Incident: Protective Order Violation
Date of Incident: 14 July 2011
Location: 30000 block of Cannon Drive, Salisbury, MD
Suspect: Matthew C. Clark, 40, Salisbury, MD
                                 
Narrative: On 14 July 2011 at 5:32 PM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 30000 block of Cannon Drive for the report of a subject on the property in violation of a protective order. Upon arrival, the deputy discovered Matthew Clark at the residence in violation of a protective order that had already been served on him that barred him from the property.

The deputy placed Clark under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Clark in the Detention Center in lieu of $7,500.00 bond.

Incident: Assault / Theft
Date of Incident: 13 July 2011
Location: 30000 block of Cannon Drive, Salisbury, MD
Suspect: Matthew C. Clark, 40, Salisbury, MD
                                 
Narrative: On 13 July 2011 a deputy from the Wicomico County Sheriff’s Office began an investigation into an altercation inside a residence in the 30000 block of Cannon Drive in Salisbury. Upon arrival, the deputy learned that the victim’s son, Matthew Clark, began an altercation over obtaining the keys to a vehicle that escalated when he pushed the victim out of her wheelchair. Also during the investigation, it was revealed that Clark also was helping himself to funds in the victim’s checking account as well as stealing her jewelry.

A warrant was obtained charging Clark with Assault and Theft and he was located the following day and taken into custody.

Clark was transported to the Central Booking Unit  where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Clark in the Detention Center in lieu of $35,000.00 bond.

Charges:  Assault 2nd Degree
                  Theft $10,000- $100,000

Incident: Assault
Date of Incident: 14 July 2011
Location: 1000 block of Marine Road, Salisbury, MD
Suspect: Ebony R. Lee, 25, Salisbury, MD
                                 
Narrative: On 14 July 2011 at 10:38 AM, a deputy from the Wicomico County Sheriff’s Office responded to a reported altercation at a residence in the 1000 block of Marine Road in Salisbury. Upon arrival, the deputy met with a male subject who advised that he was inside his residence with his girlfriend when his ex-girlfriend, Ebony Lee, showed up. The male subject told that deputy that Lee engaged in behavior that indicated she intended to enter the residence in order to confront the victim’s new girlfriend. The victim stated that while he was engaged in the process of keeping Lee out she began assaulting him which resulted in Lee leaving abrasions on his face and pulling out a clump of his hair.

The deputy placed Lee under arrest and transported  her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained her in the Detention Center in lieu of $7,500.00 bond.

Incident: Cigarette Smuggling
Date of Incident: 14 July 2011
Location: U.S. 13 N/B Salisbury, MD
Suspect: Mamadou A Bah, 27, Philadelphia, PA
                                 
Narrative: On 14 July 2011 at 9:24 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle travelling northbound on U.S. 13. Upon contacting the sole occupant, Mamadou Bah of Philadelphia, the deputy began to doubt the veracity of Bah’s reasons for travelling and soon discovered that Bah was engaged in smuggling cigarettes. The deputy located 153 individual cartons of cigarettes in the trunk of Bah’s rented vehicle. The amount of cigarettes transported by Bah well exceeded what could be transported through the state without paying the Maryland tax on them.

It is common practice for cigarettes to be purchased in Virginia and taken for sale in northern cities where they are sold cheaper than normal retail.

The deputy placed Bah under arrest for the illegal transport of the cigarettes and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner.

After an initial appearance, the Commissioner detained Bah in the Detention Center in lieu of $10,000.00 bond.

Charges: Importation of Untaxed Cigarettes
                 Poss. More that 30 packs of Untaxed Cigarettes

Incident: Assault / Reckless Endangerment
Date of Incident: 10 July 2011
Location: 1400 block of S. Salisbury Blvd., Salisbury, MD
Suspect: Jeremiah John Monk, 19, Salisbury, MD
                                 
Narrative: On 10 July 2011 a deputy from the Wicomico County Sheriff’s Office began an investigation into the shooting of an individual with a .BB gun in the 1400 block of S. Salisbury Blvd. Investigation revealed that Jeremiah John Monk used a .BB gun to shoot an individual who was sitting on the curb adjacent to Monk’s apartment. The fired .BB struck the victim in the right shoulder. The victim was able to identify the window he thought the shot came from which led the deputy to Monk and the .BB gun. At the conclusion of the investigation, a warrant for the arrest of Monk was obtained on 13 July 2011.

The warrant was served on 14 July 20111 and Monk was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Monk in the Detention Center in lieu of $10,000.00 bond.

Charges:  Assault 2nd Degree, Reckless Endangerment

Incident: Possession of Marijuana 
Date of Incident: 14 July 2011
Location: 1400 block of S. Salisbury Blvd., Salisbury, MD
Suspect: Jeremiah John Monk, 19, Salisbury, MD
                                 
Narrative: On 14 July 2011 at 8:04 PM, a deputy from the Wicomico County Sheriff’s Office located Jeremiah Monk on an outstanding warrant for Assault and Reckless Endangerment. Upon taking Monk into custody, the deputy located what was recognized as marijuana in Monk’s possession.

In addition to the warrant, Monk was also charged with possession of marijuana and brought before the District Court Commissioner. After an initial appearance, Monk was detained in the Detention Center in lieu of $10,000.00 bond.

Incident: Driving Under the Influence of Alcohol
Date of Incident: 15 July 2011
Location: College Avenue, Salisbury, MD
Suspect: Justin Gabriel Menzies – Tobin, 22, Salisbury, MD
                                 
Narrative: On 15 July 2011 at 1:35 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle for erratic driving on College Avenue in  Salisbury, MD. Upon contacting the operator, Justin Gabriel Menzies-Tobin, the deputy detected a strong odor of alcohol emanating from the passenger compartment. Upon getting Menzies-Tobin from the vehicle, the deputy observed that he swayed and needed to place his hands on his vehicle for support. The deputy’s suspicion that this driver was under the influence of alcohol was further confirmed by roadside field sobriety testing.

The deputy placed Menzies-Tobin under arrest and transported him to the Maryland State Police barrack
where a breath sample was obtained. Tobin was released upon signing citations.
