Ocean City Police Officer Speaks Out

Mr. Albero, I am a current Ocean City Officer; and I'd like bring some things to your attention.

I find it so ironic that the department initially claimed they would not comment on this situation because it was personnel matter, now suddenly they are more than willing to address it publicly. Of course, Kirkpatrick still does not speak, why, their public attack on Earl would lead me to believe that it is no longer a personnel issue. In fact, I don't think in the history of our department, including cops arrested and currently incarcerated for child sexual abuse, as well as cops charged with various other crimes, has a Chief ever attacked an ex-employee in a public venue like this? Earl is a private citizen, she is the Chief of police acting in her professional capacity and she is attacking a private citizen publicly, in my experience that is simply unheard of!

I guess the gag order is off, since she is now talking openly about it. Funny how she can't find time for exit interviews, or even talking with Earl when the situation was happening. Now she has cops investigating, chasing down vets in different states as she stated, all on the tax payer dollar, what a waste. Is this not an issue, is this acceptable? In is worse than that, they are doing more, so far in the paper she has admitted to chasing downs vets, soon it will come, it doesn't end with the vet hunt.

The blog posts about our department, her conduct so far proves them to be accurate. Look at the intimidation, the bullying, the name calling, blaming the messenger, what a hostile environment...for a private citizen! Imagine the great lengths to punish you as an employee, look how she handles a private citizen.

If the dog was still healthy would they dump it for $1.00. This is a very expensive working police dog, Charlie has had more drug seizures and arrests than any other Ocean City K-9 in our history. Charlie was never sued by anybody for bite in the line of duty, no other departmental K-9 can say that! Ask other agencies what they thought of Charlie, or Campbell, let them speak for his record. They were the most sought after and heavily used team by all of our local allied agencies! So we have a dog, worth over well $10,000 and this is a low estimate, that had done more than any other Ocean City K-9, yet he was so healthy they gave him up for a dollar? Yeah, that makes sense!

I read the Times, I saw what Earl said, he is afraid! Look at how she attacks him openly, what kind of attacks are they conducting behind the scenes? They are much greater, believe me, it isn't good. I know, it will come out soon and it is very bad! Earl is definitely under attack and he should be very careful right now, it is no joke!

Earl previously shared with a few of us that he had received many personal threats by email throughout this ordeal,did any come from our group? He has to take them all seriously, are they real, I don't know, but they can't be ignored. What if just one is credible, he does not work here anymore, there is no reason for him to continue to place himself in danger, for what? Why should he fight a battle and risk his safety or most importantly the safety of his family? What price does he have to pay? The dog is his private property, and he never accepted the departments attempt to buy his silence after the event was public. He owes nobody anything, he certainly owes the department nothing, but he absolutely owes it to his family to keep them safe!

So far our only action is chasing down vets across three states, has anything been done to address the many serious allegations? Did the FOP president call the DOJ as he publicly stated he would? Are these not important questions, why are they not being asked? Why are we chasing vets for an ex-employee, instead of investigating the misconduct that was reported about current and still working officers?

It all seems so wrong and yet so typical. I believe Earl must take the situation very seriously, this is no joke! I believe his safety is in jeopardy, and obviously so does he based on his decision to stop talking. Good for him, it is the right decision, and he should be left alone. Let's demand the chief answer questions, there are many out there, and she has answered none.

I have tried to call Earl, he avoids my call. I understand and don't blame him, he doesn't know who to trust and is going to be focused on keeping his family safe, what else is more important!

The threats, the bullying, the intimidation, it all continues, now it is Dipino in her capacity as the chief doing it publicly! Make no mistake this is what happens behind our closed doors, even worse! At no point has she put Kirkpatrick out to answer the one simple question, did he ever claim the council was preventing him from getting Charlie the necessary treatment. If Charlie was not in poor health, why did he sell the best performing K-9 in Ocean City's history for one dollar ($1.00)? Let's get these answers.

Councilmen Hall says he never spoke to Kirkpatrick, did anyone? Did Kirkpatrick tell Earl he was being stymied by the council, these are questions that need to be answered. These are electing officials and Kirkpatrick is a tax payer supported employee, he should be forced to respond, but he isn't? Why, why are we so focused on attacking a private citizen who owns his pet, and ignoring the questions that really need to be addressed? If its truth we are after, the first question is to Kirkpatrick, let's demand accountably from us, the cops and the brass at 65th street.

  2. And that's unfortunate. The Paper will not respect the position this Officer is placing themself in and the Paper knows they will be retaliated against.
    It's OK in the Grapevine though? You can't have it both ways. The questions are valid. Why would the OCPD give up a $10,000.00 K-9 if they did not firmly believe it was seriously injured? They admitted TWICE in the paper that they could NOT turn the dog over without Veterinarian documents and that was allegedly a part of the hold up.

    I think this message sends a very loud and clear message, something stinks.

    I've followed this incident fairly close.
    The council and the police considered this dog an employee ,
    I think I saw this posted.
    If so , he should be able to collect workers compensation.

  6. As I commented in a previous post...From what I have gathered over the last couple weeks from many statements is that DiPino is "POSSIBLY" the bullying-type & bullied Campbell while employed. From what I gathered from DiPino's comments in Saturday's Daily Times article & now from this officer's statements is that DiPino is "DEFINITELY" the bullying-type & is continuing to bully Campbell while he is unemployed.

    Bullying is persistent unwelcome behavior, mostly using unwarranted or invalid criticism, nit-picking & fault-finding and a bully's main purpose is to:
    HIDE THEIR INADEQUACIES, which it appears obvious to many of us that DiPino is attempting to conceal from the public's eye with her perpetual bullying tactics & threats.

    Too late now since she put it all in "Black & White" on Saturday for the whole world to see.

  7. The Town of OC has been corrupt for many many years. The town was never the same after it moved to a City Manager form of government.

    When the Town went to a City Manager - accountability ceased to exist for the citizens.

    Under the Mayoral form of goverment the people used to rule the government - now the government machinery rules over the people - case-in-point - look at the salary disparities for the OC municiple workers verses private sector.

    Jim Mathias was keenly aware of this as the OCPD even prevented him from attaching the flashing light to his car in response to emergencies. Yet Jim let them get away with it for many many years. That is exactly why I did not vote for him as Delegate.

  8. What's the big deal about the Chief using City resources and dollars conducting an investigation (with no criminal conduct alleged) into this vet issue?

    Heck, the Council has never had a problem shelling out bucks on one legal issue or another before and during her tenure as Chief.

  9. This has gone beyond the ridiculous and entered the absurd. What a waste of time and energy. If there were a way to fire the whole police force and start all over I'd vote for it. All this over a dog? I don't think so. This is a petty childish spitting match that makes you ALL look bad. It's a shame that law enforcement has to stoop to hire the likes of most you. I've been stopped on the sidewalk because I had my car keys in my hand. Accused of laser pointing (I don't own a laser pointer), had police come to my door numerous times because they can't read numbers, ticketed on the boardwalk in the off season for riding my bike, and the list would go on.
    Somehow this nonsense doesn't surprise me. You're a bunch of spoiled overpaid cops, that don't seem that you have what other cops would consider a dream job. Get over yourselves.

  10. If they treat their own this way think how bad they treat the peaceful public citizens they swear to protect and serve. If you work for an organization like this or support them with your tax dollars you get what you deserve. It's the bullying culture of evil that starts with president obama and trickles all the way down to the meter maids and school teachers. One big expensive gang of intimidation and corruption. People should think twice before working for these corporations or sending them any moneys.

  13. IMHO it is very ugly behavior by police leadership. It is persecution of a private citizen. It seems the police may be over staffed? If they are able to pull resources from real police work to begin a witch hunt by calling veterinarians in three states it means they are over staffed and clearly dont have enough work to, maybe it is time to trim the budget. If they actually had police work and used resources for this vendetta it shows that her priorities are out or order and there is a void in leadership.

  14. If I bought a Bentley for $50 bucks it would be pretty obvious that it was sold so cheap because it had some kind of problem. A very expensive, highly trained police dog that is sold for a buck is obviously not in the best of shape either. Is is obvious they old the dog for a buck because it had problems.

  15. The sad thing is this is why so many people don't like cops. I for one was raised to respect them but as one gets older and sees the truth for all the good ones there are just too many bad ones and it all starts from the top.

  16. 8:57 As a former LEO, I must take exception to your comment. We always said that it was a shame that Law Enforcment had to depend on the human race from which to draw Officers. I would say without exception that out of all the LEOs that I know or have met, 99% are good and have one interest and that is to Protect and Serve. There only other interests are a strong desire to go home to their family after each tour and to live long enough to retire and enjoy the fruits of their labor. Please name one vocation that does not have bad apples. Look at your own career and think back....were all your co-workers and friends good guys. Please do not lose respect for the "Blue Line" that is the line between you and the baddies

  18. Anon 8:57 is absolutely right, When we are youngsters we admire and respect them and some dream of becoming one. As we become older and wiser we realize while some are still admirable and respectful but too many are corrupt and abuse the powers of their position and as 8:57 says, it all starts from DiPino's position and trickles down to the rest of the OCPD and she should be very ashamed of herself!!!

    Just shows the sycophant perspective of LEO's propaganda in the face of public exposure of mass corruption, rampant criminal activity, misuse of dept. resources, psychological hazing, and general lowlife behavior masquerading as honorable and benevolent while accusing citizens that are appalled and express it of not being "law abiding".     With all due respect, you HONESTLY believe that of all cops that "99% are good!?" Come on man, don't you think you are exaggerating? Do you also think that "law abiding citizens" do not get arrested unjustifiably while only 1% of cops abide by the law 100% of the time?

  22. 10:03 As for my 99% quote...that is based on fact, the LEOs that I personally know which is many. I would love to see some example of where you are getting info. Guess if one lived in NY city and and was aware of the corruption at one time, one would have a bad feeling but remember there are about 40,000officers in that agency. I just would hope that if you came in need of assistance by a brother, that when he/she responded, you were honest enough to tell them you did not want their held because they were corrupt, etc.

  26. Here lies the disconnect:

    We build a Public Safety Building and fill it with Law Enforcement Officers. Once the building is erected, we never mention Public Safety again. Read about all the law enforcement tools that Ocean City has. Probably more than the County. The citizens and visitors only want to be protected from criminals. There used to be patrolling Officers in cars. Now, they sit parked in cars I guess waiting for citizens to come to them for help. Nobody seemed to notice the truck traveling up to 100 mph on a quiet afternoon until it struck a young mother and child. How can the public be made safer? Will it be part of the new direction the Town is taking?

  27. I think that the Daily Times proved to be tacky by publishing the article quoting Dipino, questioning whether the dog was operated on or not.

    It's not beyond what I expect from a desperate media outlet. Going on a smear campaign Christmas Eve and Chrismas Day was just as low as you can go.

  29. Yes, I am now a Florida resident but am a veteran of the OCPD albeit a few years ago. And I might add, not afraid to use my name. Sure would like to hear specifics re: all this corruption that is occuring. I still am in contact with present officers and do hear of some dissatisfaction with some of Dipino's decision but think you will find that with most agencies. Till then I just hope that 12:46 never needs or requires the need for LEO assistance

  30. there's an old saying a fish rots from it's head! So it's a shame that the few good cops that are on this police force must as we say, go along to get along. But then doesn't that pretty much sum up the vast number of police agencies everywhere?
    Face it when you need a cop you'll never have one around, they have just become revenue generators for their respective administrations!
    nothing more or less! but they will keep trying to convince you otherwise. Time for citizen review boards for every agency. We've all seen what happens when any organization is allowed to investigate it's own!

    It sounds ominous, and threatening. I guess 1246 better not need help from the publicly paid police because if she does they will let her down. Very nice, gives us all great confidence.

    That is the problem, you go aganist them, speak out, get out of line and the price may be high. It's not necessarily what they will do for you, but what they won't. Like you said, hope this person does not need the police, your message is clear. They will fail him/her in some respect. Very scary and again sends the message out loud and clear. Be afraid, def be afraid!

  34. As a formal Ocean City Officer, I can say that this is definitely not the OCPD it used to be. DiPino does have the bullying attitude. If you disagreed with her in the past your career is done now she is chief. She has show extreme favoritism, giving so much to a select few.
    It is hard to get fair, objective police today. The benefits, the pay, the hours, the conditions you work in, the court system will take a toll. The toll is so known to people today that even in this economy the amount of incoming job applications are in the lowest. If you do get the fair, professional, well rounded police officer on the job, it is either beaten out of them by the people they deal with, the leaders, the public or the court system that is need of such reform.
    Most of people that become police that have a goal of helping society, making a difference soon see that in this system making a difference does not happen, too many people make that hard to impossible. So they get out and make more money, benefits and a whole lot less stress. The incentive to stay in law enforcement and make that difference takes a huge toll that most do not want to pay.
    I do agree with Jack in that only 1% of police are corrupt. However I think what is being talked about her in unprofessional law enforcement and their dealing with people. I think that this is a high percentage. Unfortunately one of the biggest factors that leads to developing the unprofessional LEO is the system they work in. The constant negative, the constant stress, the constant defeating from the justice system, the poor management in law enforcement leads to an unhappy, worn out law enforcement officer. So when the person who should have the most patience, the most tack, the most tools to deal with the ugly, the stress, the negative that is being thrown at them is tired, worn out and just plain burned out. The system does not allow for the rebuilding, the education, and the attention to personnel as it should. Everyone knows government changes slowly, only when pushed against the wall. I don’t see any change happening soon, all I can encourage is demand more and try to make the change where YOU can.
    Instead of bashing the cop for ticketing you on the boardwalk in the off season, call the council, the chief and try to get the law changed; it may not be the guy enforcing it, you never know he may have been ordered to be there. I have been in that situation.
    People in general are scared to take a stand; normally they end up being alone and sacrificed by the rest wanting them to do it. Earl I wish you luck, I too stood up to the department and paid the price. It is hard to watch the wrong and be a voice. Please be careful and I hope you get back into law enforcement; we need to keep the ones that want to make a difference.
    I do ask people to think quickly and judge slowly when it comes to Law Enforcement, there is so much to the issues that you just maybe only getting a small glimpse of what is going on.

    Since you are vet of the OCPD, your words state LOUD and clear that if a citizen disagrees with an officer and should happen to need help during an emergency or due to a dangerous situation that they need to fend for themselves because the OCPD will ignore them.

    That's good for us all to know, but its pathetic and very F-ed up Mr. Richards!

  39. Way back in the 1980's OCPD was all over the front page of the Daily Times hauling a boat in the OC inlet loaded with 3000 lbs of pot.

    When it came time for trial there was no evidence to present for a trial. What happened to all that pot OCPD?

Well I learned a long time ago it is senseless to do verbal battle with an unarmed opponent so will let you continue with your thoughts and hope that if the case does occur that you need LEO assistance, the respondent is not one of the majority that are corrupt, etc but one who is serving the public with dignity

  41. 10:28 Since I was the lead on that case for the OCPD I am very familiar with that incdent. It would be easy for me to think that you are making certain accusations regarding this case. And it is crap like that which fuels the fire for some of the other posters on here.   44. All the comments about "when you need a cop, they are never around" are absolutely rediculous. Ever wonder if the reason your house didnt get broken into last night was because an officer happened to be in your neighborhood. or you and family made it home safe because a lousy cop had just taken a driver 4 times the legal limit to jail? sure some cops are corrupt, so are some doctors, loads of priests / clergy, most lawyers, a fair amount of teachers, and maybe even you.... Get over yourselves.

First of all I will accept the fact that the above was written by some nut job but to clarify the insinuation a bit.....First of all the incident took place in the 70s and secondly there was never so much as an ounce of that mariuana that found it's way to OC. They were using Ocean City as a base and taking the boats out at night and meeting a ship offshore. They was load the boats and then deposit it at a place in Chincoteague where they would load it onto pickup trucks and take it to the Easton area. This was a joing venture between OCPD, DEA and Customs. Not sure who ended up with all the dope in Chincoteage but believe it was VA officials.
    As for some the negative posters, I wish you were here today where they are burying an officer who was shot last week while investigating some individuals in a park known for drug use. I would bet that his family, friends and fellow officers would love to hear some of these comments. Nuf Said!

  46. Nuf said ??? Give me a break!! You wanna play that game, yes it is terrible that the officer was killed. Nobody will argue that, it is a reprehensible crime. So is the situation in CA where two cops are in trial for killing a homeless man. Let's not play that game, that does not get the cops off the hook for their misdeeds. Pitiful arguement. Cops are generally good, like most people. But the bad are so bad because the have such authority, they literally have the ability to take away our reedom. With that authority comes an expectation of a higher standard, and that standard is not being met on a local or national level. Re-read the blog comments, read the allegations. It is not that they are true or false, it's that nothing is being done to prove or disprove their veracity. That is a major issue! The only thing being done is you trying to justify your outrageous previous comments by using the death of an officer as a diversion. SHAME on you!!

    You seem to be stumbling over words to explain that little incident of 3000 lbs of missing pot. You just want to know which cop rolled over on you having me contact you by e-mail or phone.

    It was your picture on the front page of the Daily Times driving that boat in from the ocean. You didn't follow up on the chain of custody of evidence in regards to over a ton and a half of marijuana?

  48. I have to agree with 11:24 Mr. Richards. It is obvious that you steered away from the issue at hand. Your use of the death of an officer was insensitive and inappropriate and way off base.
    You are ranting and raving similar to how a childish bully acts when he is not getting his way. This leaves us all to wonder - Did you also act this way when you were an OCPD officer?

  49. Yea, they want to tax us for 'illegal' plants. Just like 'illegal' raw milk and 'illegal' sales of lemonade by children. It's not at all about the dangers to the public but control and tax revenue. Most murders and almost all rapes still go unsolved. The fed and irs steal from EVERYBODY EVERYDAY and police are out there worried about tax collections, fines, fees, quotas and things totally unrelated to public safety.   52. So Jack be honest how many times did you turn a blind eye to your brothers in blue braking the law. You know like pulling a drunk cop over and telling them be carefull on their ride home or maybe chumping up some false charges because you didn't like that person. And that 99% thing is nothing but a lie if you think for one second that out of 100 cops you worked with there was only one bad one then you my friend are part of the problem.
