Incident: Violation of a Protective Order
Date of Incident: 9 September 2010
Location: 800 block of West Road, Salisbury, MD
Suspect: Mark A. Jeffress, 49, Salisbury, MD


Narrative: On 9 September 2010 at 9:59 AM, a deputy responded to a reported altercation occurring inside a business in the 800 block of West Road. The deputy met with a female subject who advised that Mark Jeffress was trying to enter the business where the female was in violation of an existing Protective Order that barred Jeffress from having any contact with the female. The female advised that she, along with the assistance of the employees of the business, kept the door shut which prevented Jeffress from entering.

The deputy confirmed the Protective Order, located Jeffress nearby and placed him under arrest. Jeffress was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Jeffress was released by the Commissioner on Personal Recognizance.

Incident: DUI / Assault on a Deputy
Date of Incident: 10 September 2010
Location: Beaglin Park Drive, Salisbury, MD
Suspect: Richard William Mills, 39, Salisbury, MD


Narrative: On 10 September 2010 at 2:24 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Richard Mills for travelling 75 mph in a 40 mph zone. Upon making contact with Mills, the deputy detected a strong odor of an alcoholic beverage emanating from Mills. The deputy attempted to administer roadside field sobriety tests, but after one test, Mills refused to do any more. Based on the results of the test completed and the observations of the deputy, Mills was arrested for DUI.

The deputy also discovered that Mill’s Maryland Driver’s license had been suspended.
Upon arrest, Mills refused to allow himself to be placed in the patrol car and had to be assisted by the deputy. During that process, Mills attempted to bite the deputy on the deputy’s arm.

Mills refused to sign paperwork related to the DUI arrest and declined to take a breath test. The deputy transported Mills to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Disposition was unavailable at the time of this release.

Incident: DUI / Possession of Marijuana
Date of Incident: 10 September 2010
Location: Carroll Street, Salisbury, MD
Suspect: Marc Lamy- James, 24, Princess Anne, MD


Narrative: On 10 September 2010 at 2:16 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle for erratic driving. Upon approaching the operator, Marc Lamy-James, the deputy detected a strong odor of an alcoholic beverage. The deputy also observed that Lamy – James’ mouth appeared to be full of something and that he appeared to be trying to swallow whatever it was. Upon closer inspection, the deputy observed marijuana around his mouth and chin and also on the front of his shirt.

The deputy collected the marijuana he saw and also administered field sobriety tests which Lamy-James failed. The deputy placed Lamy- James under arrest for the Marijuana and DUI and transported him to the Maryland State Police barrack where a breath sample was obtained.
Lamy- James was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Lamy-James in the Detention Center in lieu of $15,000.00 bond.
