As long as there are rules of engagement there can be no victory.

Boots on the ground excludes private mercenary contractors, send the private contractors and they are free to cut off some heads too! If you want to fight in a gutter, you have to learn to be a ruthless pig, there are no rules of engagement in the gutter!
