The 5.4 Million Dollar Parking Lot.....and the Million Dollar Question

I find the issue of applying for and accepting state grants, in an atmosphere whereby every level of government in the state of Maryland is experiencing huge deficits, to be an interesting yet complex issue. It irks me to think that a state, that can't balance it's own budget, even after taking money back from the counties, receiving 4 billion in stimulus funds, passing the highest tax increase in history, and blowing through a billion dollar rainy day fund, is handing out various grants for frivolous expenditures such as million dollar fire boats to the city of Salisbury. Bottom line; it comes down to state mismanagement of funds.

So the question fundamentally is; Since the state, which is 2 billion dollars in the hole, took back money from the county that was paid in via, state highway funds and transfer taxes, etc.; is the county justified in applying and receiving state grants?

Well yes and no.

In the case of getting out of control crime in check, I say yes, let's take back our money from the state as it is a worthy endeavor. In the case of Civic Center parking, not so much. To give you a little back history on what this is about:

Wicomico Youth & Civic Center, Parking Acquisition and Development – Wicomico County is currently negotiating to purchase 5 acres of land from the old Salisbury Mall site for parking. This is not sufficient to provide the total parking necessary for the WY&CC to be a viable entertainment center. $900,000 is recommended in FY 2011 to be combined with County and Program Open Space money in the combined amount of $5.4M currently on hand to provide for the purchase of fifteen additional acres. It is recommended that the requested amount be approved in the Capital Improvement Plan even if it is not included in the ultimate bond issue to allow for flexibility in the process of acquiring additional land.”
This funding is coming largely from Maryland's Open Spaces fund which is a specific fund, that was applied for well, "open spaces". I suppose a parking lot meets that definition.

For more on the State's Open Spaces fund as it relates to this project:

Wicomico County will receive $705,000 to renovate five acres of the former Salisbury Mall parking lot to serve as a new parking area for the Salisbury City Park and Zoo, Wicomico County Stadium and the Wicomico Youth and Civic Center,

Since 2007, Governor O'Malley and the BPW preserved more than 21,762 acres of natural areas for public recreation and watershed and wildlife protection across Maryland. Since 1969, Program Open Space has provided funding for acquisition of 341,473 acres for open space and recreation areas. Most Maryland residents live within 15 minutes of an open space or recreational area funded Program Open Space. Visit
http://www.greenprint.maryland.gov/ for an interactive, statewide map showing the land protected by Program Open Space.

The three-member Board of Public Works, chaired by Governor O’Malley, is comprised of Treasurer Nancy Kopp and Comptroller Peter Franchot. The BPW is authorized by the General Assembly to approve major construction and consultant contracts, equipment purchases, property transactions and other procurement actions.
I have discussed this in great detail with John Cannon and he is of the opinion that increasing parking for the Wicomico Youth and Civic Center, by using this grant is a worthy venture. He believes that: (and I paraphrase)

  • The "limited" parking that currently is available for the WYCC is hampering venues that would otherwise come to this location and believes the WYCC is being passed up because of the lack of parking available. Increased parking capacity would ultimately increase the revue of the WYCC, which now, and always has been a lost tax revenue bleeder. He sites the Dog Show as an example where by the parking is over capacity and that event may go to Dover in the future if corrective parking measures are not taken.

  • The funds are really our money we (Wicomico County) paid into the state, that was taken back, as a result of the state's inability to balance it's budget and if we don't act to use them then the western shore will be the beneficiary of these funds going to bike paths or transit between Baltimore and Washington.

  • The land value will eventually increase in 10 or 15 years and although appraisals may bring the cost down $50K, the time taken to do that, may jeopardise the funding.

  • If the lot is not purchased from the county, the owner will either impose steep fines to the county for use of their land or build a fence around the area to prevent it's use for parking.

I hope I got that right John. As I said to Mr. Cannon on the phone today, I can see that argument. However, there still is a state funding problem and these grants that they are handing out under these various initiatives smacks in the face of fiscal conservatism. I suggested that a better alternative might be to have a private purchase where by the land owner would have a fee based parking lot for the purposes of the civic center or any other parking needs.

Anyway, this debate goes on. I'm interested in hearing people's opinions on this matter.

  1. It's great to suggest "a private purchase whereby the landowner would have a fee based parking lot for the purposes of the civic center or any other parking needs."
Are you stepping up to the table to do this?

  4. I thought they were relocating County Stadium to the the new Bennett High School. If not they should look at it. We then have a new stadium for our students and an even bigger oppurtunity for parking at the civic center.

  5. we don't need to spend more money on a parking lot at this time...vote no to parking lot.

  6. There's another hole in this boat, and it may be better to let her go down. We have been told that the alcohol ban (a vow given by the people of this county) does now,and always will hinder profitability. Deal with this issue from all angles, and make decisions that will look good 20 years from now,

  7. If this purchase is being made with Program Open Space funds, then there was virtually zero possibility the money would be used "on the Western Shore." Each county's portion is designated to be used by THAT county only, despite what Cannon is quoted as saying, and none has been lost to ANY county in Maryland despite the recession. What we are doing is buying asphalt instead of the true parkland, forest, bike paths, etc., that the money should be used for. Wicomico, in the last 15 years, has purchased two such sites--the latest off Levin Dashiell Road and the other on the Wicomico River near Green Hill--that have been removed from the tax roles and remain undeveloped to this day. To say this is parking for the zoo and park is a ridiculous stretch. Spin, spin, spin. We will not forget.

  8. Seems that BIG RICKY and the Seven Drarfs thin we are all idiots in this county. Joe this and so many other issues have proven time and again the council does not care what the people of this county want.

I swear i will work hard to find honest people with integrity to run for all seats on the council. I see there have been a struggle between powers in the Exec. and the Elected Council from the start.

I guess we people mean nothing. I voted yes to question "A" on the ballot to give Deputies the long deserved retirement and insurance they needed. I recall there were 18,000 for it and 4,000 against it. They blew this off.

The demands for heads to roll over the Land Fill fiasco. They blew that off. They continue to operate under the belief they know more than 18,000 people know. This arrogance will be the down fall of at least five of them.

I also did not see one of them brave the elements or give up their holiday to assist in the search for one of our missing children. This speaks volumes to the charecter of those we elected.

You do not need a Ph.D. to see what this county needs. Good old common sense, integrity, and charecter go a long way when dealing with people. Sad they seem to lack all the above.

  9. Justin,

I might consider it if there were a cost analysis available to the public (which there isn't) and if the payback would be in a short amount of time, as well as securing the great kind of fincancing the state would get..... so, you may see my point?

  10. 9:38 That is a great suggestion. I do wonder what the plans are for the Bennett property once the new one is built, and why they need to build a new one instead of renovate the exsisting, but that's a whole other story.

Remember the Public Heaaring on this issue is Tuesday 2/2 at 10am.

  11. There is PLENTY of space for parking if management chose to utilize it. Is it necessary to have 1.5 acres of lawn in front of the building? Is it necessary to have an acre taken up by grassed islands in the parking lot? What about the wooded area on the south side of the property? With some judicious grading another 2-3 acres of parking spaces could be added there. There is probably 5 acres of wasted space in the current configuration.

  12. Rightcoast,I find it disappointing that you feel you must get your information from John Cannon,if your politicial ambitions are such as we have heard you could most certainly find a better source and better company too keep.

  13. I don't think the lack of parking has anything to do with the lack of
venues. This Civic Center is so small and the venues cost so much to attend it is not worth it. I would rather go across the bridge.

  14. Anonymous 4:39 I'm not sure what you have heard my political ambitions are, but I assure you, I am only involved in our community and our state politics because I care about all of our futures and I have little children that will be paying the price for the decisions made today. As far as John Cannon goes, he approached me on the subject and called me days later as well. I am only trying to present the scenario and his argument for you to decide. I think I have made my opinions known on the matter. You are free to comment on the subject at hand.

  15. Build a parking deck over the existing front parking lot and instantly double the parking capacity.

  16. RC, You should run against Pollitt for county executor. You appear to have a better grasp of economics and I'm sure yu could get the support to win.

  17. Would more parking really help the zoo? I don't think so! The zoo has so many issues that parking is a tiny thought compared to what they really need.

The Civic Center needs lots of repairs. Remember graduation back in June when the rain came pouring inside?

    Just my opinion on it.
