Mayor Of Salisbury Intimidates Citizen At Their Residence


Remember this article the other day? You know, the letter George Chevallier sent off to the State about the Mayor's scam. "George Chevallier Slams Mayor Tilghman On Bail Out Money For The Bricks Scam."

Well guess what Folks. The Mayor got so ticked off, she not only drafted the letter below, she went and HAND DELIVERED IT to George Chevallier at his personal residence. Now why would any one in their RIGHT MIND do something so stupid? Because she's Barrie Tilghman, the Queen of Eastern Shore Idiots! Barrie Tilghman delivered this message because she wanted to intimidate George, an elderly man. She wanted to do what we call back in the Bronx, piss on his fire hydrant and let him know she can trespass on his property uninvited and deliver this message with only that Look Barrie Tilghman can do that sends shivers even down Hollywood's spine.

Her DEMANDS are so STUPID, who the heck does this woman think she is! Barrie, shove that message where the sun don't shine woman because I'll back George up as well as thousands of people on this Blog with enough finances to counter sue you for a multitude of actions.

Any normal human being would first seek Council before sending such a message and then they'd send it via USPS and NOT hand deliver it in order to intimidate yet ANOTHER Taxpayer. Your game is over woman and I will see you first on January 21st in Court and we're going to bring this fine example of who you are soas the Judge can see your style and just how far you have gone with me and many others in the attempt to shut us up. Pack all your crap up from your Office woman and don't let that door hit you in the tail too hard on the way out because the majority of the City Taxpayers have had enough of your crap! This Blog exposed you for who you really are Barrie Tilghman and the Red Cross Luncheon told you what the majority of Citizens think of you.

Dear Barrie,

While I sincerely resent you coming to my house to hand deliver a letter that could have just as easily been delivered by the USPS, I will respond to the allegations in your letter.

Since you are spearheading the attempt to get grant money for the building known as the “Bricks”, I used your name as the perpetrator of what I called a “scam”. What else would you call it when someone is trying to obtain money for something that has no chance whatsoever of returning that money to the city. The money proposed for this project could be used to build affordable housing for the same amount of people for a lot less money. Someone is trying to pull the wool over the eyes of the citizens of Salisbury.

My statement about you owning quite a bit of rental properties in this neighborhood was the result of what was passed on to me as a result of comments made about why you and Louise Smith spend so much effort in that neighborhood “cleaning it up”. You may or may not own residential housing in the neighborhood, but we never see you in any other neighborhood on such a scale as the East Side. And your husband’s property on Benny St. is on the East Side.

As far as sending the letter under the umbrella of the Wicomico Historical Society, I did no such thing. I identified myself as president of the Society to lend credence to the historical facts to which I referred.

I will in no way apologize for trying to make Salisbury a better place in which to live. Or will I apologize for expressing my opinion that you are trying to spend a million dollars of taxpayer money on a project such as this. I don’t think all the facts are out on this “project”. Who is going to own the building? Who is going to pay the taxes? Who gets the rent money from this building? These are questions that the people of Salisbury want and deserve to know. Are you willing to send me the answers to these questions?

I certainly didn’t intend to malign you by hearsay evidence. In the future I will stick to my knowledge of the city and its history. To say that I have less than a passionate love of Salisbury would be an understatement. I have so often seen outsiders come in to the city, make their money and then leave. Oftentimes at the expense of the taxpayers who still live here.

I anticipate an immediate answer to the above questions.

I can assure you, the Mayor is reading this response letter before the Postal Service delivers Geroge's letter. You have picked on the Dirty Dozen, (now thousands) long enough and we don't have to put up with your crap any more. Mayor "Bully" Tilghman has been spanked publicly in the COURT OF PUBLIC OPINION and you need to go home, close the doors and blinds and sit back and think about your reign of terror on everyone who ever disagreed with you.

For those of you heading to the polls in the near future, Gary Comegys has been a major supporter of this woman for many, many years! Now you know what you'll be voting for if ANY of you cast a vote for Gary Comegys. It's time to take back this City Ladies & Gentlemen and make a statement. Vote for ANYONE besides Gary Comegys and you'll be better off.

George, I'm sorry this happened to you and my hat is tipped to you Sir for standing your ground and telling this woman basically where she can shove it. We're behind you 100%. I'm sure my Attorney would be happy to represent you if the Mayor tries to come after you.

  3. I've heard the same thing, that all the work in the Church Street area is because she or her family hold investments there. Common talk around town. If she has another reason for supporting this section of the City more than other sections, I would love to hear it. And the Bricks, why the bricks, when everyone wanted the brewery!

I can see why the Mayor hates you so much Joe but we can't thank you enough for providing these things and letting us know who she really is and what she's capable of.     Great question! Mayor Tilghman likes to hide behind her Husbands name on most of their properties. She claims, my name isn't on it. She's trying to pull that crap in our lawsuit. What she tends to forget is that Maryland is a 50/50 State. If they divorce, she gets 50%, period. Pretty convenient, eh? How many of those properties are LLC's? You know they LOVE those LLC's!

  20. Dear Queen of Scam, the name barrie tilghman is in fact...the very definition of "scam", dont beleive me?, google it! One dosnt need physical proof any more....the simple fact that your involved, like everything else you've done to our city, our council and the people in and around it...time and time again there has been proof, IF your involved it MUST be a SCAM!!!

    I would do first,by legal authority force her to answer Mr. Chevalier's questions. And do a property search and see how any and all names corrispon with Mrs. Scam, you know she's up to no good!
    I'd push for the biggest coruption chage ever known to hit mareville!
    Look at the theator blding on Main St....it's in far worse shape...why isnt she doin something with that? Because even the blding code dept is a scam under her reign! I say we hire investigators and press charges for everything we can find, when she leaves office...derilict of duty in the 1st degree!!!

His response letter is well thought out and much nicer then I would have been. You asked what we would have done. I'm really not sure. I was raised to show respect for authority but Barrie has really put a hurting on people in power and I can see why so many rebel towards authority these days.

This is far from the first time Barrie has reached out to touch personally citizens whose opinions differ from her own She is well-known for her intimidation tactics--that's how she does business and how she lives. Almost immediately, she views adverse comments as a 'threat' and swings into frantic action.

    Barrie, Barrie, you so need rest--you appear to be spinning out of control again. You and Matt need to take some time off and take a long trip--maybe you'll see a town you like and you could move there. If you would leave Salisbury, we would keep quiet and not let them know the havoc you will cause. Just go.

She'll have public works over there working on his water lines so he won't have use of water or sewer for a few days. She'll have SPD over there writing tickets because he parked more than 6 inches from the curb or there is dirt on his car. That woman will retaliate in more ways than one.

  42. If Barrie had a rebuttal to put forth, she should have sent it to Cindy Stone with a copy to George. She could have listed the salient points of George's letter and offered counter arguments to each. That's how someone with intelligence, decorum and a respect for the rights of others would have handled it. Barrie is a small person in a big job. Her petulance and vindictiveness are becoming increasingly pathetic.

  44. ok, I dislike the mayor just as much as the next guy. I also think that the project is a poor allocation of tax payer funds. I further disagree with her rebuttal to Mr. Chevallier; however, some information has not been fully disclosed to the public, more specifically this Blog, regarding this project. About 50% of the funds for the project are coming from the State the remainder is, indeed, local funds (the sum is to the tune of approximately $2.2m). Here's the catch that has not been noted here as of yet (or at least from what I have read on here) the State actually came down and selected the site to which to allocate the funds. Now here lies the true controversy, Did the mayor have any influence on the State's decision to target "The Bricks" for the funding? Now we automatically throw blame on the Barrie and perhaps it is due, but in reality it was the State's decision regardless of Barrie's personal gain. Now, that being said, somebody (Joe, you probably know the avenues) needs to contact the State Department of Housing and Community Development and inquire as to why that particular site was chosen. Regardless, the project still needs to be approved by the Council and we need to give them all the reasons why these funds would/will be better suited and more productive on another project. And like I said, I am by no means a fan of Barrie or her cronies, but unless she had an influence on the State's decision, which she may have, she really isn't the one to blame here. Further more, we really should discuss what areas/projects truely deserve to receive these funds.

  45. Let's hope that Mr. Stevenson and Mr. Holland, as well as their associates involved with city gov't know better than to act against this man, or anyone else who is in disfavor with Barrie. Maybe in the past this sort of activity was possible, but now that THE LIGHT OF DAY is shining, there will be no more retaliations under cover of "city business".
    SBYNEWS would expose it, and the bad would far outweigh the good, as far as benefit to her.

  46. Anon 12:33 if what you are saying is true why didn't the state tell the county where to spend their half of this grant? The county is undecided as to where to use their end of the funds. Personally, I think you are full of it.

    Barrie and her FOB's stand to gain financially from this misuse of funds, that is the bottom line. The truth will come out, it always does.

  51. 11:32 and 12:22 are right, piss off the Mayor (or embarrass her)and suddenly you have a home inspection or a ticket for parking, failure to remove your trash can in a timely way, lawn cutting, etc. I've personally been a victim of this, and whenever someone I know is upset, I remind them that in spite of what is said, the end result appears to be retaliation to shut you up or to shut you down! Unfortunately, it is effective.

    For one, we are talking about the City, not the County.

    Two, when the state is handing out money the State generally has some kind of say in what it gets spent on. In addition the DHCD is extremely active on where and how money is spent.

    Let's not get this confused as supporting the Mayor, I still think that she and her cohorts are grimey individuals and shouldn't have the power and influence that they do.

  55. If the Daily Times reported correctly it was stated there were $2 million in grant funds to the county of which the county would give the city $1 million. This report also stated the county council was undecided where they would use the money yet the city spoke right up saying it would spend their half on the Bricks. So if there is information the city is keeping from the citizens then lets see it. Does it surprise me information is being kept from the taxpayers by the city administration? It would surprise me more if they provided information without a FOIA being submitted.

  56. I can say without hesitation that Mr Chevellier has a love of Salisbury that is unmatched by anyone. He has merely stated his opinion and the Mayor has once again shown what she is famous for.She won't worry George for a minute and he surely has more support than her. This shows what we have all heard and suspected for years. The Mare will retaliate and try to get her way no matter what.
    I think the sad part is that this structure and the Boulevard theater may soon be a memory. Why cant we find a way to preserve these structures. They are a part of the Salisbury landscape regardless of their history. I'm sure George would support the preservation of these buildings if the correct funding was procured. The thing that I admire most about George is his respect for historic value of anything, especially this area.
    Mayor, you have made an error in judgement and you have picked on the wrong guy. I hope that you will realize your mistake and find a common ground to resolution on this matter. I watched your interview on PAC 14 with Mr. Conway and you spoke of resolution by finding common ground. Well, lets see that in action.

  57. You all want to see the Bricks torn down. Ask yourself this. What will go there in its place ? A vacant lot, a 7-11 or another Crackerbox Rancher like those all over the City. You know, the kind that takes 2 days to build and only has 3 feet between the property line and the side of the house. The kind where "SPECIAL" variances are allowed for RENTALS. Where a normal family would not be permitted to build. These Crackeboxes are everywhere and have no character or appeal. Nothing like the grand homes of Newtown or Camden Ave. Who wants to look at this crap? This is why the City is like it is. No pride, no vision and no respect for its past.

  59. In follow up to 11:35 disclosing that Barrie Tilghman's name is on the Benny Street property, you should know this, Joe:

    Whether it's her name, her husband's or her kid's (etc.), the ethics law requires disclosure of involvement that benefits a person in office OR their family members. I don't know enough about the ethics law to know where the law draws the line on what it means to "benefit," but I do know that it includes the family, or even other persons with a relationship of some kinds with the elected official.

    In any event, what Barrie Tilghman did to George Chevalier was abusive, an attempt to intimidate and an interference with his Constitutional rights! If I were George, I'd get a lawyer! She was waaaaaaay out of bounds with what she did to him!

    SALISBURY -- Joining forces, Wicomico County and Salisbury want $2 million in federal money to fix up foreclosed houses and vacant apartments. A grant by the U.S. Department of Housing and Urban Development would specifically battle neighborhood blight, another ill of the foreclosure crisis. Property values often drop in areas near vacancies. The HUD money won't help homeowners avoid foreclosure, so those in trouble should contact Salisbury Neighborhood Housing Services or Maryland's Home Owners Preserving Equity for assistance. The County Council on Tuesday passed a resolution to apply for a $2 million Neighborhood Stabilization grant council members say would evenly split the money with Salisbury. Statewide, governments are battling for about $27 million in the HUD funding. City Administrator John Pick said Salisbury would use its million to redevelop "The Bricks," a property at the intersection of East Church and Isabella streets, donated to the city in 2007. The city wants to rent out eight to 10 units of affordable housing, Pick said. A privately owned company would manage the property and also must put up money to help redevelop it, he said. County Council members said they are unclear how the county will use its share of the money. Wicomico has fewer foreclosures than highly populated counties, such as Prince George's County, but SNHS executive director Cheryl Meadows said foreclosure rates are high locally and aren't slowing down. Meadows said her office dealt with 150 households facing foreclosure last year, helping a third of them save their homes. In December, her office handled another 30 cases, she said.

    What we are concerned about is spending a huge amount of money -- about $200,000 (or more) per unit for apartments in that building and at that site. The City should have made the former owner repair or demolish the building.

    Unfortunately we don't have the money -- and it is not the City's duty -- to preserve every old building that some "expert architect" likes.

  82. Maer Tilghman is the reason Habitat for Humanity never finished their Kirkwood development on the off Jersey Road before going over to build houses in the Church Street area. Tilghman is HEAVILY involved with Habitat for Humanity in Wicomico County! Even though Kirkwood is tied to a whole lot of grant money that was awarded. Hmmmm....

  84. 406, I wasn't able to look inside the building to see if the 3 floors and roof were structurally sound, but assuming they were, my estimate on the place for remodeling to City Standards to 8 unit would certainly eat $1m flat. $100k makes it a parking lot, paved. If it were to be a 3 unit, then costs would go down to MAYBE $600k, but you're still talking $200k/unit. In that neighborhood; no buyers= vacant building. I say demo adds to the neighborhood and makes "open space".

  97. This article was the talk of the town today and I couldn't wait to get home and look at it. Feeding the kids was my first priority. Now that I've finished the dishes and read the article I can see why everyone was expressing their anger towards the Mayor. I live in the county but I sure do hope people realize a vote for Gary is a vote for Tilghman. They're going to do everything they can to get the college students to vote for them and steal this election so you better work hard and get people to vote. As for mayor Tilghman, you are a disgrace to man kind. I would like her to know when she's out and about there are many people talking behind her back. They may smile and act nice face to face but as soon as she's gone people start talking about how much they dislike her. That's not a very nice way to live and I hope she finds God and welcomes him into her life. She really needs help.

My name is Iva B. from Albany N.Y. and I, along with several of my friends, have been watching your blog since you began reporting wastewater treatment facility malfuntions which have resulted in the dumping of untreated sewage into one of your local rivers. We are interested in how discharges such as those you reported affect the wildlife in your area. As the political events unfold in your area we can't help but draw the conclusion that the accidental discharge of said sewage may be the smaller of the concerns the citizens in your area need to address. You appear to have a mayor who is at least unsympathetic to the environmental concerns of your citizens and further seems to be of the opinion that she is above the limitations of the safeguards put in place by the U.S. Constitution that protect the citizens from retribution carried out against the citizens by government officials for expressing their opinions. I would encourage anyone who feels they have been targeted by this mayor to contact their local ACLU and file a written complaint. The ACLU is funded by your tax dollars and would likely provide legal council to support your right to free speech in much the same manner as your tax dollars are providing this mayor with legal council to file unsubstantiated lawsuits against you for exercising your constitutional rights. Get this mayor out of office and begin reversing the assaults which have been carried out against your people and your environment. Also, check out your state MDE website relating to spills of this nature. It would appear that all of the fecal waste due to raising chickens that actually makes it to your rivers is actually small in comparison to the accidental discharge of municiple sewage discharged into the Chesapeake Bay. Get rid of this mayor and any polititian like her if you care for your rights or your environment.

  110. Iva B what do you think about the retrofitting of six foot diameter pipes directing stormwater runoff from U.S. Highways and parking lots directly into the same river? I contacted the local MDE, Chesapeake Bay Foundation (to which I no longer contribute) Basically the attitude is so what--nothing can be done.No filtration, no reservoir to allow heavy metals and other pollutants to settle out, just highly toxic polluted runoff dumping straight into the river through pipes almost big enough to drive a car through. THAT is how this mayor operates. Mayor Tilghman lives upriver from all of this, as do her close friends like Michael Day and her pet pick for mayor and flunkie Gary Comegys.

  111. Barrie's writing cannot withstand even a moderate amount of careful examination. A few concerns include:
    1. In paragraph 1, "What information do you have that I own . . ." is a universe away from, "I don't own any." She's careful not to deny the ownership but to ask for his proof.
    2. In paragraph 2, she restates not her innocence but her call for his evidence. Serious errors are plentiful as she uses "each" (singular) and "our" (plural) instead of the correct pairing of "each" and "his." Next, "I will further say" is verbose and pompous. Finally, unless she is a past president of the Wicomico Historical Society, that dependent clause followed by "I" is wrong.
    Barrie needs to resign and to enroll in a writing class for beginners.
