That Slumlord Cash Just Keeps Coming for Comegys, Boda, and Shields


While the legal, over-the-table cash from Salisbury's major and minor slumlords continues to be heaped upon the head of the Barrie Comegys ticket – Gary Comegys, it's the illegal, under-the-table money that I find most interesting. Billing themselves as “a group of concerned rental owners”, a group of anonymous slumlords has spent thousands of dollars on a mailing to benefit the candidacies of their chosen ticket – Gary Comegys, Muir Boda, and Shanie Shields.

Little more than baseless lies, this mailing appeals to fear:

If you don't vote for Comegys, Boda, and Shields we're going to raise your rent!

What’s sad, is that this appeal defies all reason. Gary Comegys and Shanie Shields voted for a double-digit property tax increase less than two years ago. This seems fine with Salisbury’s slumlords. No, they are concerned about an increase in the landlord registration fee?
Why? The reason is a simple one. Slumlords are frightened that they may actually have to obey the law if Comegys, Boda, and Shields lose. This could actually cost them far more than the property tax increases sure to come under a Comegys administration with a rubber stamp council composed of Muir Boda, Shanie Shields and Louise Smith.
So what if a few folks die because rentals don’t meet the fire code? There will always be more people to pack into rentals. Who cares if slumlords take single family residences and illegally convert them into de facto boarding houses? The demise of our city’s older neighborhoods just means that slumlords get their properties at a cheaper price.
C’mon, they wouldn’t just make this stuff up. Would they?
Let’s see. Jim Ireton has stated emphatically that he isn’t interested in raising landlord licensing fees. Cynthia Polk hasn’t spoken out on the issue. Contrary to the claims put forth by these “concerned rental owners”, Debbie Campbell has never advocated a “per bedroom tax”. All three have stated that they weren’t interested in revisiting the “4-2” fiasco.
What are these claims based on? Two things. First, the authors are scurrilous liars who care no more for the truth than the price of bread. Second, back in 2006 Mrs. Campbell distributed a letter to the other council members which stated that taxpayers should not subsidize developers or landlords.
Imagine that! Debbie Campbell spoke out AGAINT TAXPAYER MONEY SUBSIDIZING DEVELOPERS AND SLUMLORDS. She opposed it prior to her election to council, she has consistently done so while on council, and I’m willing to bet that she’ll be speaking out against these subsidies AFTER she leaves council.
You know, that’s just what we don’t need – elected officials who are consistent in their approach to public policy and don’t hesitate to make a decision or take a stand. We need people like Muir Boda, who talks about the need for civility while comparing his opponent to Saddam Hussein. We need people like Shanie Shields who “ain’t never seen no wasteful government spending.” We need people like Gary Comegys who vote to raise water and sewer rates and then reverses himself when the public finds out (thanks to Debbie Campbell) that Comegys’ justification for the increase was based on a total lie (or was it gross incompetence?).
Gee, maybe those “concerned rental owners” are right.

  2. I just recieved in the mail yesterday a new flyer from bubba comagees telling how great he is and then attacking Jim Ireton. This shows a desperate attempt at dirty politics to win an election.

  3. This one issue group of landlords have displayed their GREED & SHORTSIGHTEDNESS for all to witness.

    THe city is burdenend by major problems from Appauling high Crime, Unemployement, Sewage and environmental problems, Loss of businesses, loss of revenue and on and on... but the only thing that counts is their self interest, nothing else.

  5. What stood out to me in this list of campaign contributions was the one from the candidate himself stating $500 for repayment of a loan.

    It it ethical to be borrowing money from campaign funds?

    I wonder if he borrowed other monies that are still unpaid.

    Seems to me that he owes much more than that to many. the SHA for example. He owes them uncounted hours of time he used for personal reasons that were never documented on his time sheets. How many times were people looking for him at on his assigns job site and no one was able to find him.

    I don't really know all of the details, but we all know that he filed bankruptcy. One who files is at risk of doing it again. What I mean by this is borrowing money that they cannot afford to pay back.

    What do you think? Does anyone think I am totally off the mark with these statements?

  10. Bota didn't have many signs up until the slumlords invited him to put his signs beside Gary's in front of rental houses. I know renters that are furious. The slumlords are desparate.

    It's all going to backfire as everything else they've tried has. I mean even renters are crying enough is enough. Fool me once, shame on you, fool me twice, shame on me.

    Bota is another Louweasal and that's all there is to it.

Its intimidation,plain & simple. they want tenants to believe that if they are forced to actually bring their rentals up to code and keep them there it will take buttloads of money and their rents will go up.The rents will go up because of GREED,not Jim Ireton or any attempt to regulate the rental stock

  12. I know that some, if not all, of you so-called "concerned rental owners" who had a part in the mailing of the propaganda piece to your renters will read the comments on this blog. Therefore, this seems to be a good place to address you directly – particularly in view of what the Daily Times doesn’t have the guts to publish.

    You and your tactics are nothing less than vile, self-serving, and destructive to the city of Salisbury. You did not produce and distribute your mailing out of ANY sense of true concern for your tenants. You did it for two reasons and ONLY two reasons:(1) as the 12:32 pm commenter above said, to intimidate your tenants into believing that the cost to bring your (roach infested, sub-par) rentals up to code and maintain them at such a level will be super costly and, therefore, cause you to raise rents.

    Come on, Salisbury slumlords, give us a credit for just a bit more intelligence than that. Your "concern" does not extend beyond your own pockets and the proverbial "bottom line." And yes, we understand that as businesspersons this has to be a primary concern. Nevertheless, have you no sense of (or caring about) what is decent beyond a certain point? Have you no respect for the truth? Have you NO civic pride or concern that extends beyond the folds of your wallets or the lines of your financial statements?

    Your second reason for flooding the mail system with this pack of lies is to further your witch hunt against Deborah Campbell. It is a sad and pathetically desperate attempt to use scare tactics to accomplish what you KNOW you could never accomplish otherwise - and that is to cast Mrs. Campbell into the role of a "menacing meanie" who is out to "get" renters and cost them in the end. You know that, if you can succeed in creating such a fearful and false picture in your tenants' minds, it will increase the chances of them voting against her.

    Well, "concerned rental owners", anyone who has followed Salisbury politics for any length of time or taken even 15 minutes to research Mrs. Campbell's history, isn't going to fall for this load of propagandist manure you've spread. Mrs. Campbell's family history in this city goes back some SEVEN generations, and her record of service to this city – even long before she ever held public office – is long and lustrous. I can assure you she is not in this election with the thought of what is best for her wallet. She is and always has been about what’s best for the city of Salisbury – not any one or two or ten special interest groups, but the CITY. That will continue to be her chief concern the rest of her life. I know this because I’ve taken the time to do my homework on her and her record. I’ve done that homework for the past two years and can tell you that the city’s welfare is what Mrs. Campbell is all about. So you “concerned rental owners”, just continue merrily down the path you’re on with your pathetic lies about her. No doubt you will successfully scare and deceive some. But your lies will not live forever and you will not ultimately succeed.

    In closing my comments, I will leave you with an admonishment that comes not from me, but from history. Speaking in March 1965 at the conclusion of an extraordinarily courageous march from Selma to Montgomery, AL, Dr. M.L. King said this about truth: “How long will justice be crucified and truth bear it? However difficult the moment, however frustrating the hour, it will NOT be long because the truth crushed to earth will rise again. How long? NOT long because no LIE can live forever. How long? NOT long because you shall reap what you sow. How long? NOT long because the arc of the moral universe is long, but it bends towards justice.”

    You “concerned rental owners” would do well to hear and fear those words from Dr.King. Sooner or later – and probably sooner – the truth will out, no matter how many lies you spread by mail or other means. Sooner than you think, there will be a backlash against you which will deliver you right where you belong . . .into the trash bin of this city’s history.

    Come on, fellow citizens: Let’s strike a blow against the slumlords and their lies on Tuesday.

  16. What's missing here is the fact that Jim Ireton wants to use the Code Enforcement Laws to fight CRIME, not cost landlords money. His fight is against crime and gangs that are destroying these neighborhoods. If a code enforcement official can inspect an apartment and see evidence of crime, the house could be busted for what it is, and rental neighbors need to understand that this is a good thing for their neighborhood. It will remove the trash, give them acceptable living conditions that should be there anyway, and help them avoid the expense of moving in order to get away from away from the dregs they are now living with.
    At least that is what I take from his speeches.

  17. No Doug, I am not naive enough to think that. People can take a stand in a non violent way. People calling the governors office took a stand. People speaking out at the council meetings are taking a stand. People soliciting signatures for the tax increase referendum took a stand. Joining those folks on Monday is taking a stand.
    None of these things are violent.

  18. I would bet a dime to a dollar that it does nothing. Its Noble, Ill give ya that. Its to big, Its to rich and most people dont see it. If you want to change anything that doesnt put you in a point of retaliation from the feds, well your going to need a majority in both houses with common sense and a back bone. This conversation always comes back to where it started, I hope your right.

  20. I thought donors were limited to $250 in donations or in-kind contributions. How does the printing and distribution of this letter, using paid staff (I seriously doubt Donnie Williams et.al. delivered this to his renters personally), not violate state election law?

    We have cold hard printed proof of a violation of election laws, and yet nothing is printed in The Daily Times. Because they're too busy being worried about bloggers...

    During his interview with Phil Tilghman on PAC-14 Boda was arguing for the Phil Tilghman / Pretl / Seiler / Comegys / Barrie Tilghman plan to hand over city and county monies to PAC-14 without any accountability to the taxpayers. In the course of this explanation he stated that those who opposed this plan (people like Campbell, Stevie Prettyman and myself, but he did not name names) were for government control of what viewers see. His comment was, "This isn't Saddam Hussein TV".

    I never mentioned Dunn in this piece. The connection between Boda and the worst of the city's slumlords is obvious. Why would they be spending thousands, perhaps tens of thousands of dollars, supporting the candidacies of Gary Comegys, Muir Boda, and Shanie Shields if they didn't believe that these candidates would protect their special interests?

Thank the Lord that Tuesday is only a couple of days away, and we can get rid of the trouble makers that claim they are in the race for the city, when in fact they are in there lying their way to oblivion. Good ridence to all of them, BPT, Chiefy, Wilber, Shields and Boda. One bright spot is that baseball starts again here in a couple of weeks.

  25. Might be a great time to apply for a city job, after cleaning house I bet there will be more jobs for people with true integrity.

    We also need new board and committee appointments.

    Dismiss police and fire chief. Check! Fire Wibur, Pick and Chambers. Check! Fire Oland and Caldwell. Check!

    Independently audit each and every city department, evaluate, and allow evaluations dictate who keeps their jobs. It's called accountability.

It doesn't take a genious to figure out that the slumlords want 'Bubba and the gang'. look at the East Coast R&R website (Thomas Maloney) you will find 'Bubba and the gang signs' in the front yard if you drive by these houses. Just ride to the North end of Camden Ave. and notice the campaign signs change to 'Bubba and the gang'.
