The immediate cause of the blast was a methane ignition that set off a massive coal-dust explosion, the U.S. Mine Safety and Health Administration stated in a report issued Tuesday afternoon. But the agency found the "unlawful policies and practices" of Massey Energy and its subsidiary, Performance Coal Company, laid the foundation for the disaster.

Mine Owner Flouted Safety Rules Before Disaster, U.S. Says
(CNN) -- The operators of West Virginia's Upper Big Branch coal mine dodged federal safety rules and hid violations before the April 2010 explosion that killed 29 men, a scathing report on the disaster concluded Tuesday.

Are people THAT naive?? The owners of the coal mines REGULARLY pay off the Federal Inspectors. REGULARLY! And --- everyone knows it. Secondly, complain about conditions at the mine and you don't have a job the next day. And in coal country, there ain't a lot of jobs that pay enough to support a family. Being rich, the owners will suffer NO personal penalty (maybe some fines....ooooohhhh) like prison for accessory to murder. And the inspectors? Faceless bureaucrats who will continue taking bribes. Don't get in the way of capitalism...those dead guys COULD have found other work, like clerk at the local 7-11 (part time). Its THEIR fault they're dead. And don't get angry at the owners. THEY were just trying to make a dollar. And the inspectors? Come on, man. They can't see EVERYTHING. Maybe voting will help. MUUUUUHAHAHAHA
