A WICOMICO SAGA
Upon being elected to his first term as the County Executive, Rick Pollitt appointed Mr. Shea – who until then was the County’s chief administrative officer, a position previously appointed by the Council – to essentially the same position as the “Director of Administration” of the County government. At the time Mr. Pollitt said that Shea would remain in that position until July 1, 2007, when he planned to retire. Unless you’ve been living under a rock since then, you probably know that Mr. Shea has continued in that position, in which he receives a 6-figure annual salary, and has decided to take the special early retirement deal that Pollitt recently instituted, with Council approval, under which a monetary incentive is provided to those who choose to retire.
Why Mr. Shea did not retire as planned when Rick Pollitt was first elected has not been formally stated, but by not doing so Shay has received pay and benefits that approach if not exceed one-half million dollars as a member of Pollitt’s staff. Now he will get a special “kicker” to retire “early” some four years after he planned to do so.
Shortly after his planned retirement in mid-2007, Mr. Shea was in the news in the context of Mr. Pollitt’s midnight “bonus” for certain department heads and – you guessed it – Mr. Shea. Soon after passing the County’s budget for FY 2008, the Council became aware that it included a special reward for Mr. Shea and four department heads and demanded an explanation. It seems that after the Council had cut certain items from the budget proposed by Pollitt, Mr. Shea suggested to him that those department heads should receive a bonus for their exemplary job performance as a “supplemental budget.” Pollitt, who had been in office less than a year at that time, both agreed and expanded the package to include Shea among the chosen few.
Apparently the bonus package got into the adopted budget without the knowledge of the Council due to silence – the “public information officer,” who was not among the bonus designees, did not do a press release about special monetary reward by Pollitt. The midnight bonus episode set the tenor of subsequent dealings between Pollitt and the Council. Several members felt that they had been duped by him and Shea, who has served as Pollitt’s representative in dealing with the Council. Getting timely and complete information from Pollitt and lack of transparency have remained sore points with the Council to the present.
Mr. Shea also figured in the landfill theft episode (in which he was not a direct participant in any manner) that occurred during his tenure as the County Administrator or later as the Director of Administration on Rick Pollitt’s staff. Whether either of them should be held accountable as derelict in their supervisory capacity is certainly debatable. A very interesting aspect is that the investigative report made by a consultant commissioned by Mr. Pollitt seems to have been revised from the draft to omit much of the discussion of poor or “indifferent” supervision by immediate supervisor – the former public works director – whose supervisor was Mr. Shea, who reports to Pollitt.
The landfill episode, which surfaced several years ago, did not affect Mr. Shea’s subsequent career or Mr. Pollitt’s reelection, although his opponent, Mr. Ollinger, argued during the campaign that Shea should have retired when Pollitt first took office in late 2006 and been replaced as the county’s chief administrative official by “someone with fresh ideas.” Now, he will be replaced by someone who has been on Mr. Pollitt’s staff and previously that of the County Administrator for many years. So much for the fresh ideas.

Can we say, TRANSPARENCY, not!!! I have been told that Ricky has now "threatened" the County Council with "going to the people through the media" because the council took $100,000 from his office budget and put in contingency until Ricky can get his act together and do as the charter requires about reorganization. It is being said he has decided to not communicate with the Council for the next 3 years. Please, give me the old form of government back.

You don't know anything (I don't either, but I don't pretend to.) And G.A who is this new Tacitus? Do you have anything new to report or do you just want to report on events from years ago? Not sure what your point is here. As far as Shea's retirement timing, how many of us have had to put off retirement due to collapse of the 401k? The best laid plans don't always go the way you want. If he has felt the need to keep working, who are we to judge when he retires? No matter what you "hear" or "someone says", we don't know his personal circumstances. I think Tacitus is a disgruntled council member; I wonder which one????

ReplyDeleteThanks to Barkovich, Prettyman, and Holloway I have now become a Democrat. They make me sick. They are on the Jihn Cannon Train. If they we anywhere near the size of teir egos they would be president of the U.S. They are just small turds in a small pond. I would would love to see one of them run for a State office. It will never happen and they would suffer the same fate as Cannon. This is one of the worst run counties in the state, yet they think they have done something great. WOW. The council is the very reason we are in the state we are in. (period)

ReplyDeleteI think 9:54 is Jim Fineran from the executives office. At least he is in the office putting in time. I don't know who Tacitus is but what I know is when there is a push for a tax increase like is happening in The Daily Times, I appreciate this blog publishing the other side of the story. Ted Shea's hanging on and Rick Pollitt's allowing it has contributed to the situation our county is in at this present time. And by the way, are Ted Shea's finger prints on the early retirement deal? It is a sweet one for him.
ReplyDeleteI said almost the same exact thing over the last week about how sneaky Tricky Ricky is and how he wasted taxpayers' money letting Shea do Pollitt's job. Why can't Tricky supervise so few? He's either an "executive" or he's a waste. I vote WASTE. Just like all of his plans, lack of plans, reactions and stupid ideas. Very good article. Spot on!! Yes, I am disgruntled. I don't like to see inefficiencies, waste and outright lying by politicians. The county voters need to vote ANYONE else in.
ReplyDeleteI haven't noticed any disgruntled council members on Pac14 unless it was Sample-Hughes. The remainder of the council seems they are intent on doing what they were elected to do. Just saying.........

ReplyDeleteDid we get up on the wrong side of the bed this morning? Your line about "I have been told" is mostly right. This shows that you are a critical reader. If you have been reading my posts over the years you will note that I have been calling on all of our readers to be critical readers. This doesn't mean that what Tacitus wrote is not true, but you are absolutely correct in being skeptical.
As for who is Tacitus - he has been writing stuff for SbyNEWS for years. Joe has always put the posts up under his by-line. He prefers to remain anonymous. I don't have a problem with that, but I informed him that this (and future) posts would not go under any by-line but his own. Therefore - Tacitus. If you will note, I also labeled as op-ed. That's what it is. That's what we need to call it.
I can assure you that Tacitus is not an elected official. I would never allow an elected or appointed official to author something that did not appear under their own name.

It's funny. I don't always agree with these three council members all of the time. Hell, they don't agree amongst themselves a lot of the time. However, when I don't agree with them I talk to them and explain WHY. You, however, just want to whine and complain. If you would like to live in a better Wicomico County, you need to at least explain what your vision for the future is.

Matt Creamer works purely for and at the discretion of the Wicomico County Council. The Wicomico County Council is Matt Creamer's employer.
ReplyDeleteI wish I knew how many that are complaining now did not even vote for or against the charter change back in the early 1990's. Everything that is going on now was factually predicted and we were all told how this would develop - basically creating another layer of bureacracy. You folks have no one but yourselves to blame for your unhappiness. Either you did not vote at all or you voted to support the creation of the executive form of government because one of the (then) sitting councilmembers probably ticked you off some way. You have made your own bed, Wicomico - just as you did with the Revenue Cap. You get no sympathy from me.

I just get tired of unsubstantiated allegations from people who think they can fool the readers who don't recognize the difference between facts and innuendo. Again, what's the point of rehashing all this stuff all over again, AND is it really important when Shea retired or not? It APPEARS to be another attempt to dump on Pollitt. If there isn't a real reason, let's concoct one. This is OLD news. If you can't find something more relevant upon which to stir things up, maybe it's time to find a new goat. And I'm not an appointed or elected anything. I'm just an old grandma who likes to see fairness in all things, whether you like the guy or not.

ReplyDeleteThe change in Wicomico Charter was approved by the voters in 2004. Rick Pollitt was the first every elected County Executive in 2006. He was reelected to a second term in 2010. In less than 10-years it appears many want a return to a strong Council form of government. Kind of like the form of government Wicomico County had during the Henry Parker, Phil Tilghman, Rusty Molnar, Tony Sarbanes era, which nobody liked that form of government either.
Next form of Government Wicomico County should try is a Monarchy.
Government is only as good as the people who holds the office. It is tragic that there were only Pollitt and Alessi that were our choices. Name recognition was the key here and again in 2010. I hear from many that Pollitt is a good man but he just isn't the leader that this county needs at the time. WE haven't seen the likes of these economic times in 60 plus years and we need someone with real life financial experience to take charge here.
ReplyDeleteWhy not use the Council-manager form, like they do in Worcester County and Sussex County? Rick once was such a manager -- in Fruitland -- but we don't need him in that role (or as Exec) in Wicomico.
ReplyDelete12:47 Stop deflecting and accept it that people don't think a "currently retiring" person who took the taxpayers to the cleaners to do what we elected Tricky Ricky to do! It is real news, RIGHT NOW! We need a leader, not Pollitt. We do NOT need a person who is going to add cost to his own department and make cuts in the county system at the same time. He is unwilling to "lead by example" and that is because he is NOT A LEADER! Period. He had years to "make this happen" by eliminating a cost to taxpayers but didn't. Pollitt created a monetary incentive for "early retirement" and Shea and Pollitt are taking us to the cleaners again! It was not the ethical thing to do and taxpayers are upset! Pollitt gives us a lot of fuel, no one has to make up anything to make him look bad. That is one of the things he does very well, make an a$$ of himself.

He is a good man. Wrong a Great man and I respect him and think he is a tremendous person.
3:12, no one is taking you to the cleaners. People have jobs for which they are paid. They retire when they are ready (if they are lucky) and they get whatever deal is offered at the time. To claim there is something unethical in this scenario is ludicrous. I also don't believe that Pollitt's budget added any $$$$ to the salary line for these jobs. The only deflecting going on here is from those who don't like the facts and try to deflect to emotional tirades such as yours. I think ole Grandma has hit it right on the nail.

If he is so great in that capacity, please be specific and don't simply state your personal opinion without any support.
In the military or any well run business firm, someone in Shea's position regarding the landfill matter would have been canned (and possible court-martialed, too).

ReplyDeleteThe landfill issue should have got Shea fired. Should've gotten TRicky fired too. $500,000 of wasted money is taking taxpayers to the cleaners. We only needed one of them, not both. And, one should've been fired for gross negligence to his job. No emotions, just the facts!! You might kiss their butts but I refuse to accept poor performance, call it good or great, and respect people for being useless. Rob Johnson, I wish he did go elsewhere!

ReplyDeleteTed Shea is very good in the position he held!! Rick has yet to learn how to do a County budget, Ted has done this to cover for Rick and with what he has to work with has done a good job. Seem's everyone else is doing Rick's job (what does he do all day?) Now I'm hearing Rick is placing Sharon Morris in a position that if something were to happen to Rick she would become the Executive. I have to question this move, from what I understand Sharon was an office assistant prior to the Executive department being formed. What kind of education and training does she have to take over this role?? Does she have any College degrees, business training, leadship training?? What are her qualifications?? I also understand that the PIO takes Ricks place when Rick can't make some meetings, what are his qualifications to represent this County??

ReplyDeleteI agree with Tacitus. Ted Shea's position was not supposed to last. However, the county council approved the budgets for Shea's position (since 2007?). Why is this an issue now? If there's blame, where should it go?
