Why Do We Hire Police Officers? To Serve And Protect!

NOT in the Salisbury Police Department, that is. This Post is NOT directed at the Officers working the beat. It is directed at the third floor decision makers.

More than a month ago a local prostitute was murdered in the City of Salisbury. Yes, I said MORE than a month ago. Some two weeks ago her body was found but she had already been dead and lying there for a minimum of two weeks, some tell me a month.

Two weeks have passed by since her body was found and guess what, NOTHING! Let me step back for a moment though because I have a story to tell you. I mentioned the day the woman was found dead that I had received some Intel information on the suspected murderer. YOU have still NOT received all the information they have shared with the Daily Times. There's been NO PRESS RELEASE given out, even though they knew I had the Intel Information, they refused to allow Salisbury News any heads up on when it might be OK to release this information.

This is just one reason why I think Chief Webster sucks at what he does. However, it gets worse. You see, the guy they're looking for has a habit of getting a prostitute in his silver vehicle with Delaware Temporary Tags and at some point he likes to throw them out of the vehicle, sometimes while moving.

Recently I received a photograph of the deceased woman who had been murdered and I forwarded it to the entire City Council. I wanted them to see first hand just how horrible this crime was. I wanted them to see that her face was blown off and the maggots that were eating her entire body. For those of you council members who were wondering what all those white specs were in the photo, that was maggots.

You see Ladies & Gentlemen, the real story here is, this could have been YOU! This could have been one of your children. This could have been your Wife or your Mother! WHY in God's name wouldn't the Chief of Police let the public know this guy was a SUSPECT even before there was a murder? Then once they found this woman's body, why did it take 2 weeks to casually and selectively release the information about the suspect?

SERVE & PROTECT is the very beginning of YOUR JOB, Chief Webster. I think it's more like, "Forgotten Where You Came From" is more like it! Let me go back just a little bit here Folks. I want to make this very clear. They waited two weeks to let everyone know SOME of the details from this murder and their suspect. They knew about the suspect for far longer than that but even more importantly, this woman had been DEAD for more than a MONTH! So take the two week thing out of your mind and realize that they have allowed a KILLER loose on the streets in which you let your Wife go here and there independently, yet there was a killer running around and they didn't let you know of ANY clues as to what he was driving, the color of the car, the temporary tag, the fact that he's black, NOTHING!

Chief Webster and Barrie Tilghman do not SERVE AND PROTECT, they're control freaks and risked the lives of thousands of people and I'm sorry, I think that's BS! Yes, I have sent a letter expressing these thoughts to the City Council and I told them I would NOT post the picture of this woman as I can assure you, most would have nightmares for months, it's that horrific. A part of me wants YOU to see it so you know just how serious a crime and murder this was. I actually held back from showing the picture because the Parents are still alive and I would NEVER want to see my child like this, EVER! Trust me, nor would you.

So call me a pain in the ass. Rag on me about what I do here, I don't care. I am serving and protecting the Citizens in the best way I know how, like it or not. I closed my letter to the Council stating I felt the Mayor and Chief would better serve the Public by NOT driving to Annapolis and Baltimore meeting with the COMPTROLLER and or the FBI trying to go after me personally and or the former Sheriff Hunter Nelms.

In the mean time, the killer is still on the loose, so don't forget that Folks. Why is no one scared right now? Because the Daily Times gave it a little blurb, many of their old customers don't buy the paper any more and they rely on Salisbury News now. Perhaps the Chief of Police and or the Mayor would like to hold a Press Conference and or give out a Press Release and we can give you more details?

Until then, your children are at the Mall. Do they know what vehicle to look out for? Do they have a description of a KILLER that has been on the loose for more than a month? I suggest you call the Mayor or Police Chief and demand some immediate answers!

IMO, the Mayor and Chief have served and protected their own a$$es, not yours.

By the way, how do we know the guy that broke into the home on Johnson Lake wasn't the same guy that murdered the young woman? Then again, how would you know what he looks like, since the Mayor and Chief won't release all the information. There was no press release on that home invasion either.

  2. I don't "let" my wife go anywhere. She is free to go anywhere she wants. To your larger point-isn't it possible that letting out certain details could ruin the investigation? I'm no cop, but it seems like investigators may want to keep some details to themselves.

  3. CYA and denial stink. We little citizens of SBY are unaware of the gang problems, drugs, and violent crimes that plague our community. If the Cheif and the Mayor refuse to acknowledge violent crime in Salisbury, it must not be happening. By the way, I was just willed $100,000,000 by an unnamed benefactor from South Africa. All I had to do was give them my account and routing numbers. YIPPEE!!!

Let's hope that in next year's mayoral election, whether Barrie or Bubba runs as the landlords' candidate, voters remember that they are responsible for the crime situation that exists -- in the latest budget, they opposed any increase in the police department, and have done nothing to get better top level leadership in that department. Yes, that means the chief.

    Good post and also that one yesterday about Shields' letter to someone who complained about the crime problem. Until she, Smith and Comegys no longer control the Council, things won't get better, despite who replaces Tilghman as mayor next years (that's a given).

  8. You're darned right, Joe. Every word! It bgoggles my mind that important information on the suspect's appearance and car was not IMMEDIATELY made public. I have 13 and 15 year old granddaughters who live not far from where the "ladies of the evening" (or afternoon, or morning...) do their thing. If one hair on their heads were to be harmed by this man, I'm not really sure who I'd go after first with a tire iron: the suspect, the mare, of the Chief of Police.

    The mare and the chief are playing with people's lives. Bastards!

God forbid but if anything happens toa family member a lawsuit against them would put them living in cardboard homes and living the life that does not exist in Salisbury by the Mare and Chiefy's opinions. Right to carry should be allowed by every law abiding citizen that desires to utilize their rights and crime will drop. People ought to quit harping on Police pay raises when there is proof they are not fulling their duties of enforcing the entire laws now.

  11. you can't release all your info. and remeber that only like 20% of crime is solved every year. With violent crime solving rates higher. but still you can't solve every crime in the matters of days.

  12. Joe, you are always banging on the City Council. The City Council is a legislative body, not administrative. The City Council has no juridiction over personnel. Seems you have a vendetta against the City Council, and that's wrong.

I think what he's trying to say is that although the PD shouldn't release ALL details of the case, they could have released just enough to let the citizens of Salisbury know that there is a potential danger to the community at large. Nothing can be done to bring back the girl who was killed but maybe others can be kept out of harms way by letting them know that something is going on and that there is perhaps reason to fear.

  14. Look at how bad the crime rate has become. They gave those poor beat officers a bull@^%^ pay raise that didn't even cover the cost of living this year. In additional rumor has it the officers will get no raise this year and no more police help to help control crime.

  15. you are wrong the city council can do something about it, they control the purse strings for the mare, cut the zoo budget and hire more police officers

    it is the mare's budget however the majority of council voted for it

    i bet they find the money to replace those old salisbury living signs that are falling off of the poles and cost what? $10,000 but no money to increase police staffing

  16. The Mayor and Chiefy are to busy writting letters to the FBI to worry about their own problems. The city has turned to trash and is a dangerous place. Four murders this year, alone. Great leadership Salisbury, way to go down with the ship. Gangs and thugs are in control of the streets because of disorganized police vs organized gangs.

    We need a county police more than ever, to organize and concentrate efforts rather than police admin fighting each other. This is a clear case of "to many chiefs and not enough indians" and Webster is clearly one to many chiefs!.

    It doesn't have to be that way. Many jurisdictions give council members oversight on different agency's, ie PD or FD.

    This council may be a legislative body, but they are a voice for the citizens. They can put pressure on the mare and cheefy every opportunity they get. They can expose all the wrongs just as Mr. Albero is doing.

    The Daily Times reports SIX arrests from a DWI checkpoint with NINETEEN police officers.

    Hard to believe that you can get a retirement with only 20 years of work doing this.

  20. If the mayor would let people do their jobs with out the confines and fear of retaliation then things would start to straighten out. Mind you only start but that is a truck load better than doing nothing but stroking a putrid ego.

  22. Our police force is only as good as its leadership and our leader on the Police Force leaves a lot to be desired. He's too busy sucking up to the mayor to do the job that needs doing, so Joe is absolutely right on this one!

  23. the 19 police officers weren't spd officers they were county and state, the city police were handling calls. There is no way spd could have 19 free officers to be proactive they need them all to be re active. I wish and hope the chief gets his officers money asap and more help before they starting leaving spd to fend for themselves and go to different agencies

  25. That's what was so great about Paul Martin, he hired people that knew what they were doing, a job to do and held accountable. He wasn't one to act like a control freak and never acted like had to run every department hands on himself.

    He did as any good manager, made sure the people he hired did their jobs. He hired people that had the same goal for Salisbury as the rest of us, never in my wildest dreams would this city ever end up in this shape.

Get a life, and take your head out your *** because you have it shoved so far up there you can't even see that you are not the authority you think you are. Have you ever worked on a police force?   30. Revealing evidence in an investigation is usually not the wisest thing to do. Watching the news was surely not on this latest victims list of things to do, though "these girls" do have their own networks, in which info important to their safey, gets around.
    In 1985 then-Mayor Dianne Feinstein revealed in a news conference crucial evidence in the Night Stalker (Richard Ramiez) case. Evidence revealed included shoe imprints and ballistics. Ramiez promptly ditched the gun and the shoes.

  31. The description of the animal who attacked the Johnson's Lake woman was exactly like one of the thugs who attacked the food delivery woman on S. Delano Avenue. Maybe he'll attack a woman who carries a gun, and the rest will be history.
    He sounds deficient mentally. If someone had already been through my purse and taken my money, there would be no point in asking me where is my cash. It's in your hand would be my answer. Why keep asking unless he thought she had a large sum hidden somewhere, and where would that idea have come from?

  32. Hey, Perry Mason!!! Let the detectives do their jobs, it takes time to do things right. Stop monday morning the investigation. The detectives are running this case not the chief and mayor. If you want to bash them proceed, just dont tie the investigation into it, as there are many professional law enforcement individuals doing their absolute best.

    The CITIZENS should be protected, even if it mneans protecting themselves. There is a killer on the loose and all you want to do is make excuses. Get the Press Release out to EVERYONE and let us tell everyone what they should look out for.

    Your JOB is not just to find the killer, it is to protect us all. Start doing that for once and perhaps we'll be satisfied.

    True,but you forgot to mention that at the same time the authorities also SATURATED the media with descriptions and composite sketches of Ramirez,which inevitably led to his being flushed out and captured.He walked into a neighborhood market and the owner had recongnized him from his police composite and description in the newspaper.Then Ramirez made the dumbest move of his life,tried to steal a car from a guy in a Hispanic neighborhood(Ramirez was Hispanic,shoulda known better)He ended up getting the hell beat out of him by a large mob of these same Hispanic people chasing him thru the streets with pipes and bats til the police came and got him.ALL thanks to the police,who used the media to put his face and modus operandi right out there in the public,thus putting the "heat" on.
    The guy who killed Audrey has little to fear because authorities are sitting on the goods on him.Don't have to give details of the crime itself but enough about the offender to flush him out.

  35. totmom, by the time Ramirez was caught he had been identified and his actual photo (not a composite) had been released to the public.
    While attempting to steal the first car, he saw it unlocked and the keys in it, but failed to see the owner under the car. A fight broke out, and Ramirez tried to get away by stealing another car, being driven by a woman nearby. Her husband hearing the commotion came out and along w/the first attempted theft victim, "detained" Ramirez. They had no idea who he was, until a teenager who had called for help, recognized him.
