How did we get from an $8 million surplus last year to a predicted $4 million deficit next year? What about growth paying for growth? Did that plan fail?
Barrie took $4 million and tossed it in the FY09 budget to balance it. No thought to where it was needed, just tossed it in there. She's leaving it up to the council to decide. In other words, she is setting Debbie Campbell up in a major way. It doesn't matter how fiscally responsible Debbie or Terry are that good ole 3-2 vote will shoot them down every single time.
