Incident: Driving Under the Influence of Alcohol
Date of Incident: 18 March 2010

Suspect: Keith Dewayne Harris Jr., 23, Hebron, MD

Narrative: On 18 March 2010 at 2:22 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Keith Harris of Hebron, MD for erratic driving on Priscilla Street in Salisbury. Upon approaching the operator, the deputy detected a strong odor of an alcoholic beverage emanating from Harris. After administering roadside field sobriety tests, the deputy made a determination that Harris was under the influence of alcohol while operating a motor vehicle and placed him under arrest.

During processing at the Sheriff’s Office, Harris was belligerent to deputies and repeatedly impugned their integrity. The arresting deputy transported Harris to the Central Booking Unit where he was booked and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Harris on Personal Recognizance.

Incident: Obstruct and hinder
Date of Incident: 14 March 2010
Location: 700 block of Richmond Avenue
Suspect: Kyle M. Colon, 18, Salisbury, MD

Narrative: On 14 March 2010 at 10:51 PM a deputy on patrol in the 700 block of Richmond Avenue stopped to talk to a ground of individuals that were walking in the roadway in the path of his police vehicle. Instead of stopping to speak with the deputy, all of the individuals began walking away from him, ignoring his requests to speak to them, except for one, Kyle Colon who began running up the street. Upon observing Colon running away, the deputy became suspicious that Colon might be trying to avoid either contact with or identification by law enforcement, so the deputy decided to pursue Colon and chased him on foot. The deputy managed to catch Colon on an adjacent street where Colon refused to submit to an arrest and struggled against the deputy’s efforts. Upon apprehension, the deputy discovered three open Circuit Court Warrants from the Circuit Court of Wicomico County for Colon’s arrest.

The deputy transported Colon to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Colon on Personal Recognizance.

Resisting Arrest

Incident: Assault
Date of Incident: 16 March 2010
Location: 5000 block of Elliott’s Court, Salisbury, MD
Suspect: Troy A. Ayres, 33, Salisbury, MD

Narrative: On 16 March 2010 at 7:00 PM, a deputy from the Wicomico County Sheriff’s Office met with a female victim who told the deputy that she had been assaulted by her live-in boyfriend, Troy Ayres. The deputy learned the couple had been embroiled in a verbal altercation that turned physical when Ayres put his hands around his girlfriend’s neck. While speaking with her, the deputy observed signs of physical injury that corroborated her account.
The deputy placed Ayres under arrest for assault and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Ayres was detained by the Commissioner in the Detention Center in lieu of $3,000.00 bond.
