Blogger Is Screwing Up
If you're wondering why your comment is taking some time to be posted it's because Blogger is screwing up. Every time someone puts up a comment it sends me an instant e-mail, all of which I have not been getting for hours now. I have to go into the administration portion of Blogger to get to them. I knew it was too quiet the last couple of hours. Anyhow, I'll check them every so often and see what's up. Sorry for the delay.

Accident On Providence Church Rd

There was a serious accident early this morning on Susan Beach Rd and Providence Church Rd where someone neglected to stop at a stop sign and the two vehicles collided.
The problem has always been, lack of markings and small stop signs. There have been several deaths where Spring Hill Rd and Susan Beach Rd meet Rt. 54, (Line Rd). Changes are in the works in which we'll detail at a later date but I can assure you they are for the better and accidents like this should be a thing of the past thanks to the Delmar4 Fire Chief Shawn Johnson. More to come.......

The D&C Auto Sales Company from Laurel, DE. is coming to the old McDonald's near Lake Street & Business Rt. 50. Yes, they're turning it into a Used Car Lot. Not for nothing but for some reason I have a feeling this is going to draw a ton of comments. Starting with, are they nuts? I mean, I welcome any business coming to the area that isn't X-Rated but a Car Lot, at that location?
One thing I did notice was the fact that there were no building permits exposed anywhere on this building?
Springfest Kicked Off At 10:00 AM This Morning
If you have nothing to do this weekend and you have money left over from Pork in the Park and the Salisbury Festival, take the $3.50 per gallon ride to Ocean City and look through the never ending repeat trinkets you find every year, year after year. Woo Hoo, what fun too. I hate to say this but my guess would be that this year will be the biggest flop they've ever experienced and it will also show a sign of what to expect business/visitor wise for the summer season.

I am enclosing four (4) toilet seats (valued @ $2,400) and six (6) hammers valued @ $1,029), which I secured at Home Depot, bringing my total remittance to $3,429.00.
Please apply the overpayment of $22.00 to the 'Presidential Election Fund, as noted on my return.
You can do this inexpensively by sending them one (1) 1.5' Phillips Head screw (see aforementioned article from USA Today newspaper detailing how H.U.D. pays $22.00 each for 1.5' Phillips Head Screws).
One screw is enclosed for your convenience.
It has been a pleasure to pay my tax bill this year, and I look forward to paying it again next year.

A VIEW FROM THE WEST: Wright, Wrong and NOT MONOLITHIC
A couple of notes on the Rev. Jeremiah Wright. First and foremost, Wright and Wrong is the subject of my PolitckerMD.com column this week.
If any good comes out of, it will show that black people are NOT monolithic. Looking at The Baltimore Sun this morning, even the pastors of black churches in Baltimore are not in agreement completely with Rev. Wright. One pastor feared that Wright's comments might overshadow his good works in the community in the south side of Chicago.
If there is anything that is harped on at any point in time when I write, it is this myth that blacks are monolithic. The mainstream is starting to realize that (hopefully) about political beliefs in the black community, hopefully it will now start to realize this about spiritual and moral beliefs.

"Different" Budget Process Clouds Transparency
At the council’s first budget work session on April 22, we learned from the police personnel committee that the chief of police had requested additional officers for the department. According to Page 402 (see it here) of the Mayor’s Proposed Budget book, no such request had been made. The fire department personnel committee advised us of the chief’s request for additional firefighters to meet minimum response standards again, per Page 424 (see it here) of the Mayor’s Proposed Budget, no such request was reflected.
In his opening remarks, City Administrator John Pick stated that the administration decided to do things differently this year. He said that department heads were told to submit a budget at no more than 3% increase than the current year and anything additional would be kept separately as “supplemental budget” for consideration if the budget offered room for additions. Thus, unlike last year, the mayor’s proposed budget book and line-item detail do not consistently show requests as “unable to fund.” This has left the council with a false impression about what was requested by some departments, including police and fire, especially since this “supplemental budget” information was not provided in any form to the council.
Upon learning this situation at the meeting, held seven days after the proposed budget was delivered by the mayor on April 15, we immediately requested to have the full budget requests as soon as possible so we could better consider the context of the figures in the mayor’s budget and analyze budgetary priorities for optimum delivery of essential services to Salisbury taxpayers.
Further, this new methodology does not allow the public to see easily what departmentally requested items were cut from the mayor’s proposed budget. The public would only see cuts and additions to the budget made by the council, and the council would be hard-pressed to recommend additions or substitutions responsibly without knowing the departmental requests that had been cut by the mayor.
We feel this approach gives the public a skewed impression of priorities and diminishes transparency and accountability. For example, some people (including us) were under the mistaken impression that the chief of police had not requested more officers because that is what the mayor’s budget book stated. We now know this is untrue.
As of mid-day Friday, we have received a packet of “supplemental budget” information, the police and fire requests having been delivered Wednesday. We will be reviewing this packet so that the budget can be better prioritized and will share some of our budget observations on this website.
We encourage citizens to look at the budget and form their own conclusions. As the Salisbury Charter requires, the budget, budget message and all supporting schedules are public records. By charter, this information is supposed to be kept in the Department of Internal Services, open to public inspection. Also per charter SC7-15, “The Mayor shall cause sufficient copies of the budget and budget message to be prepared for distribution to interested persons.” The county library downtown has traditionally kept a copy as well.

To date we have 179 registrants. We have planned an amazing family friendly post race party with 4 bounce houses, sunshine the clown, face painting, snow cone, cotton candy, popcorn machines, a pig roast, Music by "Red No Blue", pizza, ice cream truck, fire truck, puppet show and much more. We have prizes for the top 3 in each age group and the top 3 male and top 3 female overall runners. We also have a host of prizes to be drawn at random from Bib numbers at the post race party. We are thrilled with the support our community has shown and can't wait for the event!

I would love to see this field get even bigger! Pencil in this event and come out, even if your not running. The post race party will be a great event to bring the whole family out to!
Remember, walkers, strollers, and even doggies are invited to run along with Christopher. The date of the event is Saturday May 17 at Asbury Church on Camden. Raceday registration begins at 8:30 and the race goes off at 10:00.

2 Years Ago Today
Two years ago, the MDE had stepped in to the Salisbury WWTP and demanded the old liner and sludge be removed immediately. They slapped the City with a $10,000.00 Fine and this was one of the final pictures taken before they were actually forced to remove the sludge seen above with the boat still floating in it.
Board of Ed kicks off it's Q&A
Yesterday I got a message from Tom Field, A/Superintentendant of Schools. Mr. Field advised that the BOE website had impemented the Q&A portion as it had previously promised. Upon my returning home I stopped by the site and found that it was just as Mr. Field stated. It requires that you send an e-mail and recieve your answer via e-mail or letter (I believe that's what I read). I can understand the need to have questions e-mailed in order to moderate the inappropriate language, etc., but I'd like to see the questions posted on the website as well as the answers for ALL to see. This is what I understand the site indicates. This would eliminate any allegations that the board is trying to avoid answering certain questions. I'm not saying that this occurs, only that there are those who feel that way.
I think that this is definitely a step toward open dialogue between the BOE and the tax paying citizens. Anyone interested should go to http://www.wcboe.org/BOE/questions/ and pose your questions. Perhaps they'll be posted for everyone to see.
