SALISBURY COUNCIL “MAJORITY OF TWO” NIXES IRETON’S APPOINTEE TO HOUSING BOARD TO REPLACE RICHARD INSLEY

Ms. Sharon Lloyd, whom Jim Ireton asked the City Council to confirm for appointment to Salisbury’s Housing Board of Adjustment and Appeals, was deemed unacceptable for that position by members Louise Smith and Shanie Shields at the Council’s work session on June 24. Gary Comegys was not present, and his view on the appointment is apparently unknown. Debbie Campbell, who also was absent, and Terry Cohen support Ms. Lloyd’s appointment. Unless Comegys attends a regular meeting of the Council and supports the appointment, Smith and Shields can block its confirmation by the Council.

The discussion lasted nearly an hour, during which there were several pointed exchanges, especially between Ms. Smith and the Mayor – Smith admonished him that it was a Council meeting – and between Ms. Cohen and Ms. Shields. When it became clear that the situation was not going to change, Ireton left the meeting obviously disappointed and disgusted by the majority of two.

Smith based her objection upon remarks that Ms. Lloyd made at a City Council meeting in 2008 in which she suggested possible corruption by certain members of the Council; Smith believes that the suggestion was directed at her among others. In her remarks, Ms. Lloyd was addressing the routine 3-2 voting by the Council and said that it appeared to her that the majority decided in advance of the meetings to vote together, which suggested possible corruption (words to that effect).

Shields feels that Ms. Lloyd would not be impartial because she is a realtor, even though the code calls for a realtor to be a member of the housing board. Shields has previously supported Mr. Insley’s appointment to the Housing Board despite the fact that he is a landlord and former officer of SAPOA.

Ireton has apparently decided to withdraw the appointment and submit another appointee to fill the seat currently held by Richard Insley, whose term has expired. The City’s attorney, Paul Wilber, has advised that Insley will remain a member of the Board until his successor has been appointed by Ireton and confirmed by the Council.

Earlier, Ireton had informed Insley, who has served more than 12 years on the Housing Board, that he would not be reappointed. In recent months the mayor has made remarks that disparage Insley’s actions as a member (and chair) of the Board.

This is a real opportunity for Gary Comegys to effect serious collaboration between Mayor Ireton and a new majority on the Council. We have no idea why Mr. Comegys was not present, other than his health issues, unless he is devoting his time to campaigning to be elected next week as the next president of the Maryland Municipal League. In any event it may be a missed opportunity.

  1. that makes perfect sense. Brenda Lloyd, a top notch candidate, offers to serve the community and that old bag of a council person can't get past personal issues.

  4. These people do not care about Salisbury or the Tax-Payers, all they care about is there own agendas. I could fix it in a hour. Might not like the way I do it.

  5. Shanie just showed how STUPID she is. Dont want this person because she is a realtor BUT is required to have one on the board. Every time these two open their mouths they confirm how Stupid they are. These two people has stood in the way of Salisbury going forward. Anything which is brought up at the council meeting that would be good for the city is voted down by those two ignorant women. (Shanie and Loweasel)..They are a laughing stock.
    If I had gotten myself in such a bad light as these two have I would have an excuse to move on or even move out of town to face. face. Maybe this is what Gary has done..He has found an excuse not to be there. He is not bedridden and can come to meeings when he feels he wants to.

  7. Shameless also opposes Ms. Lloyd because she lives in the Camden area. She was the only person who applied for the position, besides Insley. As usual, nobody from Shields' district applied.

    Ms. Shields is a disgrace. What a shame that she was reelected last year by the skin of her teeth.

  9. Sharon Lloyd is a very poor choice . She is one of the most argumentative and uncooperative people I have ever delt with. If he can make this poor choice this quick what about a police chief or fire chief. Just to be clear I am not a landlord or a fan of Richard Insley but there are many more good educated choices for this position .

  10. Anon 2:44, don't say "corrupt" at a City Council meeting, Weasie will assume you're referring to her and refuse to let you sit on a board. That was her reason for not liking Ms. Lloyd.

  11. I don't know Ms. Lloyd, but if she was qualified by credentials for this board, then personal slights should not have been a factor.

    Sounds like Ms. Lloyd was right in her comment. Salisbury is so petty, at least Louise Smith sure seems to be.

  12. 3:03, I have to disagree. I have had professional and personal dealings with Mrs. Lloyd and have found her to very straightforward and honest.

  14. Sharon Lloyd only said what many people were thinking after Louise Smith lied to them. I remember her saying she'd appreciate Mrs. Smith looking at her when she spoke. I had no idea who Sharon Lloyd was until that night but I made a point to remember her name because that night she became my new hero! I thought she was very controlled and calm in her firm comments. I could never get up there and do that because I would be a ranting maniac at the obscenity I see at that table on Monday nights!

    Louise Smith should be ashamed of herself for this circus against Sharon Lloyd. If Mrs. Lloyd runs against Louise Smith, I'll do whatever I can to help her.

    We need more straight up people like Sharon Lloyd instead of people who will lie to you and use you just to get elected.

    Salisbury was a happier place before Louise Smith, Mike Dunn and their unkind kind!
