GOVERNOR MARTIN O’MALLEY APPOINTS THERESE M. GOLDSMITH TO THE PUBLIC SERVICE COMMISSION

ANNAPOLIS, MD (September 23, 2009) – Governor Martin O’Malley today announced the appointment of Therese M. Goldsmith to serve on the Public Service Commission, which regulates public utilities and certain passenger transportation companies doing business in Maryland.. Ms. Goldsmith fills the vacancy of Allen Mark Freifeld, Esquire.

“I am proud to appoint Therese Goldsmith as a member of the Public Service Commission,” said Governor O’Malley. “Ms. Goldsmith’s extensive legal background in regulatory compliance and government investigations will help the Public Service Commission continue their progress in restoring public confidence and protecting the interests of Maryland’s families.”

Ms. Goldsmith was a partner at Hogan & Hartson, LLP where she specializes in litigation in the White Collar and Investigations Group, where she litigates government investigations, health care fraud and abuse, claims brought by the government or private whistleblowers under the Federal False Claims Act, and issues arising under the HIPAA and state privacy laws. She has served as Partner since January 2007, and prior to that served as an associate for the same division since 2001. Prior to joining Hogan & Hartson, Ms. Goldsmith worked as an associate at Venable, Baetjer and Howard, LLP and specialized in federal and state regulatory compliance, fraud and abuse investigations, provider reimbursement appeals, rate review matters, medical staff peer review proceedings, licensure board disciplinary actions, patient care issues and corporate transactions.

Prior to obtaining her law degree, Ms. Goldsmith served as a speech-language pathologist. From 1981 to 1984, she was a Speech-Language Pathologist at the Crozer-Chester Medical Center in Upland Pennsylvania. From 1984 to 1985, she served as a Speech-Language Pathologist, a Neurology Team Leader, and a Neurology Program Coordinator at the Bryn Mawr Rehabilitation Hospital. Ms. Goldsmith also served in various roles at the National Rehabilitation Hospital in Washington, DC. From 1986 to 1988, she served as a Clinical Supervisor for the Speech-Language Pathology Service, from 1988 to 1995, she served as the Assistant Director of the Speech Language Pathology Service and from 1995 to 19998, she served as the Director of the Speech Language Pathology Service.

She received her Bachelor of Science, with a dual major in Speech Pathology and Audiology and Psychology, in 1979, and received her Master of Science in Speech-Language Pathology in 1981. Ms. Goldsmith received her Juris Doctor in 1998 from the University of Maryland School of Law and graduated Order of the Coif. She was admitted to the Maryland Bar that same year. She was also admitted in the United States District Court for the District of Maryland in 1999, the United States Court of Appeals for the Eighth Circuit in 2006, and the United States District Court for the District of Columbia. She is a resident of Catonsville, Maryland.
