The Senate may have seemed more deliberative than usual during the budget and debt ceiling debates. But it managed to pass at least one 2012 spending bill. It's a $73 billion budget for Veterans health care programs.
It passed by a 97-2 vote. The Senate version is similar to one passed by the House, so a final version is expected to reach the president. That's one spending bill down, eleven to go.
