Why is delmarva power adding all this crap in the bills they mail out? How is this OK and who's making money from it?

They can sell anything they want because liberal Democrats passed legislation to d-regulate them. Remember when they were Conectiv. They went in the H.V.A.C. and plumbing business and lost 40 million in 4 years. Guess who paid for that?

I think they get paid by companies to put their ads in with the bills.

It was an complete fool named Ralph Nader that sued and won in a liberal court the right to pack public utility bills with all that crap!
I believe he was running the Citizens Utility Board at the time.
