Wicomico County Sheriff's Office Press Release


Incident: Disorderly Conduct
Date of Incident: 24 October 2008
Location: 2312 N. Salisbury Blvd., Salisbury, MD
Suspect: Ashley Nicole Foskey, 18, Salisbury, MD


Narrative: On 24 October 2008 at 7:32 PM, deputies from the Wicomico County Sheriff’s Office apprehended Michael Ellingsen on an outstanding Circuit Court Bench Warrant in the Food Court at the Centre at Salisbury. During this arrest, a female subject who was working at one of the fast food counters began yelling at the deputies and inquiring why Ellingsen was being arrested. The deputies repeatedly requested for the female, later identified as Ashley Foskey, to quiet down, especially since a crowd had gathered to watch her behavior. The deputies discovered that Foskey knew Ellingsen and subsequently attempted to give Foskey some of Ellingsen’s possessions for safe keeping. Instead Foskey began screaming at the deputies again and then kicked one of them. It was at this point that the deputy placed Foskey under arrest. During the arrest, Foskey struggled against the deputy’s efforts to place her in handcuffs.

Foskey was transported to the Central Booking Unit at the Wicomico County Detention Center where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Foskey was held in the Detention Center in lieu of $5,000.00 bond.

The warrant for Michael Ellingsen was a Circuit Court Bench Warrant for Violation of Probation. Bond was already pre-set by the Circuit Court judge at $1,000.00.

Disturbance of the Peace
Assault 2nd Degree
Resisting Arrest

The woman in the top photo is a dead lock to win either (perhaps both) the "Charles Darwin Waiting List" or "Worst Impression of Tammy Wynette" (ironically despite her best attempts to stand by her man-her bail was ultimately higher than his)trophy of the day when the dust settles here. But then after you see campaign workers who mutilate themselves;it is not even close to lunchtime yet and the "crazy" polling places are still open.

  5. to 8:06 anonymous, Maybe your youth,but not mine! I wanted children very badly and knew that with having them came a huge responsibility on my part to raise them properly which is a full time job which I chose. My youth are not like that because i gave them the best gift I ever could,which is RESPECT! Speak for yourself but nip it when it comes to speaking for me!

  9. This is nothing new. She just did'nt start being disrepectful. If her parents, guardians, church leaders, school teachers would have gave her proper guidance then this would not have happened. Personally I think the officer should have just walked up and smaked her across her face. I'm sure there were other children and minors around this scene that she caused. What a great example a young adult is setting. Maybe sitting at 411 will get her attention and correct her ways. On the other hand this could be a stepping stone for her to blame the man for her life and continue with a life of crime and resentment for authority.

    And I'll guess you are one that is against corporal punishment and parents being allowed to discipline their kids too...but it would be okay for a cop to walk up and hit her?

    Discipline is not necessarily guidance.

    If parents were allowed to discipline their kids and corporal punishment was back, we wouldn't be having some of the problems we have nowadays.

    Parents and schools have lost control because the control has been taken away.

    I'm not for child abuse by any means, but I can tell you that my son grew up with a tough love Mom and respects and thanks me for it now even though he also says he hated it at the time.

  11. She is not related to the Foskey's in the Salisbury Fire Department!! The Foskey's in the fire department are different Family. They are Grandfather, Father, and Son. The Father and Son are only Children.
