"Officer Oscar Arce has been removed from the WCDC gang unit. This was the brain child of William Hardin (review previous posts regarding Mr. Hardin). Officer Arce was supportive in Mr. Hardin's recent legal battles. Seems retalition from Col. Kimble and Director Devenyns is the order of the day.
Officer Arce found, wrote and recieved grant money that has been put to good use at WCDC. This money was used to provide new equipment and computers for WCDC as a whole under the guise of gang intervention.
Officer Arce has been transfered to the 3 to 11 shift. Officer Arce has cleaned out his office. Lookout Officer Turner for you are the only one left in the office.
I know these details are few because no reply to my many phone calls have been forthcoming. I realize that officers can be moved at will under the premise of best utilized for security and to prevent overtime. It does seem very suspious at the person moved and the timing.
I am sure other agencies will take note of this and be more than willing to take advantage of Officer Arce's training and talents.

Oscar is a good man and knows more about what goes on in WCDC than any of the administration. The intell unit provided a great deal of gang information to law enforcement. Unfortunately, some are threatended by intelligence in more ways than one.

ReplyDelete1:09 phullleeeeeseee. Ricky fire somone? who? when? I don't think the man would/could fire James Earl Ray or Sirhan Sirhan. I like Rick as a person - always have but he needs to grow a set and fire people. Remember the landfill? remember the tv press conference where he said many others were soon going to be fired? yeah, righttttttt. You can NOT get fired in Wicomico County. Period.
ReplyDeleteKimble is at it again, just like he did at ECI. Ifhe didn't like you or whatyou did he would try and ruin you by setting you up. Kimble also did't like any program that was not totally pro inmate and would sabatoge it or shut it down. Just shows you once a crooked Officer / staff member / Administrator always a crooked one.
ReplyDeleteOscar was appointed to this administrative position by ddd, it was a promotion and raise not a lateral move. kimble screwed up there was no disciplinary action taken on Oscar to justify being sent back to the trenches that he worked hard to get out of, just kimbles personal vendetta for hardin and oscar staying intouch. sad day but we welcome you back oscar
ReplyDeletewell maybe they should look at all aspects of the wcdc. After the riot a few wks ago Kimble has locked down cell block C not the fed pod the one next to it those guys are in lock down for 30 days because kimble states someone from this pod gave a mop to the federal inmate. Maybe they should consider not housing federal inmates someones got to take the wrap for what happened maybe kimble should take the blame and let the inmates get the hour a day out of their cell instead of 15 mins every other day and now they arent allowed to shower but every other day. This doesnt promote a sanitary environment. As well as the inmates that should be in lock down should be the ones that did actually hit and hurt the Correctional Officers. I don't know somethings just not right. I think WCDC is borderline on the legal rights of inmates. Kimble obviously has some control issues.
ReplyDeleteAnd yet, nothing will be done about this, at least for now. Maybe Arce was asking too many questions, like....how does Kimble get a full-time paycheck when he is NEVER there. Hold on Oscar, the county can only stonewall Hardin's lawsuit for so long.

ReplyDeleteOfficer arce was a trainer at the academy when my class went through there. He was a good instructor and a good man. I hate when politics cause havoc in someones job and life. Think of the strain of having this go on plus being moved to a new work schedule

ReplyDeleteSpeaking as a law enforcement officer, I relied heavily on intel received from officers Arce and Turner. I shared intel with them regularly. Through this mutal exchange of information many crimes were solved and prevented. All this ended when Col. Kimball became their supervisor. Kimball does not think his people should share information with others not under his control. No agency operates within a bubble.

Finally, Arce left WCDC, he was hired by Worcester County. A lot of his former fellow Officers are sad to see him going, but they understand, the economic future is better for him in Worcester County.
ReplyDeleteBesides, we have to remember, He outfough Kimble, Roberts and Devilnys, and stood by his friend Harden during his troubles.
Arce is a capable, brilliant man with an impressive resume that past his many "Quirks" is a great and loyal friend. A fierce fighter I always wanted him with me in any "Suit ups" or brawls.
It is a shame that some people never got past their bigotry and racism, and never gave Arce the credit he desserved,but the ones who know him personally appreciate him and love him.
