"Paramedic" Richard Chapman?????????

"Richard Chapman was providing emergency medical care to the citizens on eastern Wicomico County in a Paramedic capacity. It turns out that he was not a paramedic. For that the department said he was "punished" and hung up on me.

So, I contacted the Wicomico County State's Attorney's Office, I am awaiting a phone call from Mr. Ruark and the representative I spoke with on the phone promised an investigation. I then called the Maryland Institute for Emergency Medical Services Systems who is charge of certifications for Maryland emergency medical providers. The woman I spoke with on the phone, Michelle stated that Richard Chapman is not an advanced life support provider. And they are also promising an investigation.

The problem I have with this whole ordeal is for the Pittsville Volunteer Fire Department. They have failed to comply with the standards set forth by MIEMSS. They failed their checks and balances, how did they, for so long, allow this man to pose and receive a paycheck as a Professional (Paid) Paramedic of the Pittsville Volunteer Fire Department. This is illegal. Chapman was sticking IVs, caring for our children, sticking tubes down people's throats, and was responsible for patients care. He answered calls in Pittsville, Parsonsburg, Willards, Powellville, Gumboro, and even had answered calls in the City of Salisbury.

Lord only knows by his negligence what he may or may not have done in the back of an ambulance that could have compromised the health and well-being of so many people by not following proper protocols. This man should be punished by the State of Maryland.

It is my personal belief that Pittsville Volunteer Fire Department should suspend their Emergency Medical Services Operation until a proper investigation by MIEMSS and the States Attorney and/or any other county agency is completed. The appointed and elected officials of the Pittsville Volunteer Fire Department have let us down, the have compromised the safety of many people in this area by not making sure their providers are vetted and actually certified.

When we call 911 we expect the emergency personnel to be adequately trained and certified. We expect the agency they represent to make sure that happens. In this case that did NOT happen. My family still resides in Pittsville and I have given them the number to Wicomico County Department of Emergency Services so they can ask them to not allow Pittsville EMS to respond when there is a medical crisis. I'm informed that the dispatch center will continue to dispatch Pittsville EMS to the scene but at the callers request will send the 2nd closest fire department to actually transport the patient.

Chapman was on the payroll of Town of Pittsville and the Pittsville Volunteer Fire Department and received thousands of dollars as an employee. He was not certified and that money he received is STOLEN money from the taxpayers and people who donate. That money should be given back. He needs to be prosecuted.

A regular citizen of this county would not be allowed to pose as a police officer, write tickets, and receive compensation for his time and not face any sort of prosecution. And I surely hope that this is not swept under the rug anymore.

I will continue to place phone calls until this matter is resolved. But I'm requesting the Pittsville Volunteer Fire Department suspend all EMS operations until an investigation in complete. As of right now they are incompetent and unable to fulfill the needs of this community.

Also, Richard Chapman is still listed on the Pittsville Volunteer Fire Department's website as the 2nd Assistant Chief of the Department and still listed as a full-time paid paramedic. (www.pittsvillefire.com)

Here is a few phone numbers, if you are questioning if Richard Chapman was the provider on an emergency call that concerned you please call the Maryland Institute for Emergency Medical Services Systems at (410) 706-3666 then if he was call the States Attorney and your own attorney. If you would like to have the 2nd closest fire department dispatched to your house in case of medical needs arise call the Wicomico County Department of Emergency Services at (410) 548-4920.

UPDATE: I am told charges are pending from the States Attorneys Office.

  3. Mr Chapman was in a two year Paramedic class and completed the classroom sessions with high marks. He , like many others took the State and National registry test and wa not sucessful on his first try. During this time he was an EMT-I, which is an Advanced Life Supoport level. Unfortunately he thought he would have completed his Paramedic testing before his lower level certifications expired. Well, that didn't happen and with evrything that goes on with retesting he forgot. This has happened to hundreds of people. Studying, working and family matters can distract the mind and before you know it this situation has happened.

    The Pittsville FD acted immediately and took action. Mr Chapman is not providing EMS at this time. I can personally tell you that he is a fine EMS provider and no citizen was ever in danger with his care. MIEMS is in the process of their investigation and they are satisfied with the actions taken to this point.

    I believe Mr Chapman will continue to successfully complete all testing to be a certified Paramedic. He has provided quality EMS care for the citizens of Eastern Wicomico County for many years. Good people like Mr Chapman are hard to find and should be treasured in todays world. Fewer people are attempting to become Paramedics each year and there is a real shortage nationwide. Be assured that the proper actions are taking place to correct this unfortunate event.

  5. Salisbury had a guy sticking iv's on patients and they're investigating that. They found out there was more than him doing it as an EMT. What are they doing with him.

    Mr. Chapman know damn well that he was jeopardizing the health and safety of others. I was at the meeting when Richard informed everyone that he PASSED his paramedic class. HE LIED!

    It's time for people to reflect on what they did wrong, Chief Mark Bratten, Deputy Chief George White III, Assistant Chief Robert Bell, Captain Richard A "Ricky" Powell, Lt. Gary Bratten, EMS Captain Anthony "Tony" Webster, you have let us down.

    He know for some time that he was not holding any sort of certification. He failed to inform that department and the department failed to make sure that he still certified. He needs to be punished.

    this is a incorrect statement, yest indeed richard took the class but if he was a emt-i this would be no issue b/c he would have been liscensed as a ALS provider. I agree that no "bad" was done but there was potential for alot of harm for the citizens of wicomico and surrounding counties. I hope that the right people are pushed to have action taken or anyone can just go play paramedic.

  10. As a Pittsville resident I know who Mr. Chapman is although not personally. I have found him to be a decent man, not the criminal you paint him to be. If the details of the 8:59 anon post are correct (they sound very rational), I feel prosecution would be an injustice. Think of it this way, if you were in dire need of medical attention immediately, would you rather have someone trained but legally uncertified or waste precious time waiting for someone who has that paper? We need to stop crucifying people that truly want to help before we have no one left who wants to help.

  11. He did iv needles in the back of an ambulance. Shouldnt loose his license for that. An EMTB in Salisbury did that and only had his hand slapped.
    If PRMC should be held liable for him being un licensed then Salisbury would to. Chapman was on the ambulance providing coverage for Salisburys open house at the new mansion.

  15. Checks and balances. These small towns, and some of the larger ones too just don't get it!
    This type of shit is why the County landfill thefts were able to go on without notice.

    Nobody is checking anything anymore!
    They sit at a desk, doing a job they apparently hate and don't give a shit if the papers are correct and in order.

    For years, I tried to get a local government job but they seemed to never be hiring because of lazy bums in the positions now will never leave and they'll apparently never be fired either, so I eventually gave up trying.

    Paper trail..paper trail..paper trail. Get with it! In some cases, such as this, people's lives may depend on it.

The tags on my car expire at the end of this month, do you think I could ride around on expired tags and just tell the cop that pulls me over, oh I'm sorry I just forgot, too busy.   17. To 9:42... Mr. Chapman was NOT licensed to provide ANY emergency medical care.

    Let's make a timeline here.
    He as a EMT-Intermediate (Step below Paramedic)
    Went to school to become a paramedic - FAILED that test, told the department he was a paramedic. Then his initial certification lapsed. Mr. Chapman was MORE than aware that he was no longer certified. He continued to show up to work and received a paycheck.

    I want to know what calls he answered and the outcome of his patients. I want an investigation to be done.

    All the officers at Pittsville should be hold accountable. Pittsville EMS needs to be SHUT DOWN.

    PRMC is not as liable as the fire department. Chapman wasn't licensed therefore he was not "licensed" and practicing under PRMC.

    The Pittsville VFD is liable for what happened here.

    The next time you have an electrian come to your house to make repairs, why dont you pick somebody that does not have a license, then if your house burns down see how much problems you will have getting the insurance company to repair the damage. People are licensed for a reason does not matter if you know your job or not.

  22. You know what it may not be right that Richard let his license expire or did not pass his test. I'm not going to say if he should be punished or not because that is not for me to decide.

    I do have a problem with the person causing all of this trouble. If this person is willing to attack within their own department like this what would they do to someone else. If I was a volunteer at Pittsville I'd be on a witch hunt to positively identify this person and kick their tush out of the department. I would not want this person backing me up at a fire, accident, etc... while they are stabbing me in the back personally.

    Grow up and get a life. Sounds like your so miserable in your own life that you want others to be miserable as well.

He functions under the license of a Medical Director, whomever it is for Wicomico County, and the State's Medical Director, Rick Alcorta. How about knowing what you're talking about before engaging your fat little fingers to the keyboard?

    And the State's Attorney is NOT involved in filing charges at this time. A thorough MIEMSS investigation takes several weeks to conduct, then it goes to the Medical Directors, and a peer review board. At that point, it is decided whether to file charges of acting out of "Scope of Practice" or not. If you don't know what Scope of Practice is, then you probably shouldn't even be commenting on this situation.

    I know for a fact that Mr. Davis Ruark has been made aware of the situation and he is investigating, pending the MIEMSS investigation there will be criminal charges filed. This is a proven fact and can be verified through the Wicomico County States Attorneys Office.

    Richard Chapman broke the law, that's the whole story here. It's not up for debate, he was practicing medicine without a license.

  30. Pittsville EMS needs to have a very thorough review conducted by MIEMSS for several reasons.

    First and foremost is why the EMS Captain Tony Webster and his Lieutenants did not verify the credentials of the providers working under them. They have placed our department at great liability for not doing so. As a training officer in the Salisbury Fire Department, he should definitely know better.

    Also, the running order of equipment that responds to incidents in Pittsville should be reviewed. In many cases of car accidents, our company seems to get the engine, rescue truck, command vehicle, and traffic control units out, while the ambulances sit at the firehouse. The persons involved in these types of incidents need a prompt medical response. Their lives may depend on it. EMS is supposed to be initiated while the victim is still in the car during the rescue.

    Our ambulances boast the Seal of Excellence that is issued by MIEMSS. This is a voluntary inspection that takes place every 2 years. I can tell you first hand that our units do not comply with the standards of the Seal, so the Seal should be removed until they do.

    We are very fortunate to have a good working relationship with the Parsonsburg Fire Company. They have excellent EMS providers that are well trained and respond to our calls on a regular basis, in order to help to get our ambulances out. They have helped us many times, and we appreciate them being there. They are very proud of their EMS services. It would be nice to see that same pride here in Pittsville.

    Perhaps it would not be a bad idea to suspend our EMS operations until a thorough review can be conducted of the officers and providers in our EMS division.

    I feel that the citizens we serve would benefit greatly from such a review.

    Dr. Davis is indeed listed on miemss.org as the medical director for Region IV which includes hospitals from Cecil County, Wicomico County, to Worcester County.

    Pittsville EMS was actually a great organization when they first started. They were awarded best EMS Organization a few years back by MIEMSS.

    But now it's a different story. They have under qualified or non-qualified or under educated or non-educated personnel on their units.

    Pittsville EMS needs to be closed and investigated until MIEMSS sees fit.

  36. I am confused why is there all this back and forth debate going on here? Joe already published the states attorney is investigating. What more do you want? An investigation will say who did or did not do something, and Joe will report it as soon as they give him the outcome. Instead of sitting on here accomplishing absolutely nothing why not go volunteer somewhere. Not just fire departments either. A homeless shelter, your church, something productive.

  47. Hey now watch the comments about fat ass women I havent laid eyes on many Pittsville women who look under fed. I dont get all the BS I am not from Pitts-ville but the name says it all. If all you guys can do is sit and drum up all this BS maybe you should be teaching your kids something valuble like skinning a muskrat or spelling in case they have to fix the sign in front of the fire house one day. If I remember correctlt this was all fun about the sign and someone ripped this Chapman guy. It sounds like the state is looking into it. They will be the take action if needed believe me. Just remember McCain starts with an "M" Ohbama with an "O". If you cant spell on election day buy yourself a bag of M&Ms take them in the voting booth pull one out and touch the screen that look like the candy. Oh yea is the burn band in effect still ??

  52. Hopeful - so you're saying you don't mind your child being an experiment? I have a hard time believing that. I'm amazed at all the posts going on here.
    It doesn't matter who started this. Although their intentions may have been spiteful, the facts are still the facts. If he was practicing medicine without a license, NO MATTER WHAT THE REASON, he is liable and so are the officers in charge of him as well as the people who sign his paychecks.
    His intentions and heart may have been in the right place, but that doesn't justify doing the wrong thing, no matter how good the reason.
    You're never too busy to call MIEMSS and ask for an extension for your current certification while waiting for your ALS license.
    And I agree that some people are book smart and have become terrible paramedics. Others have struggled through class and taken the tests multiple times before passing and they are awesome providers. No matter what kind of provider this guy is - if he's willing to lie about his license, what other things is he willing to lie about to save his own ass? That's the question MIEMSS will be answering and why people aren't ever allowed to treat patients again after lying, whether it's about a license or falsifying documentation, etc.

Richard was fired the day the fire dept was aware of his lapse of certification.and from day one miemms was aware of the situation, he was also stripped of his office.upon employment Richard's credentials were presented and for years he provided excellent service.Anyone that knows anything about certification knows that any correspondance of experation of said credentials are sent to the provider not to the company.Most, if not all fire departments in this area after initial background checks and certification checks rarely ask to see their card again. This is not an excuse, but it is a fact.Richard never treated anyone out of the scope of his training. Richard made a error in judgment and is now paying the price by loosing his career in EMS.Everything appropriate in this matter was done.The only thing certain people want to do, is to try to slander and hurt PVFD. They dont have any interest in fair play or the public's interest at heart at all. In closing, to those people who strive to do nothing but step on people when they are down, I think I can speak for the entire PVFD when I say, "KISS OUR ASS!"

    You are making an excuse, you are saying when a member gets his/her initial certification none of your appointed officers which I may add you have 13 line officers listed on your website including 4 EMS officers. You also have 11 executive officers listed on your website, out of these 24 people not ONE of them checks the credentials of their EMS staff?

    I have a question in reference to this part of the post. If everyone remembers correctly they will know that the Wicomico County Council 'grants' money specifically for "Paramedics" for each of the fire departments in the county. Well this is a fact and Richard Chapman has never been a Paramedic. With that being said, the Pittville Volunteer Fire Department knowingly and willingly defrauded the County of hard earned tax money. These so called grants were for Paramedics and not the lower level or intermediate level EMT-I. It doesn't matter if the provider was or is an EMT-I this funding was for the individual fire departments to hire PARAMEDICS!!!! Pittsville needs to pay the price and reimburse the citizens of this great county.

    To my elected officials, do what you can to correct this problem or I will do everything I possibly can to make sure you are not re-elected.

  68. PRMC is NOT liable for anything he or any other EMS provider does. EMS providers operate under the license (just one) of a physician (just one) who is deemed the "medical director" for that jurisdiction. Jurisdictions have the freedom to choose any doctor they wish, regardless of whether they're affiliated with PRMC or not...

    And on the original subject --

    1. No one "forgets" to renew their license.

    2. Passing paramedic school, and passing the required examinations thereafter to become LICENSED are two completely different things.

And as I stated Dumb Ass..that after initial certifications, nobody else in the county that i know of checks to see if a provider is current or not. That is the responsibility of the provider. As Im sure, PRMC doesn't check Dr.Todd's license every year. And yes I'm serious, nobody else checks either! Furthermore, airhead, there are procedures in place for such incidents. As I stated, all appropriate action has been taken. It is not up to you or I to determine any punishments pending the outcome of the investigation by the proper authorites. Which is already in motion before any of you brainless wonders started writing on this ridiculous rag. In closing, when I want your opinion, Ill tell you what it is. There is 24 elected officials within the department who over see the department, it has to be the responsibility of someone in that department to make sure their providers are certified and qualified.     10:11 PM in reference to your question Richard Chapman being paid as a Paramedic isn't the question, he was receiving a paycheck from the department WITH OUT any sort of certification. He wasn't a paramedic, he wasn't an EMT-I, he wasn't an EMT-B, he was NOTHING. He stole money from the fire department, he stole money from Wicomico County, he stole money from the taxpayers, he stole money from you and me.

    Richard Chapman was involved in a head on collision in Parsonsburg responding to a call he wasn't needed on. As far as that goes the call went out to Salisbury and Parsonsburg for a airplane in distress, on those calls Salisbury EMS will handle all EMS needs until the commander of the incident request further EMS assistance. Parsonsburg was to to respond in a fire capacity ONLY. Richard took Pittsville's EMS Chase Car to the scene at the airport (against SOPs) and was involved in a head-on collision with 3 elderly women. Granted the accident was their elderly ladies fault but Richard Chapman should have not been responding on that call in that capacity.

You have accomplished your mission in hurting Richard Chapman, and giving the dept a bad name. BUT did you ever think of the innocent people who put ALOT of time into making that dept run and how hurt they are right now? Because you know there are decent ones in there and to put down the auxilarys fall fest now that is beyond low. Those women especially the older ones work very hard and the fall fest is something they give back to the community. If you hate the dept that much then quit and move from Pittsville and join a dept that you feel is better. But don't hurt innocent people who had no hand in any of this. Some people don't have a say they just want to help and what is the crime in that? I invite ANYONE to come to our dept at anytime and you do not even have to join just come and observe and see what really happens. Because unfortunately this war of words gets us no where. So, please anyone who would like to know what really happens at this particular fire dept please come and see for yourself. Please do not judge every member because of one persons mistake. Then do something within the department to change it. This is not the way to get things done.

    Personally, I have enjoyed many functions at the fire house. From bingo and yes even including one of their strip shows. My personal favorite being the womanless beauty pageant they had several years ago. I can personally say there was a lot of women and men at their "adult" type fundraisers that were having a wonderful time. Believe me not all were in the fire department because the placed was packed to the rim. During the two "adult" events I attended I never saw one person male or female get out of line.

    Some of what goes on there may or may not be right. But there is a right and wrong way to change things.

    No, I'm not a PFD member. Heck, I don't even live in Pittsville. So you can't say this opinion is coming from the department.

The more you write the more you feed the opposition. Everyone has skeletons in their closet so nobody should put anyone else down or think they are above the next person. All the fire departments clearly have some internal issues but the last thing anyone needs (business or personal) is for it to blasted all over the internet or into the community. Best thing is to keep your mouth shut and roll on with your everyday life. Whatever is supposed to happen will happen without all the pointing fingers and name callings. Let act like the adults we claim we are :)

    I think they should have a cook off with Hebron and West Side. Now that one be one fabulous fundraiser. Those three departments have the best cooks in the county putting on dinners. Sandy Malone over at Hebron made the best damned biscuits you ever put in your mouth.

I've been in the PVFD for a good while now and know that all of you who are putting down the entire membership and the department don’t know much of anything at all and I see very little point in preaching to you about how much of a DUMB ASS you are. One thing is for sure The person who is talking smack against the department that IS a current member, "ARE YOU F***ING STUPID". If you have a problem with the way the department is running it's self then speak up and do something about it or argue your concerns about it amongst us, in house, do not carry it to the streets. THAT VIOLATES THE BROTHERHOOD MAN we are supposed to be a family " I can kick your ass and you can kick mine but nobody on the outside kicks ours" that’s just how it is and always has been, no matter which department your in. but as far as you go " TICK TOCK BROTHER TICK TOCK". As far as Richard, Tony and many others did a lot teaching us how to be some of the Best Damn firefighters and E.M.T.'s Possible they were all always there when we needed help he did a lot in the fire department. Would you feel the same if it were someone that you were not friends with? I really doubt it. facts are facts. And people posting these crazy acusations, please get your facts straight before you post something that is hurtful and just plain mean, when you really don't have the correct information. If you think your being cool, or whatever with your statements, just think about how you would feel if someone was making some of these statements about you or your family and they were not true. Your doing unessary damage to someones family whom, you don't even really know. Their "real friends know the truth, and end the end, thats all that matters. Must be nice to be so perfect.

    I made phone calls today myself and I talked with members of the county council and the state's attorney's office and the Wicomico County Attorney. Since the funds were provided by the county they are going to be doing an investigation and Mr. Chapman may be required to pay those funds back.
    MIEMSS is doing an investigation and when that is completed Mr. Ruark will recieve a report and he will decide what charges if any will be filed.

  100. It is a federal offense to impersonate a police officer. I think that the same should be said for someone who, wether knowingly or unknowingly impersonated a health care provider. The tests that are taken after classes are placed to make sure that the person can handle the job. To make sure that they can think on their feet. If he did not pass this test I have to wonder what kind of care he was giving. I do not reside in the Pittsville area, I do however have family and friends out there. It scares me to think that this man could be caring for them in an emergency. The question now is who is liable for his actions. The Fire Department, The town of Pittsville or the State.

    Controversy Surrounds Former Emergency Medical Provider

    Concern among Pittsville residents is growing after hearing an emergency care employee, who was recently terminated from the Pittsville Volunteer Fire Department, may not have been certified.

    "It makes me feel terrible knowing that in my neighborhood if something happened and he's not certified and able to do his job," said Don Maddox, a resident.

    Richard Chapman worked as a Cardiac Rescue Technician at the Pittsville Fire Department. State officials say he continued to provide emergency medical care to citizens even after his CRT certification was phased out by the Maryland Institute for Emergency Medical Services System.

    Now residents want answers for why Chapman is not being punished. "They should confront things and tell the public. I can't believe it hasn't been said at none of the meetings," said Maddox.

    State Officials say because Chapman is not licensed or certified there is not much they can do. Officials from the Pittsville Fire Department say he was fired recently for not following procedures, but would not comment because it was a personnel matter.

    CRTs were eliminated this year in July. If Chapman wanted to continue providing medical care he had the option to either apply for a downgraded license of a basic EMT or upgrade to a CRT-I or EMT paramedic.

    State officials say he did not do either.

    Well I disagree with this completely. Why should he have to pay back anything when Kenny Townsend stole nearly a half a million dollars in fuel and other truck parts and only has to pay back $10,000? If we're going to be fair lets be fair all the way around. If EMS is county funded, county controlled then the county should have made sure he was certified before committing funds to PVFD. All this county cares about is buying acreage for another damned park it doesn't need at this time and $23 ink pens.

The problem is that we keep electing clowns to waste/spend our money for us. Sounds like the city doesn't it.     You apparently have NO idea what the good samaritan law means.

    Lesson #1: Richard Chapman was PAID employee, when you become a PAID employee to provide emergency care it means you are expecting and/or receiving compensation for your time, MEANING you have given up your right to the good samaritan statue.

    Lesson #2: Richard Chapman was NOT a certified anything which means he was operating out of the scope of care. The good samaritan law does not make it absolute in malpractice claims, and when Richard knowingly and willingly provided emergency medical care to patients without a license he was indeed practicing within the meaning of "malpractice"

    Lesson #3: Also for the good samaritan law to be enacted the first responding or any responding emergency personnel cannot leave the well being of a patient to anyone less certified then they are. So just to further this information; for all your fire fighters, first responders, EMTs, Paramedics, Medics who responded to a scene and ultimately Richard Chapman transported the patient to hospital constitutes leaving your patient within Richard Chapman's care. You are then liable for his actions and forfeit your rights to the good samaritan law.

    Lesson #4: Non-certified individuals will similarly not be held civilly liable for any damages which occur when providing assistance or medical aid to a victim at the scene of an emergency as long as they provide the assistance in a reasonably prudent manner, the assistance is provided without fee or other compensation, and the individual relinquishes care of the victim when someone who is licensed or certified by the State to provide medical care or services becomes available to take responsibility for the victim. Md. Code Ann., Courts and Judicial Proceedings §5-309 (c) (1995).

    AND that did NOT happen. Richard Chapman did NOT relinquish care to a licensed or certified provider. He continued the transport. Therefore he is NOT covered under the good samaritan law.

    Lesson #5: The Maryland Code also provides civil liability immunity to individuals providing support to the emergency medical system by giving care, equipment, facilities or consultation. Md. Code Ann., Courts and Judicial Proceedings §5-310 (1995). In order to fall under the shield of immunity, the individual must be a member or employee of a government hospital, emergency medical service council or agency that operates as a nonprofit group, the act must not constitute gross negligence, and the service must have been provided without a fee to the victim.

    Pittsville Volunteer Fire Department charges for ambulance calls, therefore they forfeit their right to the good samaritan law.

    Hello, and thank you for taking time to read my email.

    It is my understanding that you have a Wicomico County Counsil Meeting this coming Tuesday, November 2, 2008. I will be unable to attend the meeting but I am requesting that this issue be put in the agenda so the citizens and electorate can be made aware of this situation.

    A few days ago we learned that Richard Chapman, a paid employee at the Pittsville Volunteer Fire Department, in Pittsville, Maryland, Wicomico County, was practicing medicine without a license. Richard Chapman was a certified Cardiac Rescue Technician, certified through the State of Maryland, he then claimed to have gone to further his education and stated he had officially became a Paramedic. He was then upgraded to Paramedic status in the Pittsville Volunteer Fire Department and received a countless number of thousands of dollars on behalf of the taxpayers of Wicomico County. He was never a paramedic. He lied and deceived everyone. He was negligent by putting patients lives at risk, putting the department at risk for liable, and putting the county at risk.

    The officials at the Pittsville VFD never checked and/or verified his certification.

    This is illegal activity and all I'm told over and over and over again is there is an investigation pending by the Maryland Institute of Emergency Medical Services Systems.

    I am requesting that council bring to the floor the idea of suspending emergency medical services operations out of Pittsville Volunteer Fire Department. The 4 surrounding EMS departments are more than able to provide cover up assistance while Pittsville EMS is out of service pending an investigation. Parsonsburg, Willards, Powellville, and Gumboro are close enough that there will be no delay in service to the citizens of Pittsville.

    There currently is a 24/7 Advanced Life Support (ALS) coverage between Parsonsburg and Pittsville. I suggest that Pittsville VFD forfeit their county funds to Parsonsburg EMS to continue the 24/7 ALS coverage.

    When we call 911 to seek emergency medical care we expect the personnel providing such care to be educated and certified. We expect the agency they represent to make sure that happens. The officers of the Pittsville Volunteer Fire Department did not make this happen, they have let us down and are now being investigated. I strongly recommend that they be shut down until an investigation is complete.

    The county funds the emergency medical services and I feel the council would have such power to suspend their operation. If you are unable to lawfully suspend EMS operations out of Pittsville then I make a suggestion that you no longer fund their operation.

    The Pittsville Volunteer Fire Department has proven themselves to be unwilling and unable to provide a safe and adequate EMS operation. For this they need to be investigated and the their operation needs to be suspended.

  120. For all of you geniuses who think that some Davis Ruark is going to do anything, you have something else coming. What "Paramedic" Chapman did violated state law, not County. MIEMSS, being a state agency, has their own attorney general. Her name is Sarah Sette.

    Once a complaint is filed, it goes to the Fire Association's Medical Advisory/Quality Assurance Board. Due to Title 30 rules & regulations, they must report everything to MIEMSS. The local QA Board can take action like operationally suspending this provider until an investigation occurs, but in cases such as this, they automatically forward it to MIEMSS. From there, the compliance officer, Ron Schaeffer, begins an official investigation. He or someone he assigned as an investigator turns over their findings and recommendations to the State Medical Director, Dr Rick Alcorta. Then a decision is made to suspend, revoke, or do nothing to the certification.

    In Maryland, nobody has a license. They are certifications only. You function under the license of your medical director, which each county has, along w/ the state MD.

    Mr. Chapman was a former Cardiac Rescue Technician (CRT). These CRT's were given 6 years to either take classes to upgrade to CRT-I (Intermediate- an ALS provider) or EMT-P (Paramedic- more advanced) or downgrade to EMT-B (Basic). There's no reason he should've forgotten, everyone in that category got a yearly reminder of their certification issue. If Mr. Chapman holds no certification at all, then they really no means of punishing him at a MIEMSS level. It is at this point Sarah Sette can get involved and possibly file charges of negligent behavior, those types of things, against him. But that is only if any of his care had an untoward effect on the patient. If Mr. Chapman provided adequate care and did not hurt any of those patients, they have a hard case against him. However, if he did practice paramedicine without a certification, he will NEVER be eligible to take any level of EMS class in his lifetime- at least in Maryland.

    The Good Samaritan law, as beautifully explained by a previous poster, cannot be applied in this case. He knowingly provided care he was not allowed to. And since he was paid, he was being compensated, which negates the Good Sam. Law.

    I want to clarify, just because a company does ambulance billing does not negate the Good Samaritan Law totally. Those who are purely volunteers on that corporation's ambulance can have it applied to them. This is a gray area, however, because things such as free turnout gear or the $3500 state tax rebate that is given yearly could possibly be considered as compensation. Just because a corporation bills, that does not mean the volunteer provider is being compensated- they're merely providing a service.

    I would suggest that those who do not know what they're talking about refrain from commenting any further. It's better to just sit at your computer and look stupid than to type something on Joe's website and prove it to the rest of us.

  122. Dr. Stevens, you are wrong. If Richard Chapman was not certified in the State of Maryland by the Maryland Institute for Emergency Medical Services Systems then he is not under any Maryland jurisdiction.

    Maryland would seek charges if he was certified emergency medical services provider, but he wasn't certified so he has nothing to with the state.

    He was functioning as a paramedic within the limits of Wicomico County therefore and further more Wicomico County should be responsible for prosecution of this case.

    Which then leads right back to Wicomico County, if not on a state level then he did violate county laws. Laws such as forgery (signing the official documents as a paramedic), submitting false documents (if he signed them as a paramedic and he wasn't then the documents are false), providing medical care without a license, fraud (from accepting, signing, and cashing checks he received as compensation for being a paramedic), wreck-less endangerment of adults, the elderly, and children (if stuck anyone with any IV, intubated anyone, or anything invasive like that he would have committed wreck-less endangerment). What if he was the medical provider on a car accident and to further diagnose the patient he removed her clothes, would that not be a lawsuit or charges in itself?

    The fact of the matter is, if someone found out themselves or a loved one was a patient of Richard Chapmans during the time he was not certified and willingly and knowingly gave them medical care they could OWN the Pittsville Fire Department.

    I was just made aware that Richard Chapman had answered calls in the City of Salisbury, I will be informing the Mayor and the City of Salisbury attorney's, and see what Chief See has to say.

    Also he has answered calls for mutual aide in the State of Delaware, I will be contacting the Sussex County attorney's, the Delaware States Attorney, and the officials in Sussex County.

    Also, it is my understanding that the Town of Pittsville had provided funds to the Pittsville EMS Department, I will be contacting Denver Moore to see those funds are recouped.

    I have spoken with Steve White Chief of Parsonsburg Fire Department, Dale White Chief of Willards Fire Department, David Beach Chief of Hebron Fire Department, and Willis Disharoon Chief of Powellville Fire Department, they have assured me that they make sure all their EMS members are currently certified and able to perform their job within the state protocols. They also each relayed to me that actions like that of Pittsville Fire Department are unacceptable and makes the entire county look bad.

  127. Anon 2:29, better check your information. You obviously are a zero in the grand scheme of things and are just another internet lawyer.

    The issue HAS to go to MIEMSS first, since they are the primary reviewers of prehospital care. You fail to see that MIEMSS and the State of Maryland are two separate things. MIEMSS is merely an organization which falls under the State. Since this person provided "care" in multiple counties/states, the State's case takes precedence, not Wicomico. However, the State of Maryland has the right to defer to the local authorities if they wish, which will probably happen.

    He will not get much in the way of punishment, most likely probation. However, I fear for him on what the civil penalties will be, along with the penalties against the Fire Department failing to check his certifications!
