The Welfare Reform Act of 2011 will help food stamp recipients become independent of government assistance, give taxpayers a clearer picture of national welfare spending, and return the federal welfare budget to pre-recession levels after unemployment falls to 6.5%. Currently, there are 77 means-tested federal programs that provide benefits specifically to poor and low-income Americans.
One thing to make this happen even quicker is mandatory random drug testing of all recipients. Bet you could cut at least 30% of the recipients off the list immediately if they would just do it. Once you're removed because of positive drug testing, you're no longer eligible for 5 years and then would have to clear testing again. I would apply this to anyone getting any type of assistance.
