Homicide Arrest

Location Occurred: 9th Street Pocomoke City, Worcester County, Maryland
Crime or Violation: Homicide
Victim: Russell Matthew Bailey, Age 18
Accused: James Edward Ballard, Age 29 from Pocomoke City MD

Charges: First Degree Murder, Second Degree Murder, Manslaughter, and First
Degree Assault

Narrative:


On September 29, 2010 at 2:30 P.M. Pocomoke City Police received a 911 call
to respond to the area of 9th street in Pocomoke City reference to a reported
stabbing.

Upon arrival, Pocomoke Police located a subject later identified as
(victim) Russell Matthew Bailey 3rd who was unconscious and unresponsive. The victim was observed to have a severe injury to the upper portion of his chest.

The paramedics arrived and transported him to Peninsula Regional Medical Center where he was later pronounced Deceased.

The investigation is being conducted by the following: The Worcester
County Bureau of Investigations, Worcester County Sheriff’s Office, Maryland State Police Homicide Unit, and the Pocomoke Police Department.

The suspect is James Edward Ballard from Pocomoke City, Maryland.
Mr Ballard was interviewed and subsequently arrested and charged with the
following charges. First Degree Murder, Second Degree Murder, Manslaughter, and First Degree Assault.

Mr. Ballard is currently being held without bond. The Worcester County Bureau of Investigations (W.C.B.I.) is still currently seeking any additional witnesses of the altercation and requests the citizens of Pocomoke to contact W.C.B.I. at 410-352-3476 if they have observed the altercation on 9th Street.

  4. Take the time to check this guy out on the MD Judiciary Search website. He is a repeat offender and it appears he just go out of jail after 18 months for robbery, assault, etc. He has quite a history. I think maybe we should start looking at Beau Oglesby as a replacement for Todd. These people do NOT deserve pleas!! It just is not fair to the tax payers who have to contend with life time offenders!! Now this guy has MURDERED someone!
