In reality, the Obama "freeze" will actually lock in an already weighty, 20%, average increase for FY 09 and 10 in the budgets of departments that Obama claims will have their spending "frozen" for three years. These departments exclude the Pentagon, Homeland Security, and others which administer programs like Social Security.
According to Charles Krauthammer who appeared on the O'Reilly Factor, what Obama wants to do is to deviously preserve massive increases in departments that the President instituted last year under the guise of helping the economy rise out of the recession through massive government-spending increases.
This deviousness from Obama, under the guise of pretending to sell himself as a more moderate president all of a sudden concerned with even a small degree of fiscal conservatism, is particularly egregious when we consider that normal budget increases in departments are merely 3 or so percent. However, last year's whopping 20% spending increases were unwarrantably extreme, and to now sell his "freeze" as something that will guard against increasing deficits is just more of the same, business-as-usual chicanery from Obama.
