Sarah Foxwell Burial and Funeral Expenses



John Holloway has informed us that all funeral and burial expenses have been paid by a local philanthropist, who wishes to remain anonymous.

Considering all expenses have been provided, fund raising efforts will not be necessary. If you want to donate your money please consider the Child Advocacy Center or a charity of your choice.

To our anonymous benefactor please accept our heartfelt thanks. You will be blessed.

  12. Crime has crossed the line here in Salisbury. When adults murder adults, that's one thing. But when adults turn to killing children it's time to take a stand. Maybe a rally against registered sex offenders in Salisbury should be on the next agenda at the GOB. Tougher standards for the police department to follow. Random checks on them at home etc.

    Not really sure what the answer is but she should have not paid ultimate price for our lack of attention to registered sex offenders living among us. They are registered for a reason...... Think about it.

  15. The Child Advocacy Center is a worthless agency that needs to be dismantled or replace everyone involved in it. Because of my job I have had to contact them on 2 separate occasions. They told me both times that the had 5 days to respond. That's right FIVE days to respond. And when I questioned the director she was very sarcastic. A lot of harm and/or death could happen in 5 days.

    Save your money and vote out every incumbent in office today. They are the ones that failed this precious child by enacting their lame laws.

I actually like the suggestion today somewhere on this blog about putting registered sex offenders picure on telephone poles, especially if they live in your neighborhood, so kids are aware of who they are what they look like so they know to stay away from those addresses. I hate it because they are allowed to live in neighborhoods where there are children. Please keep checking the internet for this trash that may be in your neighborhood and by all means keep your children aware of where to stay away from and print the picture and post it on the telephone poles in your neighborhood. If the judges won't help, we are going to have to help ourselves.

  18. rallies dont stop crime, vigils dont stop crime. Training, awareness, prevention, and action stop crime. Not much could have stopped this freak of society from doing his awful act, but Maryland could be more preemptive in self defense by being more citizen friendly when it comes to protecting ourselves. We are not a british colony anymore and its time Maryland recognizes that its policies don't deter crime, but only make criminals more comfortable in committing them.

She deserves only the best, for NO ONE (especially a dear, sweet child) should have to go through what she has had to go through the 11 years of her life. Thank you everyone that took the time out of their lives to help assist this young child in coming home to God for Christmas.....Sarah, spread your wings and fly and mature to be the beautiful woman you were meant to be....You will always be remembered and never forgotten sweetheart.   20. In this day and time, parents and adults should all run a sexual offenders and personal check on any person they feel are date worthy. It is a shame it has come to this; but there are so many offenders just in our immediate area and can be searched for free. The biggest issue is our Court System. Judges/plea bargains, etc have contributed.
    I'm afraid we have to revert to the older ways to find out about evil people.

  24. I think if any money is raised it should be put in trust for her younger sister. The truth is the mother has no business nor does half of the family in management of these funds.

    This angel has been taken and only God knows why something this horrific could happen to such a sweet child.

    Lets all face it he did give us knowledge and understanding. We have failed in so many ways not hlding those accountable due to various political befiefs.

    To T.J. you better learn to know God. I know what you did and if I ever get the chance to encounter you in this life time or the next. I can assure you that no other children will come to harm at your hands or other various parts of your body.

    God has forgiven you. I will never forgive nor forget.

    I will ask my God for forgivness for my intentions and acts if I ever see you again. I will take my punishemnt. You have my word to God I will have vengance at some point in your wretched life.

Simply put....it is a very nice person who is going to provide this child with a respectable funeral....Does anyone else find it strange that the DT is reporting the body was found severly burned. I for one am feeling a little skeptical about everything involving not only the disaperance but the recovery of this innocent child. On the 24th it was widely announced that they had found her and she had been burned...quickly the story changed and they continued looking for her on Christmas....Then on Christmas a search party of just law enforcement found the body and she had been burned. I'm sorry to say it but I find that to be a bit odd. News outlets reported that Leggs wasnt cooperative...but he had to have at least talked about location....the search was in the right area the entire time....he could have dumped her body anywhere on the eastern shore during that timeframe...Also the DT reported the toothbrush found in his car likely isnt Sarah's. I hope our local law enforcement hasnt screwed this up. Something isnt right and I'm afraid we havent been told the truth...just my 2 cents.

  28. In response to the posters on here who want to know what they can do to prevent this type of thing from happening again. Don't limit your anger at Salisbury or Wicomico county. It is the STATE and FEDERAL laws in this country that need to be changed.

    I know some didn't want this politicized but the bottom line is this.
    Liberals tend to think of the 'civil rights' of criminals and focus their efforts on protecting them when making laws - witness the ACLU.
    Conservatives tend to think of the victims and how they can best protect them when making laws.

    So next time you go to the voting booths - vote for the candidate (not even naming a party) but a CANDIDATE who will work to get legislation passed to prevent this type of thing.

    This man should have never seen the light of day after that conviction in Delaware. Why was he even out?

  31. 12:05am- the state allows up to 5 days to initiate a neglect investigation. A response time of 24 hours or less is required in physical or sexual abuse cases. I'm familiar with CPS- when people make a referral, they typically ask when someone will go out on a call. The standard response is "We have _____ days to respond." Just because you make a referral, don't think you have a right to know when someone is going out. Furthermore, the person you speak to when callimg in is an intake worker- that person often does not know to whom a case will be assigned, and therefore doesn't even know when someone might go out.

    As far as speaking with the supervisor, the perceived sarcasm probably came as a response to the attitude you probably had in the first place.

    People- educate yourselves about child protection laws in MD- corporal punishment is not illegal (unless you cause injury), and it is actually very hard to remove children and keep them out of their homes.

    Joe- may I suggest that you have a sit down with a local DSS agency to do an interview on what should be reported, what is actionable, what removal requirements are, etc.? I think many people in the community could benefit from this.

  32. 11:14 - I would get an alarm company. They are not that expensive. Don't share the code with anyone or change it frequently. That way if someone found a key outside they would have to have the code to disarm the alarm if the door or window was opened.

  33. God Bless the Anonymous Donor. This little Angel did not deserve the abuse and torture that ended her life. She trusted this person.

    As for the protection of our children, DSS lacks in their responsibility. A mother had lost custody of her child and the grandmother was given full custody. The mother of the child has been in and out of jail as well as the father. The grandmother who had been give legal custody received time in the local jail and the mother was left in charge of the child. She was doing drugs, allowing different men to come and go with this child in the house. When DSS was called, B.S. from Social Services returned the call and asked for additional information so they could give further assistance to the mother while the grandmother was in jail. She was told the mother didn't need further assistance, the child did not need to be there. So the father, the mother and grandmother have criminal records and other family members have asked to provide for the child but the courts allow the child to stay in this environment. There are many of these cases out there that people want to help to get the children out of these situations but the courts try to keep the family unit together. If the family unit is made up of multiple criminals/violators of the law, then why would the courts want to keep the children in these homes just to learn these behaviors and continue the cycle of drugs, alcohol, theft, burglaries, manipulations, lies.
    This is a fear I live with that someone will be brought into their home and this will happen to this child, but the rest of the family has their hands tied.
    DSS needs to step up and provide the services they were hired to do. Protect the children. If they want to keep the family unit together then have guidelines set up to do so. If either party tests positive for drugs, remove the child from the home of the ones that have been put in charge of protecting these innocent children. And don't give me the crap that came from one of their caseworkers, that just because people do drugs does not mean they are bad parents. You have got to be kidding me, but they weren't.

  39. To the arm chair quaterbacks: It is very hard to get custody of a child away from the mother. Even if she is doing drugs with the child present, going to known drug houses (her suppliers) with the child. Been there done that, 2 long years of battle and the lawyer got rich. We were told she had to be arrested for drug possesion, test dirty, go to jail. Then we might stand a chance of getting custody of the child.

  40. I have a few suggestions, New picture updates every year for the sexual offenders list on-line (this way we know they are being checked on, better once than not at all) and we recognize them. I check the registry all the time, and I wouldn't recognize alot of them by the crummy picture on line. Also, is there a way that the local police could do a mass texting and /or picture texting to all who would like to receive them? The amber alert was no where to be seen except for this web sight, while she was missing I had been all over town running Christmas errands, and if I had had a text and a pic of her, I could have kept my eyes open...just a suggestion!!

  46. Can Salisbury News develope a link to a web site for posting local sex offenders on Delmarva? Maybe some of the funds raised should go to support a local sex offender website in Sara's name. The web site could have better, more updated info than what the web site the state provides, ie: like place of employment, what they drive ect. The website could also update the public on any type of recovery the "sick offenders" are doing to try to heal themselves and join society again. The website could be named in the tradedy of Sara Fowell on christmas 2009. AS EVIL THINGS HAPPEN IT IS OUR JOB THROUGH THE WORKS OF GOD TO BRING MORE GOOD OUT OF IT. Let us not be consumed by anger that is what evil wants. Don't do your acts fueled by anger That is what they do. Do your acts guided by good by God.

  48. 8:37, Of COURSE when someone calls CPS they want to know how long it will be before someone goes out. And the comments 12:05 made reflecting their concern over the fact that a lot of harm can happen in five days is only reasonable. His/her frustration is both reasonable and realistic.

    Maybe 12:05 DID have "an attitude" (as you put it) when s/he spoke to the supervisor. Quite frankly, so would I. People with outlooks like yours amaze me. You feel fine mouthing off to / about the referrer, but you didn't say one syllable about perpetrators and perverts. Your attention might well be directed to the perps
    rather than those who catch or suspect them. Instead, you seem more focused on educating and preaching to 12:05 about what is "actionable", etc.

    While you're preaching about what is "actionable" and "standard responses" and what a referrer does and doesn't have the right to know, kids are dying at the hands of sickos like TJ. If Sarah's funeral is public, I hope you will attend. And as you sit there, think how this might have been your child. Then see if you'd feel comfortable with hearing on the other end, "We have up to 5 days to respond". Sarah lost her life in a lot less time than that.

    The laws are broken. The system is broken. People with altitudes like 12:05 had to deal with on the phone are broken bureaucratic robots. Defend / explain it all you want. Get angry with my comments all you want. That's just the way it is!

    Until enough people (myself included) stand up to their so-called representatives and say, "We're madder than HELL and we're not going to let this be this way anymore", our kids are going to keep being abused and killed.

    Sarah woke me up to the point I should've been at all along. I AM mad enough to get involved and try to do something about it. May that be true for you as well.

    I still remember the day when the detective on my case called me with such dismay because he was demanded to drop the case. I was in a divorce process, my ex had a scumbag lawyer and my daughter told the truth. More than one lie detector test was performed (guess one was not good enough) - LOL.

    That detective was so hurt because he believed my daughter and could do nothing for her - because of his director. So he did the right thing and left CAC because of their lack of support and justice for the victims.

    Norm Conway, I asked you a long time ago to shut them down. Maybe now you will listen.

  52. The REAL issue here is that this guy was released from jail two years ago or whenever. This guy should have rotted there. Meanwhile, because of "overcrowding" they're releasing people who have caused harm to other people (PARTICULARLY CHILDREN) and leaving pot posessors locked up. Amazing and awful. Whoever dropped the ball on this one should have their head roll, and someone needs to go back over the other released prisoners to see what kind of monsters have been let loose to cause harm again.

They were looking in that area because that is the info they received from checking his cell phone, this is the 21st century, your cell phones have tracking devices on them, that is why they were concentrating in that area, come on people dont doubt the professionals in this case, they know what they are doing, I mean the FBI was also on the case.

  56. 7:59, while I agree with what you've said, I'd like to add one that you didn't mention. . .the judges. Sure, our laws need to be tougher, but there are laws (Adam's Law, Dru's Law, others) already on the books that would be more effective than they are IF JUDGES WOULD ENFORCE THEM TO THE MAX and "throw the book" at the perpetrators!! Any law is only as good as its enforcement and its penalty.

    Adam Walsh's kidnapper / killer was never caught. But Sarah's has been and, once convicted as he surely will be, needs to suffer the MAXIMUM penalty possible under the law. These judges who throw stiffer penalties on bank robbers than they do child killers need to be tossed out on their...robes...and replaced with what we used to call "hanging judges."

    We can enact all the laws we want, but until the people who put the TEETH in the law (those doing the sentencing) start biting as hard as the law allows, it will be largely for naught.

    Incidentally, I don't mean it to sound like I want bank robbers let off easy. Just saying the judges / juries need to understand and prioritize better on behalf of our children.

    Mike Lewis and all the other officials involved in this case have done their jobs and done them damn effectively.

    I can only hope that whatever judge or jury gets this case will do theirs as well.

  59. Our community should feel proud to have this philanthropist who stepped in to do a good deed. This is very touching and makes me proud to live here. It was a very noble thing to do making it anonymous. I'm sure the person who did it is very wealthy and does not want to be criticized by people who think he/she had their own personal agenda in this. The anonymity factor will keep people from making sick comments that you know people would have made about the individual. God Bless you to whoever you are! This was a very generous and selfless act and is commendable!

We must lose the complacency we seem to have developed and step up. another thing is, I often hear adults say to children, "you have to listen to adults"-I disagree, wrong message,teach your children that no one has the right to touch them and parents/guardians, my God, don't introduce your brand new lover to a child as if he's been cleared as a decent person, making them trust him/her. Don't have children pay for your lack of discernment.

That info was given by a source close to the investigation but can't be revealed. In the past we have received wrong information from the DT.

  73. you are 100% correct there is a sex offender working at Dunkin Doughnut, I had a relative that USED to work there. He tells everyone that he is a registered sex offender, maybe he is proud of it. Go figure. I no longer go there.

  74. Just looked at the registry for Maryland, and in the last name starting with B there is a man who molested a child for 5 years. This mans wife is with social services in the child protection department. With her training how did she not know he was doing that? i know of a case she was involved in where she made the remark she knows when a child is being molested. no she didn't the child in question told the same story over and over that no one had touched her it was a case of playing, this social worker tortured the child put words in her mouth and separated her from her father had the father arrested all for nothing. maybe she needs more classes to learn better how to know who is molested since she didn't know it was going on under her own roof. beware of wicomico county child protection services

  75. I find it very interesting thru this whole terrible ordeal that we have not seen the face of the mother or the aunt thanking the citizens of Delmarva! This is very strange. We see family members all the time when a loved one goes missing. Why did everyone else have to step up for them. Is there something wrong here, which I am sure there is that the family members let this dear child down? OR did I miss something? I would like to think I did, but frankly I am beginning to wonder. Where is the dear little 6 year old sister? I hope someone is looking out for her best interest.

On behalf of The Foxwell Family you are truly a hero .I sit here grieving so and I CAN NOT FIND THE WORDS , i am so confused . Icould of purchased the prom dress the things that will never be .   84. just looked on the sex offenders list and there are 2 sex offenders that live 300 to 400 feet away from pemberton elem. school!!! This is very disturbing to me!!
    Thanks to the person that made the kind donation to pay for sarahs funeral!! May you rest in peace salisbury's little angel.
    I only pray that tj gets a taste of what he has done to you in jail!! You rest baby girl!!!

  85. The Daily Rag keeps making this comment I copied and pasted below. There was also a comment by our chief law enforcement officer about other victims. If this toothbrush is a child's toothbrush then it makes me wonder if indeed there were definitely other victims.

    "Police searched a 2003 Dodge pickup truck Leggs reported driving Dec. 23 and found a toothbrush and lollipop; however, sources close to the investigation say police do not believe the toothbrush belongs to Foxwell."

Economy does not cause crime, the economy did not cause Leggs to go out and murder a little girl, the economy does not cause people that were not working beforehand to go out and rob people and places, these are people that have not concept of morality and respect for others. Police respond to crimes, very rarely do they deter them, because the police can't be everywhere and quite often, even the police will tell you that criminals will committ crimes in front of them.

  87. I find this story so devastating. I as well as my whole family followed this story from the beginning. We found ourselves glued to the tv everytime the news came on, and listened to every news conference. When the news that little Sarah's body was found came on the news at 6 we had all just sat down to eat our Christmas dinner(just minutes before we had sad a prayer for Sarah's safe return.) needless to say none of us could eat. I didn't personally know Sarah but for those few days we all welcomed her into our lives. I find myself asking so many unanswered questions. For instance Sarah's aunt knew this man was a sex offender, why was there a key left outside? Why were these young girls left home alone, and if they weren't why was Sarah able to be taken by this man? Something just isn't adding up to me. I think the aunt should be under serious investigation. Not only because this man had such easy access to these young girls, but out of everything that should have been going through this woman's mind she notices a toothbrush missing from her home? A toothbrush? Which happens to be the same evidence found in Thomas Leggs' truck that sounds very suspicious to me. I'm very happy to hear that the funeral and burial cost has been taken care of. There is no reason why donations need to be made to the family. Like someone else said on here it should be put toward a scholarship fund in Sarah's name. I hope Thomas Leggs' rots in jail for what he put this little innocent girl through. And as for this little angel Sarah may she rest in peace she is in a safer place now.

  88. why does the real mother of this child have a photo of Tommy Leggs on her myspace drinking together? this is an out rage.... part of the blame for Sarah being dead is the family and the poor decisions of people they hang out with and they could have looked him up online considering they all have face book and myspace photos... they def know how to use a computer..... oh yeah and lets not forgot the legaL GUARDIAN.... allowed him to freely enter the house at any time lets leave this guy a key..... this is CRAZZZYYY

  89. Sarahs obituary in the paper today left myself and alot other people puzzled.First of all,no survivor names are mentioned.Secondly and most alarmingly,the obit mentiones she is survived by SIX other siblings BUT that one sister preceded her in death


    Does anyone know if this was a natural death or an accidental one?And is anyone making sure the other kids are safe?
    I have tried to be decent and not play "blame game" because it is ultimately Leggs fault but I cant help but think they made it easier for him.If my spouse and I were to divorce you bet your behind I am not dating ANYONE until I have checked him out thoroughly.I see the situation all the time-single mom with numerous kids doesnt want to be alone so she settles for guys most women would reject and her kids end up paying the price.Sorry but I had to get this off my chest.Hearing that there are a half dozen other kids in the family and they have already lost one child made my hinky alert come on strong.I am a Mother and I am taking this very personally.
