, had a fight of some sorts, how many can remember what happend when we were 4 -6 years old. I bet they know each other, on the other hand if he did do it, he should pay and will pay. Just kind of looks funky to me

  3. YOU say Sex Offenders can't be rehabilitated ?? HOW about Spousal Abusers // Drug Addicts // Drunk Drivers // Drug Dealers // Street Thugs WHO IN fact as a HIGHER reoffending rate than Sex Offenders ??? Can you answer that one ?? Bet you can't . And the Sex Offenders List these days are so watered down that it has no meaning to it nomore as SO many people are being dumped on it for crazy crap that you do not know who is who anymore. You can get caught peeing in the alley and will be on it and or having sex when u are 18 and g/f is 17 and u r on it ? And this registry is costing the state of Md. Millions to run it for a FUZZY warm feeling to grab votes from thise who do not know the truth about this list.
    AND did you all know that the sex offenders laws are only a test to the system ? Yes what they are doing is passing new laws and making them retroactive to effect all those convicted in the past to be effected by the new laws and that is in fact ILLEGAL under Federal Ex-Post-Facto Laws and also the State of Md Ex-Post-Facto Laws. And they are getting away with it and will soon enough pass other laws concerning other types of crimes and make them retroactive and can u even think of being convicted of a crime just say drunk driving like 10 years ago and having to be affected by new laws under the new laws after you have completed all your court ordered conditions... WELL be prepared it is COMING your way.

  4. 6:38 totally agree with you on that one!!! If we spent half as much time realizing that as we do locking people away for years for selling drugs...we'd be moving in a better direction. There is no cure for this disease.
