Mayor challenges Ireton on city crime statistics

SALISBURY -- No apology is forthcoming after Mayor Barrie Parsons Tilghman requested mayoral candidate Jim Ireton back up campaign statements she characterized as false or apologize to city employees.
Tilghman said Thursday Ireton's statements regarding crime and code enforcement were demoralizing, taking away from the pride city employees feel for their jobs.
The mayor and Salisbury Police Chief Allan Webster have made several attempts to reach Ireton for one-on-one conversations, but were ignored. Webster sent an e-mail to Ireton on March 18 citing the differences in their crime data, but said he received no response.
Tilghman said because of Ireton's refusals to sit down and talk, she was forced to bring the dispute to the public arena.
"Jim Ireton leaves me no choice," she said. "As mayor, if he knows something I don't, I need to know. If there are facts out there to back this up, give them to me."
In response, Ireton said, "How can you apologize for something that is true."
The former city councilman said statistics on the Federal Bureau of Investigations uniform crime report Web site speak for themselves.
Ireton and Webster draw their conclusions from the same source, but interpret the data differently. Ireton cites the per capita statistics and statewide rankings, while Webster measures Salisbury's raw data from year to year -- and both may be right. Serious crime may be down from 2006 to 2007 as Webster and Tilghman said, but overall crime may be on the rise as Ireton says. It all depends on how the data is viewed, and who's viewing it.
Tilghman also cited Ireton's critique of Neighborhood Services and Code Compliance, a city department which Tilghman said has drastically improved the quality of life in Salisbury over the years. But Ireton has said the department is not strict enough and allows blight to continue to bring crime and gangs into neighborhoods. Tilghman wants proof.
Tilghman invited Ireton to come on the radio with her, on WICO-AM 1320, to provide taxpayers with evidence. Ireton likened the experience to a mouse crawling into a den of lions, and has yet to accept the invitation.
"Why isn't anyone asking her why she's running Gary Comegys' campaign for him?" Ireton said.
But Tilghman described her news conference Thursday as part of her mayoral duty, to stand up for the city and its employees, though she did not deny her support for Ireton's opponent, Salisbury City Council Vice President Gary Comegys.

Webster calls out Ireton on crime
FBI report: Salisbury's serious crime down 8 percent, but candidates' takes are different

SALISBURY -- Mayoral candidate Jim Ireton and Salisbury Police Chief Allan Webster are drawing crime statistics from the same databank, yet one says crime is on the rise, while the other says it's headed down.
Webster said the 2007 Federal Bureau of Investigations Uniform Crime Report -- which Ireton has said is his source as well for crime data -- shows serious crime down by 8 percent since the year prior. Ireton's response: "It is wholly inappropriate for Chief (Alan) Webster to be engaged in the political process."
Ireton's campaign literature also includes a push for the reopening of neighborhood substations -- small police posts scattered throughout the city in which officers are stationed -- saying they provide a form of community policing that would offer a first line of defense in the city's neighborhoods. But Webster says since their closure, statistics show declines in crime in most every neighborhood.
"I would hope anyone campaigning understands their first job is to give the public true facts, and I would hope that is being done," Webster said.
In response, Ireton did not directly address the police chief's concern, saying he was appalled by Webster's interjection into campaign rhetoric.
"In my administration, I won't use department heads for political purposes," he said.
Webster said since Ireton's campaign, the mayoral hopeful has maintained a position that crime is on the rise in Salisbury. Webster said he felt it necessary to defend the work of his agency, this week releasing crime data from the FBI's Uniform Crime Report and e-mailing those figures to Ireton for a response. Webster said Ireton responded only by saying that he looked forward to working with him when he becomes mayor.
The chief says he pressed the issue, replying to Ireton by asking him if he truly thinks crime has increased.
"He didn't respond," Webster said.
"Salisbury is a good community, and I hate to see people tear Salisbury down or say bad things about this city," he said. "We are bringing crime down, and I'm not going to just sit here and not say anything. The stats are the stats. I don't make up the stats. Crime is down and that is a direct reflection of this community and its police department."
Ireton's opponent, City Council Vice President Gary Comegys, joined Webster's praise for the Salisbury Police Department and said crime is down to the level he saw it in 2001 and 2002 thanks to more experienced officers and the discontinuation of a revolving-door trend in the department.
"Our crime rate is still not where I'd like to see it, but I think we've made improvements over the past few years," he said. "For Mr. Ireton to say that crime hasn't been affected by those efforts is false."
Ireton did not provide a response, but said in a forum Thursday hosted by the Salisbury Chamber of Commerce that he will present a "Make Salisbury the Safest City in the State" plan next week.
Comegys detailed his ideas to continue tackling crime in a news conference Tuesday as part of his "One Salisbury" initiative, calling for a regional approach to fighting crime and the institution of a revamped neighborhood watch program.

we want results. We know that Ireton was handed a bunch of crap
with the crime etc. , but now is the time to react!!! DO SOMETHING!
Please explain your point here. Jim is doing the best he can. He is limited by the law and the council members the public has given him to work with. If Shanie would have lost, Webster would be out of there by now. The political reality is that a majority of the current council will not support firing him, no matter what the charges and evidence are against him. We need to keep the pressure on Webster and those who support his mismanagement, and work to have Comegys and Louweasal's FOB replacement defeated, and Terry re-elected. A 66% success rate in that endeavor will give Jim the power to fire the police chief if he deems it necessary. It also gives the Chief about a year to straighten out his act and get this city's crime under control.

ReplyDeleteI am amazed that you printed these articles from Daily Times or even that you knew about them since you think so poorly of the paper. Anyway what does this posting come under - Be careful what you wish for because what you get might be worse than what you had. I knew your honeymoon with Ireton would not last, as it never takes you long to go from "high praises" of a person to trashing them for not doing things YOUR way.

This individual,serving at the pleasure of the mayor, would be expected to examine the pros and cons of all emergency service agencies within the City.
Once such and assesment was accomplished the PSD would provide the Mayor with a comprehensive report outlining what needs to be accomplished and in what priority.
This individual would provide the Mayor something he currently lacks, someone he can trust to provide options worthy of fixing the problems.
How about it Mayor you were hired to make the tough decisions. If you continue to permit the SPD to fall apart under Websters lack of leadership you will be empeached

Well I will give you the benefit of the doubt since the problem escalated during Dinglebarries 12 years of denial however you were elected to make a change and so far you have failed to do so. If you would have done what you promised then we would see some positive change. You are a typical politician that will say and do anything to get elected. What are you going to do now? If you were a man you would bite the bullet and fire Alan Webster now. Fire him now and deal with the 3 stooges later. If you fired Alan Webster now you would more than likely get public support, enough to persuade the council majority. Mayor Ireton now is the time to react, do it now while this violent crime is fresh on everyone's mind.
Look at 2;45 PM and 3:19 PM, looks like Jim Ireton sent out his poodles for damage control. Next time try some pit bulls.

We elected you by a hefty margin. Help is on the way, remember? When you go back to school we will be left with Pick, Webster, Chambers, Oland running the city for half of the business day. If you think they care about what you want to do or your election promises think again.

ReplyDeleteHe is not doing the best he can. the election is over. Shields won. Now it's time to deliver on Campaign promises. Is Salisbury safer? No! Last night is testimony to that. Help is on the way. Take our city back, please, Mayor! It may be unpleasant, but their are people who can't or won't do their jobs. Replace them now. We need new leadership in our departments who work for the city and the citizens, not special interests. What will we be left with when you go back to school for half a day?
ReplyDeleteSure, you can manage the city while keeping a part-time school schedule and do both well, but only if you have cleansed the city of employees who don't work for you and the voters. What do you tink they will do while you're at school...while the cats away!
Name me one place in the United States where the crime rate dropped substantially within four months of a mayor's taking office.
ReplyDeleteSorry, but crimes here are driven by more things than can be addressed in that period of time; and institution of programs take even more time, as do results. Take education. Improving that will have a positive effect on crime reduction, but even if it takes hold in this generation and the next, we still have those who have a good fifty years of stupid to live and we to be affected by it.
If we had a crystal ball, we could know when and where that West Side lowlife was going to shoot his lowlife cousin and pistolwhip his lowlife loudmouthed girlfriend, but we don't. We could know where all the drug deals were going down, but we don't. And so it goes... We're pretty much hosed any way you look at it. Law enforcement by the SPD is mainly reactionary. A few stings requiring proactive policing, sure, but they're easy ones: prostitutes (out in eight hours), drug buys (out in four hours), etc. Live with it, Salisbury. Unless someone comes up with not a good plan, but an amazing plan, we're going to have what we have for some time to come. The comment about a public saftety director was an excellent suggestion. Even though it's one more bureaucratic level, it would put the concept all in one sock, and with a qualified person, it could get us not on the fast track, but off the siding.
I don't live in city limits- just outside of them, but I do have awareness of what's going on in this city. The first poster here said that Mayor Ireton has a great personality. Salisbury doesn't need a "personality", it needs a mayor. I'm tired of hearing people come on here and say his hands are tied, he can't fire Webster, etc. Based on these articles it seems as though he hasn't had much of a dialogue with Webster. I
ReplyDeletef he can't fire Webster, that doesn't mean we wait until the next election cycle- how about a vision- some sort of plan to address any issues with SPD and to come up with a plan of how to deal with these recent events in the city. Quit saying "woe is me"- do something- anything.
And where is his idea for making Salisbury safer- was it ever unveiled? I don't think Comegys would have been a great choice as mayor, but it at least sounds like he had an idea of how to pull the city together- and that's at least a start.
Why doesn't Ireton meet with neighborhoods to determine what their needs are- hear it directly from the people. Go door to door if necessary- reach out to the faith ministries- get the neighborhoods united for a common cause. I daresay that a lot of people living in these troubled neighborhoods would speak up and would band together- if they thought that the mayor was going to follow through.
I also think that there needs to be a joint effort with the county- there are crimes that are happening in the county- just outside of city limits.
3:19 Ireton is a wimp. When are you going to realize this? He is too scared of chiefy to do anything about it. What a wasted vote he was.

I agree with this comment and I was considering saying the same thing. This is something that is long overdue and the Mayor should consider it. The City of Salisbury Department of Public Safety (DPS) is what the city needs to make the departments more accountable to the citizens. A public safety director could be responsible for Police, Fire, EMS, Building, Houzing and Zoning, Code Compliance and Animal Control. The DPS be beneficial by putting more personnel on the street by eliminating the said department heads and supervisors. The police chief and other "department heads" would answer to the Public Safety Director. The Director would answer directly to the mayor instead of numerous department heads.
If they opened their eyes they might find a strong candidate under their noses. This would eliminate the "nationwide search" thus finding quality people locally. Mr. Ireton I strongly encourage you to explore this option.
The mayor is all smiles and hand shakes. Webster is just a dumb A**!
