    She is wanted on an outstanding Arrest Warrant for the charges of
    Theft and Conspiracy

    Outstanding warrant, meaning she had been arrested and was probably out on bail. Therefore this photo was taken at her time of the arrest prior to being bailed out.

    FPD didn't beat her don't even try it.
