On July 1st, in 21 days, a new law will go into effect. Buried in HB 72 – the FY 2012 Maryland Budget – is a new set of regulations that could prevent you from registering your car or renewing your driver’s license.
The regulations require the MVA to “refuse to issue, renew, or transfer a vehicle registration, or to issue or renew a driver’s license, to an individual who has not paid, or made satisfactory arrangements to pay, all undisputed taxes and unemployment insurance contributions.”
On the surface, this doesn’t sound so bad. Why should someone who hasn’t paid their taxes be able to get or renew a driver’s license. Sounds pretty fair to me.
Think about it for a minute though. How are you going to get to work if you can’t drive? In addition, this is just another government boondoggle. According to the new law, MVA will have to verify through the Comptroller’s Office that each person coming in to renew a driver’s license or car registration is tax compliant. Of course, that means that Franchot will have to hire more people. We’ll have to GROW GOVERNMENT in order to rake in more money. However, as usual, it is unlikely that the uptick in revenue (Franchot estimates $20 million, but we all know how accurate government revenue and spending numbers are) will cover the added costs of enforcement.
Curiously, perhaps not so, this new law has received very little publicity. I guess you wouldn’t find out until you showed up at the MVA. And remember, if the Comptroller’s Office makes a mistake – TOO BAD! No license or tags until you get clearance from them. If they were wrong, someone MIGHT say they are sorry for the “inconvenience”.

ReplyDeleteHere's one more thing to complicate matters - just renewed my tags last month, there was an insert that said very soon, you will no longer be able to WALK IN the MVA and renew your tags, it will have to be done thru the mail, online or via a kiosk located in the MVA office. Guess that gives the state the opportunity (online or via the kiosks) to electronically match up delinquent taxpayers?
ReplyDeleteWhy defend all the deadbeats and freeloaders? If they are delinquent, and have not paid let them get caught without a license and throw their butts in jail. If they do not have enough incentive under the present system I am all for increasing the incentive. As one paying the way for these deadbeats, I am sick and tired of carrying these entitlement leaches on my back.

9:20...."entitlement leaches"? I once received a "delinquent tax" statement for $3.79 (in that vicinity--- it was 15 yrs or so ago). Turns out, it was an errot, but it took a week or two for the State of Maryland to admit the error. I can't be the only one. So, now people in that predicament have to wait for the (extremely slow) Maryland bureauracy to tell another extremely slow State entity that I can go ahead and get my license now? My time is valuable. Who pays ME when they waste DAYS of it?? We already have a Comptrollers office. And they exercise their authority with heartless efficiency. Stop finding ways to put the screws on citizens in every possible way. We need a revolution. Thats the only way to stop these bloodsucking, overzealous, Nazi, Big Brother loving leeches. 8:27, 8:56 & 8:58 are beginning to see the light.....
ReplyDeleteI work for a used car dealer. Ever since Maryland switched over to printing temporary tags/registrations on the internet, we've had to hold our breath each time. Each time, we wait to see if there is going to be some sort of denial from MVA.
ReplyDeleteIf a certain screen comes up, we will not be able to issue temporary tags to that individual or business.
Unpaid parking tickets, unpaid child support and insurance violations are just a few reasons they can deny the registration.
As the dealer, none of this is any of OUR business! We are in the business of selling cars, not monitoring who's legit and who isn't.
I could go on and on about how unhappy the dealers are with these new regulations and the new system, but MVA could care less!
They also could care less that once a person is denied, they'll just go to Delaware or Virginia to buy their vehicle.
Screw it....."they are winning". Why should I continue to "do the right thing?" I might as well throw in the towel and quit trying to be a productive member of society and start sucking at the public teat.

Sir/Mam do you have any idea how much money it costs to prosecute/defend/process those charges? The amount of money spent to arrest, detain, and pursue those individuals far outweighs the money the state gets in fines.

Look, my money matures every June. My tax bills come in during that time and I prefer to pay the penalties and interest than to pay massive penalties taking the money out sooner. I'm sure there are plenty of other people that do the same. THAT'S WHAT THE PENALTIES AND INTEREST ARE FOR!!!!!

As far as allowing the system they put in place to work, I'm of the opinion (and so are millions of others, including highly placed GOVERNMENT officials and highly educated civilians, none of whom wear "tin foil hats' or believe in alien invasions) that the system has been so corrupted by special interest and money that it bears little resemblence to what our founders envisioned, such as "career politicians" who set up retirement pensions and health care plans fit for kings and exempt themselves from the very laws they impose on "we, the people". Don't even say that Thomas Jefferson would be happy with what we have now, or that he wouldn't call for a revolution either. ReplyDeleteI'm 62 years old and have never been late on my taxes and for the most part never been late on a payment. I have served in combat. If there were more people like myself there would be no such thing as wellfare. The debt this country has to carry to bailout people and businesses and foreign countries is crazy. This in no way affects me, in fact I hope people can't drive maybe they will wake up from their long overdue siesta.

What about when they make a mistake all taxes are paid but you have to prove it before you get your tags. Is it fair that you lose your job because of lack of transportation. What happen to innocent until proven guilty. This is the government you know. They make plenty of mistakes more than private companies. Sounds like a nightmare to me.
