Salisbury Police Department Prostitution Operation

During the week of June 20, 2011, the Salisbury Police Department began an undercover operation targeting prostitution throughout the city. The investigation focused on both the females involved in prostitution and the prospective male customers. The first segment of this investigation centered on the female prostitutes and was conducted as part of the City of Salisbury “Safe Streets” grant project. This initial segment was completed in conjunction with the Wicomico County State’s Attorney’s Office and will potentially result in the referral of the below listed arrestees to the “Project Hope” component of the Safe Streets project.

ARRESTED #1: Jennifer Marie Joseph, 30 years of age Salisbury, Maryland

ARRESTED #2: Barbara Elaine Spatz, 45 years of age Salisbury, Maryland

ARRESTED #3: Holly Lynn Hill, 40 years of age Delmar, Maryland

ARRESTED #4: Mairinita Leatherbury Polk, 43 years of age Fruitland, Maryland

CHARGES (All): Prostitution

DISPOSITION: All released to Central Booking

The second segment of the investigation targeted the prospective male customers. This segment was completed with the assistance of the Wicomico County Sheriff’s Office and resulted in the below listed arrests:

ARRESTED #1: Kenneth Lee Wharton, 19 years of age Snow Hill, Maryland

ARRESTED #2: Ernest Chuck Cox, 37 years of age Berlin, Maryland

ARRESTED #3: Melvin Andrew Robinson, 42 years of age Salisbury, Maryland

ARRESTED #4: Vick Lamont Tankford, 36 years of age Exmore, Virginia

ARRESTED #5: Earle Maurice Brooks, 75 years of age Salisbury, Maryland

ARRESTED #6: Alan Bryan Eskridge, 57 years of age Mardela Springs, Maryland

ARRESTED #7: Bertram Lee Devonald, 61 years of age Salisbury, Maryland

ARRESTED #8: Orlando John Harrison, 58 years of age Newark, Maryland

ARRESTED #9: David Lamont Collins, 31 years of age Salisbury, Maryland

CHARGES (All): Soliciting for prostitution/assignation

DISPOSITION: All released to Central Booking

In addition to the above, the below listed suspect was arrested in a related incident:

Possession of marijuana

Possession of CDS/paraphernalia (2 counts)

  5. So people can give it away free, but not sell it? Total government over-reach. If 2 consenting adults want to engage in this activity I say let them, but make them get tested. I'd also ban them from conducting their business on the streets, but most would likely not want to anyways- if given a choice. Issue them a license and tax their income.

    1) I'd like to see pictures of the women, average 40-45 years old, I'm sure they're lookers
    2) If these old guys want to mess around with some ugly middle aged women, who cares? It's not like they're going to give their wives VD as they probably haven't gotten any in at least 10 years.

WELL WELL the great working stopped crime Sex Offender List will now grow even larger with these names...is it not great to see how a million dollar plus program is working so great in md. and stopping crime ....so easily. WE need more REGISTRIES in Md and NOW so we can stop all CRIMES and not only sex offenses...because lets face it . the way it stands now you can pee in public or get caught having sex with wifey in woods and on LIST...sooner or later we will all know SOMEONE on this ever growing list..

  17. The problem with those against legalizing it is the evidence. It is CURRENTLY legal in Clark County, Nevada. The women are tested monthly and they have yet to record even ONE HIV-positive test. These women make over $100k/yr and don't need to sell drugs to make ends meet. Of course some of them likely get involved in using drugs, just as some policemen, judges, teachers, etc... aka people from virtually every occupation use drugs. What is interesting to note is that these legal prostitutes pay federal taxes. So the next time you are riding down a road paid for with federal stimulus money or drinking water in Salisbury (who rec'd federal stimulus money for their new tank) one could say a very, very small portion of that was paid for by turning tricks.

  22. 8:45, I don't think the prostitution problem in Salisbury involves "pimps." These ladies are commonly referred to as "Crack Whores" and will charge as little as $5.00 for a service. Their addiction is what took them to this point in their lives. They are usually involved with thefts also.

  24. 8:45- it doesn't have a chance to operate cleanly here like the Mustang Ranch because it is illegal. If it were legal and heavily regulated and taxed as in Nevada then perhaps Salisbury wouldn't have this problem. Then the police could go back to doing things like catching the guy that shot Greg at East Side Deli nearly 2 years ago. Or solving the open bank robberies. Or the open murder cases. But heaven's forbid a senior citizen or any citizen have sex that isn't free. That we must stomp out!

    The property was eventually auctioned off with no one beating the door down to reopen it as a brothel.

  26. All these women have to do is change their sales pitch to get away with it. "You tell the customer that sex is free with me, but you must use a condom, and I just happen to have one, it costs $----- for it."
    That is how they can get away with it legaly, this is how ticket scalpers are cercomventing the law. "I got 2 Super Bowl tickets I will throw in if you by this $400.00 keychain" This has been tested in court already in some states and the scalper was let go!!!

  30. The comment about the perve at the job who made young women feel uncomfortable is correct. He is a perv. He dates young hookers on drugs and has still been seen doing this where he was originally caught and other places as well. His current conquest are younger than his child viz a viz 25ish. is this what it takes to be labelled
