Salisbury Audit – Complete or Not (Does It Even Matter)?

The Salisbury City audit was supposed to be completed before November 1, 2007. Of course that didn’t happen. We were then treated to a little speech by Salisbury Council President Louise Smith explaining that she had taken the Mayor to the woodshed over this and that the audit would be complete NO LATER than December 17. (of course this displayed Louise’s usual disdain for her own rules as council comments or speeches are specifically prohibited in the rules) Needless to say, the audit was not completed by December 17^t. The council was then promised the audit before Christmas. Don’t worry, Barrie Tilghman and her crew are still batting 1.000. The council was then promised the audit before the New Year.

Well, 2008 is here and a document purporting to be the completed FY 2007 audit was delivered to council members just prior to close of business on December 31^st! Now I say “purporting” because I haven’t looked through it yet and I’m not sure what was distributed to council. I do know that Salisbury taxpayers have again been shown that the Tilghman administration is quick to the trough when it comes to minor issues like raising taxes and blotting the bureaucracy, yet are incapable of balancing their own check book.

According to the Tilghman Family soldiers Gary Comegys and Pam Oland the comparison of completing the audit on time and a family balancing their checkbook each month is not a valid comparison. REALLY? At the December 10^th meeting Ms. Oland claimed that the city runs a trial balance each month. Yet, for some reason the administration uses fund balances that are 6, 12, even 18 months old when asked (by the only two fiscally responsible members of the City Council) to justify spending plans or fee increases.

Salisbury voters should remember that the only reason that they aren’t paying a 10% increase in their water and sewer rates is because Ms. Campbell and Ms. Cohen kept questioning the accuracy of City Administrator John Pick’s numbers regarding the city’s Water and Sewer Fund. When the truth finally came out, even Barrie’s lap dog council majority couldn’t support the Mayor’s demands for an increase.

When Salisbury taxpayers are told, time and again, by the Barrie Tilghman Family that the timely completion of the audit doesn’t matter they should think seriously about calling the Mayor / Godmother and asking if their timely payment of taxes matters either.

There was a fight in the WCDC where two Gang Inmates on Administrative Segregation were in the same cell, which was locked down.

Brian Baldwin, and cell mate Zachory Parker were the two parties involved.

While searching another Cell Block after the fight, Officers allegedly found another shank made out of a Correctional Officers Name Bar, Officer Rudell Brown. Rudell Brown is a former Sheriff's Deputy and Nephew of former Major Tommy Brown of the WCSO.

On December 29, 2007 at approximately 8:20 pm, Officers of the Salisbury Police Department were on patrol in the area of Maryland Avenue, when they observed the below listed subject, who was known to them to be wanted on outstanding arrest warrants. As the officers approached the subject, the subject attempted to discard an item. The item was recovered by the officers and found to be a smoking device containing suspected crack/cocaine residue. The subject was placed under arrest for controlled dangerous substance violations, and was served with two (2) outstanding arrest warrants.

ARRESTED: Devery Andre Watson, 43 years of age Salisbury, Maryland

CHARGES:
Possession of cocaine
Possession of CDS-paraphernalia
Outstanding arrest warrants-CDS possession, District Court Bench Warrant

On December 29, 2007 at approximately 9:09 pm, Officers of the Salisbury Police Department conducted a traffic stop on a vehicle operated by the below listed subject pursuant to an investigation of a separate incident. Upon making the stop, the officers detected the scent of suspected marijuana emanating from the vehicle. The vehicle was checked, and a bag of suspected marijuana was located next to the vehicle’s center console.

ARRESTED: Wayne Bernard Gunther, 51 years of age Salisbury, Maryland

CHARGES: Possession of Marijuana

DISPOSITION: Released to Central Booking CC # 200700043501

On December 29, 2007 at approximately 10:02 pm, Officers of the Salisbury Police Department conducted a traffic stop on a vehicle operated by the below listed subject for traffic violations. Upon approaching the vehicle, during the stop, the officer detected the scent of suspected marijuana emanating from the vehicle. The vehcle was checked and a bag containing suspected marijuana was located beneath the driver’s seat.

ARRESTED: Eric Jeremy Layton, 25 years of age Delmar, Delaware

CHARGES: Possession of Marijuana

DISPOSITION: Released to Central Booking CC # 200700043505

On December 30, 2007 at approximately 9:30 pm, Officers of the Salisbury Police Department observed the below listed subject trespassing on posted property in the area of Baker Street. As the officer approached the subject, to remove the subject from the property, the subject became disorderly. Despite attempts to quiet the subject, the subject refused to calm down and was placed under arrest. During the arrest of the subject, the subject attempted to flee from the officers however was placed into custody.

ARRESTED: Roosevelt Sylvester Reaves, 33 years of age Salisbury, Maryland

CHARGES:
Trespassing on Posted Property
Disorderly Conduct
Resisting arrest

DISPOSITION: Released to Central Booking CC # 200700043610

On December 31, 2007, Detectives from the Salisbury Police Department received a confirmation from the Office of the Chief Medical Examiner of Maryland that the death of Shirley Ann Smith had been determined to be a homicide. Smith had been found dead in her apartment on Catherine Street on December 13, 2007.

On the same date, after an intensive investigation, Detectives of the Salisbury Police charged the below listed subject with this homicide. The suspect was known to the victim. Details of this investigation will be forthcoming.

Granddad Kicks Off 2008 With A BAM!

This is how it appears to most people on the outside looking in. If the person finding fault with the fire dept., the mayor, etc., was just some idiot who had no idea what he was talking about, no one would care. They would ignore him and wouldn't give him the time of day. The fire department wouldn't be coming on here and threatening him. The mayor wouldn't try to stop people from talking to him. The Chief and mayor wouldn't be trying to silence him through the courts. They have ALL tried to shut him up with threats! Threats! The city govt. and it's employees (as well as the loyal drones who refuse to question authority) have used threats to stop Joe from exposing what he finds. lets look at it.

The fire dept employees (not all - just those who would hide things from the public) threaten Joe physically and threaten not to help him should the need arise. Hell, one of 'em even went to his house to threaten him.

The mayor orders people not to talk to Joe under threat of disciplinary action. She had her atty. threaten to sue Joe and then actually filed a suit in order to shut him up.

The Chief of Police (and I use that term lightly) did the same thing as the mayor.

Joe is exposing things which would have been kept quiet 5 years ago. Just look at the things he has uncovered, accomplished, and aided with as a result of his tenacity and perseverance.

Downtown plaza....BAM

Mike Dunn's real estate fiasco..BAM

Mayors manipulation of certain
council members...BAM

Louise (needs no further explanation).......BAM

Unfair treatment of two council persons by the mayors cronies........BAM

Chief of Police who turned his head when a councilwomen was assaulted by the mayors daughter......BAM

a $10,000,000.00 fire house we didn't need......BAM

and $800,000.00 boat the FD doesn't need........BAM

...they can't take care of the one they have.....BAM

We could go on and on.

The stuff Joe is reporting is true....that's what has these people pissed off. They are so accustomed to having everything go unquestioned that they can't stand the public knowing what's going on and demanding accountability.

That's what Joe is really doing....he's bringing out the truth for the people and the people are seeing if for the first time and DEMANDING accountability.

The fire department, the mayor, the chief of police, and certain council people do NOT want to be held accountable. TOUGH SHIT.

This is OUR money your squandering. This is OUR trust you are betraying. If you don't like being held accountable, go find another job.

I appreciate what you do, Joe. a lot of things were accomplished in 2007 because of the things you've brought to light. You've also created a forum where people can report the things they know to be wrong within our govt. so that we, the people, can make changes for the better.

The spirit of the first amendment has never meant more than it does right here and on other blogs that challenge the govt. and demand accountability by the people.

I feel that in 2008 we should ALL fulfill our obligation to get information like this out in the open for all to see so that we can all work together to make the right changes at election time.
