If Only The City Of Salisbury Would Do This!

The Council introduced AN ACT TO PROHIBIT THE MAKING OR AUTHORIZING OF AN EXPENDITURE FROM, OR CREATING OR AUTHORIZING AN OBLIGATION UNDER, ANY APPROPRIATION OR FUND IN EXCESS OF THE AMOUNT AVAILABLE IN THE APPROPRIATE OR FUND UNLESS AUTHORIZED BY LAW Mr. Merryweather stated the legislation being introduced was to prohibit the making or authorizing of an expenditure from, or creating or authorizing an obligation under, any appropriation or fund in excess of the amount available in the appropriate fund unless authorized by law. Ms. Baynard clarified that the bill was the result of Council’s budget deliberations and would require that those individuals funded through County, and more particularly, County department heads would stay within budget and that it sets forth penalties for not doing so or entering into obligations without express approval. The Council agreed to proceed with publication of a public hearing on this matter.

  1. Sounds like it is worth putting on the table for discussion on the matter. Something certainly needs to be done about the budgetary process in this town. We are going through the same questions on policy, procedure, that were discussed last year at the very least.
    While I am at it--I agree with the line item and the points made by Mrs Cohen Monday nite on Pac 14 about what is stipulated in the CHARTER!!!
    During these lean and trying times, the government needs to focus on it's charge-public safety issues---and the raises and the fluff and the PORK needs to be minimized and or deleted. Something needs to be done about the city atty salary, too.

  2. Please dont take offense Nalagirl, but there is no reason to have ANY expectation that this 3/2 council would pass ANY charter rules that would bring ANY accountability!!
    Hell those 3 wont pass anything thats good or needed!!!
    Those 3 have to GO!! Before the damage is irreversable!!!!!!!

  3. I agree with Nalagirl and also with hip boots - Nothing will be done because the vote is always 3-2Until one of them wakes up and does their job correctly nothing will ever change. Gary is there to text; Weasal is there to throw someone out; and Shanie (when she is there) is there to sleep, eat or grunt.

  5. We sure let the "Dream Team" builders pull one over on us at the last election. The weasel will never wake up from her "I'm in charge here" attitude and plain old dominance of the only two council members worth anything to the citizens, and I'm sure you know who I mean. We can only hope that we can get to the elections as soon as possible and make the changes then! And I agree with Nalagirl as usual.

  6. Salisbury HAS something in its charter about not overspending and so does state law. I remember that from a couple of meetings ago.

    But nothing's enforced! Who the hell enforces this? Does Dorchester say who enforces it there? Who will dare prosecute it here?
