High School ROTC Instructor Arrested For Sexual Assault Against Student



Seaford – The Delaware State Police have arrested a 49-year-old Lincoln man for several charges stemming from an inappropriate relationship he maintained with a 16-year-old Seaford girl. The man, Timothy J. McDorman, was employed as an ROTC instructor at Seaford High School and the victim was a student of his.

The investigation began yesterday when the teen victim’s mother notified authorities of an alarming text message she located on her daughter’s cellular telephone that morning. The message clearly indicated the sender was involved in sexual activity with her daughter. The mother was able to determine that the sender was Mr. McDorman.

School officials and police were immediately notified and an ensuing investigation revealed that McDorman did in fact send the sexually explicit text message to the victim. Additionally, investigators learned the two were involved in a relationship since October ’08 that involved the victim sending several nude photographs of her to McDorman’s cellular telephone. The relationship continued and in March of this year, the pair had engaged in sexual intercourse.

At the conclusion of the investigation, detectives have identified 15 sexually explicit photographs that were received by McDorman depicting the victim unclothed. McDorman was arrested and charged with 15 counts of using a Computer to Unlawfully Depict a Child Engaging in a Prohibited Sexual Act (F), 1 count of Rape Fourth Degree (F), and 15 counts of Possession of Child Pornography (F). He was released after posting a $100,000 secured bail.

  1. Not only can this person be tried by civilian courts, as a member of the military, which all ROTC and JROTC instructors are, he can be tried by a military court, too, under UCMJ Articles 120 and 134.

  4. not trying to start a war here but if she is sending nude pictures via cell phone shouldn't she be charged with child pornography like the girls in PA were recently? How much of a victim is she really?

  6. If a child under age is not legally able to grant consent to sexual contact with a adult, why should the child, who was being manipulated and sexually abused by an adult, be charged with child porn? Where's the logic here?!?!?

    Well, if she did decide it was a good idea to send the pictures to her teacher, have a relationship with him, and then pursue it, why not charge her? She's old enough to have sex, she needs to be held accountable. Not much of a "victim".
    As for the ROTC guy, how about he is one sick man.
