Phone Scam

Last month and this month my phone bills showed some less than 1-minute calls from pay phones with a 75 cent charge. Calls were from California and New Jersey. Phone Co. reversed them, but I know nothing about them. Is this a new scam? Who among your readers would know enough about phone service to explain how this works?
