MaryPirg's chairman - Johanna Neumann was critical of O'Malley's administration for failing to meet Maryland Energy Conservation goals. "The mismanagement on the part of the PSC is a large reason why the utilities are not on track," said Johanna Neumann, PIRG's state director.
Governor O'Malley's campaign benchmarks regarding energy conservation have not been achieved partially because the state appointed regulators have done a poor job of managing the development of energy-efficiency programs by the utilities, the group said.
I also echo Neumann's opinion as I have read virtually all of the Maryland Legislature's House & Senate bill synopsis for each of the past 5 years - particularly renewable energy legislation. My general observation has been that the regulators have allowed the utilities to write the regulations rather than the regulators who are suppose to be watching them.
