THE SOMERSET AND WORCESTER SAVINGS BANK
Many banks flourished in the years before the United States government began printing currency in 1862. These were known as “broken banks” and their currency was “discounted” if used out of the area. It is widely collected today. Since the printing was done in the lithograph style, the notes are extremely detailed and beautiful. One of these banks was the Somerset and Worcester Bank in Salisbury, which was in Somerset County at the time. While no mention of the bank’s main office location has been found, the notes are widely found today.
Known history of the bank is that it was chartered on February 27, 1856 and ceased operations about 1863-1864. Black uniface notes were probably the first to have been issued, all recorded copies showing evidence of relatively heavy circulation. Well-circulated copies of both the red and black and the green and black notes are to be found, but uncirculated copies are much more frequently encountered. An opinion has been expressed that the black uniface notes were the last to be issued as the bank officers wished to spend less on the cost of printing by eliminating the colored security prints. It seems more likely that the reverse is the case, the bank officers attempting to increase public confidence in an institution that was in financial difficulty by improving the appearance and security of their notes.
After the bank closed they must have had a supply of the notes on hand as examples of the notes are found with an advertisement overprinted on the reverse from a local business college. These are very rare.
Sets of all four denominations ($1, $2, $3, and $5) of the red and black notes can be formed in which the final digit of the printed 1862 year date has been changed in manuscript, in red ink, to “3”, “4” or “5”. All four denominations of the red and black notes are occasionally found printed on very thin, almost transparent paper, often with an almost oily appearance. The notes were printed by the American Bank Note Co. in New York.

FLORIDA COURT SETS ATHEIST HOLIDAY
In Florida , an atheist created a case against the upcoming Easter and Passover Holy days. He hired an attorney to bring a discrimination case against Christians and Jews and observances of their holy days. The argument was that it was unfair that atheists had no such recognized days.
The case was brought before a judge. After listening to the passionate presentation by the lawyer, the judge banged his gavel declaring,"Case dismissed!"

Finally Some Good News
Mary Jock (center) , Vice President of the Autistic Children's Support Group of Worcester County (center) is presented a check for $4,760 by Jessica Pollmeier and Rolfe Gudelsky from Sunset Marina and the Ocean City Fishing Center. The donation was made from a silent auction and proceeds from the Black Friday 550 Rockfish Tournament held at the Ocean City Fishing Center on November 27-29. This is the third year the tournament has benefited the group which provides educational, emotional and financial support to families with autistic children. Wash Post - Frank Kratovil 4th-Most Endangered Incumbent
The Washington Post’s Chris Cillizza today ranked the top ten U.S. House seats most likely to switch parties in 2010. He rates Rep. Frank Kratovil as the 4th-most endangered incumbent in the country from either party. Below is his brief on the race:
Maryland's 1st district (D): A new poll released by state Sen. Andy Harris' (R) campaign showed the Republican leading Rep. Frank Kratovil by a 52 percent to 39 percent margin, a very troubling piece of data for the freshman incumbent. While internal polls are rightly regarded with some skepticism, the fact that Kratovil didn't release numbers of his own painting a different picture suggests that Harris' numbers might not be that far off. Kratovil eked out a 3,000-vote victory over Harris in one of the best election cycles in recent memory for Democrats and it appears as though the district electorate, which gave McCain 59 percent of the vote in 2008, is ready to return to form. We Need A Clean Vote Now On Afghanistan Escalation
Under our constitutional democracy, Congress has the power and the responsibility to establish a policy on President Obama's plans to send 30,000 more U.S. troops to Afghanistan, and, if Congress opposes sending more troops, to try to block or alter this policy. The question now is whether Congress will act before the policy is implemented, and whether it will do so in a "clean" vote - an up or down vote solely on the question of sending more troops, unentangled with unrelated issues like flood relief for farmers or extending unemployment benefits.
If Congress does not act quickly, the President's proposal may become an accomplished fact. Already, President Obama has ordered Marine units to be deployed later this month. If Congress waits for months to debate the issue, most of the new troops may already be in place.
Anti-war Representatives are pressing for an early vote on funding for more troops so President Obama's policy will be judged by Congress before thousands of additional troops are sent into combat, the Politico reports. "Let us have this debate before he moves forward," Rep. Jim McGovern [D-MA] said. "I'd like it to be before we escalate one single American troop over there."

Jewelry Store Bandit Makes Out With $20,000 Ring
Location: Gordon’s Jewelers, 4737 Concord Pike, Concord Mall, Wilmington, Delaware
Date and Time: Wednesday, December 2nd, 2009, at 4:00 p.m.
Suspect(s): Black male, 20 25 years old, 5’08 – 5’10”, clean shaven, dark complexion, average build, wearing a striped shirt (referee style) and a baseball cap
Resume: On Wednesday, December 2nd, the Troop 1 Retail Theft Unit was called to the Gordon’s Jewelers in the Concord Mall for a jewelry theft.
In this case, a black male walked into the store and approached the service counter. This subject struck up a conversation with the sales associate and established a degree of comfort and trust with her. The suspect asked to see a 2.08 carat diamond ring and the employee removed it from the display case. She handed the ring to the suspect at which time the suspect turned and literally sprinted out of the store. He next ran through Macy’s and out of the back side of the mall.
It is unknown how this subject fled the mall property.
Reports disseminated amongst the jewelry community confirmed that this same suspect struck at two Zales Jewelry stores, both on December 2nd, in Columbia and Frederick, Maryland.
To date, authorities have been unable to secure surveillance video. When it becomes available, a follow up news release will be provided.

A Long Smoke Break Prevents Felony Thefts From Fleeing With Goods
Location: TJ Maxx, 1313 Churchmans Road, Newark, Delaware, New Castle County
Date and Time: Thursday, December 3rd, 2009, at 4:00 p.m.
Suspect(s):
Yolanda Jeter, 24, of Hedge Street in Salem, New Jersey
Keneesha Cunningham, 26, of East 24th Street in Wilmington, Delaware
Clarence Jeter, 23, of Jefferson Street in Wilmington, Delaware
Javon Roberts, 19, of East 24th Street in Wilmington, Delaware
Resume: Yesterday afternoon, Troop 6 patrol units were called to the TJ Maxx store in the Center Point Plaza Shopping Center, in Newark, for a theft in progress.
This investigation revealed the above listed suspects were observed by loss prevention in the TJ Maxx store, working together, to steal merchandise. Allegedly, Yolanda Jeter and Keneesha Cunningham concealed merchandise in bags while Clarence Jeter and Javon Roberts acted as lookouts.
The bandits were readying themselves to flee the store with the merchandise; however, a couple of TJ Maxx employees were standing out front, smoking at the exit and taking their time.
Before the suspects could leave, Troopers arrived on the scene and took them all into custody. The property concealed, which consisted of designer purses and boots, was recovered and itemized. In all, it was valued at $1,619.86.
The four suspects were all charged with Shoplifting (felony) and Conspiracy (felony).

GOVERNOR MARTIN O’MALLEY TO HIGHLIGHT SMALL BUSINESS LEGISLATIVE PRIORITIES AT SUMMIT
Governor to co-host summit with Greater Baltimore Committee; Summit to focus on job creation and expanding access to credit
ANNAPOLIS, MD – Governor Martin O’Malley will co-host the Maryland Small Business Summit focusing on job creation and access to credit for small businesses on Monday where he will outline some legislative priorities to accomplish this goal that the Administration will introduce in the upcoming legislative session.
As the Governor noted in his weekly Economic Update video released today, the summit complements the President’s Forum on Jobs and Economic Growth this week.

Trooper Bitten By Impaired Driver’s Dog
Location: Route 13 northbound at the St. Georges Bridge, Middletown, Delaware
Date of Occurrence: Friday, December 04, 2009, at 6:30 a.m.
Suspect(s): Agnes Jenkins, 52, of Cherokee Avenue in Millsboro, Delaware
Resume: State Police Dispatch Center in New Castle County, RECOM, received multiple reports of a reckless driver traveling northbound on Route 13 in Middletown. Patrol officers were provided with the information and they converged on the area and located the vehicle at the St. Georges Bridge. Troopers noticed the vehicle, a Buick Le Sabre, was weaving back and forth. A traffic stop ensued and the Buick pulled over.
The operator of the vehicle was identified as Agnes Jenkins. She showed obvious signs of impairment and bottles of alcohol were observed in the vehicle. A DUI investigation ensued and Ms. Jenkins was subsequently arrested.
A check of her purse yielded suspected marijuana. A computer check also revealed she was also wanted by the Court of Common Pleas on an active capias.
Prior to towing and impounding Ms. Jenkins’ vehicle, the Trooper was trying to work with her to make arrangements to safely secure her dog, which was still in the car, while she was in custody. Ms. Jenkins removed her dog, a hound, from the vehicle; however, she accidentally lost control of the leash. The dog began to run into the northbound lanes of Route 13. The Trooper, who happened to be a K9 officer himself, grabbed the dog to prevent it from being run over at which time the dog turned and bit him on the forearm.
The dog was eventually secured and turned over to the SPCA to be quarantined until its owner was released from custody.
The Trooper was treated and released from Christiana Hospital for his wounds.
Ms. Jenkins was formally charged with DUI, Driving While Suspended, Failure to have Insurance and Possession of Marijuana. She was released without bail on the aforementioned charges and turned over to the Courts in reference to her active capias.

Annual Troop 5 Needy Family Fund Drive
Bridgeville- From now till December 20th the Delaware State Police at Troop 5 will be accepting monetary donations for their annual Needy Family Fund.
Once the donations are collected, troopers from Troop 5 will deliver them to 8 needy Sussex County families. The troopers have selected 8 families with 20 children to assist this holiday season.

On December 3, 2009 at approximately 2:38 pm, Officers of the Salisbury Police received a call to respond to the Walmart Department Store on North Salisbury Boulevard for the report of a two (2) shoplifters. Upon arrival the officers met with store security who advised that the below listed suspects had been observed by store employees taking electronics and clothing from the store without making payment. The property was recovered and returned to the store.

On December 3, 2009 at approximately 3:00 pm, Officers of the Salisbury Police received a call to respond to the area of Truitt Street and E. Church Street for the report of a possible juvenile fight after school. Upon arrival the officers observed the below listed suspect in the middle of the intersection yelling and causing a disturbance. The officers attempted numerous times to have the suspect leave the area and quiet without success.
ARRESTED: Juvenile, 16 years of age

On December 4, 2009 at approximately 12:25 am, Officers of the Salisbury Police received a call to respond to the Monkey Barrel Bar and Grill for the report of a theft. Upon arrival the officers met with management who advised that the below listed suspect had taken a bottle of liquor from the business without making payment. The suspect was located outside of the business and was taken into custody. The bottle of liquor was recovered and returned to the business.

On December 4, 2009 at approximately 2:53 am, Officers of the Salisbury Police received a call to respond to the WaWa Store on South Salisbury Boulevard for the report of a disorderly crowd. Upon arrival the officers observed a number of subjects acting in a disorderly manner. The officers were able to calm the subjects in the store except for the below listed suspect, who was in the area of the check out counter yelling and refused to quiet.
