It would be far to costly to taxpayers if a record of every blog and it's administrators had to be maintained so that they could invite everyone.
Also, bloggers should be placed under the same public scrutiny of accurate accounts of information as public media is. Currently there is nothing keeping bloggers from putting up anything they want without checking the facts first.
