The Sign Above Says, "Caution, Energized Wires"

It sure makes me wonder if this is actually acceptable by code?

    They look like Comm or Data wires to me, and they lead to the Verizon TelCo cabinet on the right.

    If they are "energized", there is not enough juice to hurt a flea.

    Looks like it is spelled correct to me too.

    Or is this just more graffiti?
