Frederick County Council Decides To Cut Excise Tax Rate to Zero

The Frederick County Commissioners have decided to reduce their excise tax fee on builders and developers to zero as a result of a dramatic decline in building. By a vote of 3-1 the Frederick County Commissioners felt that by temporarily eliminating the excise tax might encourage and thus stimulate what can be described as a lifeless construction economy.

Commissioners President Blaine Young said cutting the excise tax will encourage economic growth. And the county could recoup some of the funding losses by attracting jobs and businesses to the area and broadening the overall tax base.

"It (lowering the excise tax) makes us look a little more business-friendly," he said Tuesday. "We're going to benefit all around."

Now - if we could just get the Wicomico County Council to take up a similar cause and thus abolish Wicomico's impact fee - we might just see a few more construction jobs. If they don't take action - well there is a good possibility that more than just 84 Lumber and Allied Building Supplies will disappear from our landscape.

Texas Rep. Ron Paul, long dismissed by the GOP establishment as a fringe candidate, has broadened his electoral appeal and emerged as a major player in the Jan. 3 Iowa caucuses, according to several recent polls and conversations with a handful of longtime Hawkeye political operatives.

“He has certainly broadened his coalition from the ‘rage against the machine’ types that primarily comprised his supporters in 2008,” said one senior Iowa Republican operative granted anonymity to speak candidly about Paul’s prospects. “The expanded coalition includes more traditional activists — as a number of GOP county chairs have endorsed his campaign, as have a handful of legislators.”

Two recent polls confirm Paul’s momentum in the state...

The composition of the caucus-goers, too, could help Paul whose appeal — much more so than his GOP rivals — expands beyond the typical Republican rank and file.

“[Paul] will benefit more than other candidates from our registration rules as independents, Libertarians [and] Democrats can effectively become Republicans for a night and caucus for Paul,” said one veteran Iowa Republican operative. “Anecdotally, I have encountered more than a few self-described liberals who will caucus for Paul due to his anti-war stance.”

...Paul is an emerging Iowa force in a race that remains as wide open as at any time in recent memory. That means that Paul’s rivals ignore him at their own peril.

Preserving The Status Quo With Artifice And Lies Leads To Systemic Collapse

Suppressing dissent, transparency and fact inevitably leads to systemic collapse-- exactly what we're seeing in the European financial system.

Fortunately for us, when our immune system identifies a cancer cell, the cancer cell can't demand to be saved by threatening to kill the entire system. You see the irony here, of course; the cancer cell will destroy the entire organism/system if it is spared, so its threat to bring down the entire system if it is eradicated is pure self-serving artifice.

This is a precise analogy for the "too big to fail" banks in the U.S. and the Eurozone: once again we are hearing the heavy-breathing threats that a systemic bank failure would destroy civilization. The truth is that preserving the cancerous banking system will inevitably bring down the entire system, so the only way to preserve the global economy is to eliminate the financial cancer now, before it triggers systemic collapse.

The best way to understand this is to consider the economy as a system. All sustainable, stable systems require a free flow of information: multiple pathways of communication, experimentation/mutation and transparent feedback. This essential activity generates the low-intensity instability of volatility and fluctuation.

A system which suppresses information and the low-level instability of dissent and negative feedback thus suppresses the information the system needs to remain stable. Suppressing dissent, facts, transparency and feedback inevitably destabilizes the system. It is ironic, isn't it, that the suppression of dissent, facts and transparency creates the surface illusion of stability, but it is only a facade. Beneath the surface, the lack of information and low-level fluctuation/volatility builds up system instability which is suddenly released as non-linear, chaotic volatility and collapse.

What Europe, the U.S., China and Japan have now are leaderships that substitute lies for fact, obfuscation for transparency, artifice for feedback and propaganda for communication. The essential negative feedback of dissent has been choked off, leaving only self-reinforcing positive feedback loops in the system, feedback that inevitably leads to runaway collapse.

The Police State vs. Occupy Wall Street: This Is Not Going To End Well For Any Of Us

Right now, we are watching the early rounds of a heavyweight fight between two extremely determined opponents. Occupy Wall Street has no plans of losing this fight and neither do law enforcement authorities. Perhaps those running the show actually believed that raiding Zuccotti Park and more than a dozen other "Occupy camps" around the nation would end these protests, but that is just not going to happen. Whatever your opinion of Occupy Wall Street is, everyone should be able to agree that this is one dedicated bunch. They are absolutely obsessed with their cause and in response to the recent raid on Zuccotti Park organizers are calling for “a national day of direct action” on Thursday. But if Occupy Wall Street protesters want to take things to "the next level", they should not underestimate the resolve of the police state. Over the past decade, the homeland security apparatus of the federal government has been slowly but surely turning this country into a "Big Brother" police state. Today, our law enforcement authorities are obsessed with watching us, listening to us, tracking us, recording us, and gathering information on all of us. We are constantly reminded that we live in a prison grid (just think about what they do to you before you are allowed on an airplane) and they are not about to put up with anyone challenging their authority or their control. Have you even known parents that constantly feel the need to prove that they are "the boss" of their children? Well, that is essentially what the homeland security apparatus in this country has become. All over the United States, law enforcement personnel are taught that every American is a potential terrorist and they are actually trained to "act tough", to bark orders at us and to not let anyone question their authority. If Occupy Wall Street believes that it can get the police state to "back down", they are sorely mistaken. Hopefully everyone will cool off a bit as the temperatures go down this winter. But if we do see a "cooling off", it probably will not last for long. As the U.S. economy continues to get worse, these kinds of protests are going to keep growing and they will become even more intense. Eventually, mass civil unrest will cause the streets of many of our major cities to closely resemble war zones. When it is all said and done, this is not going to end well for any of us.

Fake Terror Plots, Paid Informants: The Tactics Of FBI 'Entrapment' Questioned

Critics say bureau is running a sting operation across America, targeting vulnerable people by luring them into fake terror plots

David Williams did not have an easy life. He moved to Newburgh, a gritty, impoverished town on the banks of the Hudson an hour or so north of New York, at just 10 years old. For a young, black American boy with a father in jail, trouble was everywhere.

Williams also made bad choices. He ended up going to jail for dealing drugs. When he came out in 2007 he tried to go straight, but money was tight and his brother, Lord, needed cash for a liver transplant. Life is hard in Newburgh if you are poor, have a drug rap and need cash quickly.

His aunt, Alicia McWilliams, was honest about the tough streets her nephew was dealing with. "Newburgh is a hard place," she said. So it was perhaps no surprise that in May, 2009, David Williams was arrested again and hit with a 25-year jail sentence. But it was not for drugs offences. Or any other common crime. Instead Williams and three other struggling local men beset by drug, criminal and mental health issues were convicted of an Islamic terrorist plot to blow up Jewish synagogues and shoot down military jets with missiles.

Even more shocking was that the organisation, money, weapons and motivation for this plot did not come from real Islamic terrorists. It came from the FBI, and an informant paid to pose as a terrorist mastermind paying big bucks for help in carrying out an attack. For McWilliams, her own government had actually cajoled and paid her beloved nephew into being a terrorist, created a fake plot and then jailed him for it. "I feel like I am in the Twilight Zone," she told the Guardian.

Lawyers for the so-called Newburgh Four have now launched an appeal that will be held early next year. Advocates hope the case offers the best chance of exposing the issue of FBI "entrapment" in terror cases. "We have as close to a legal entrapment case as I have ever seen," said Susanne Brody, who represents another Newburgh defendant, Onta Williams.

Some experts agree. "The target, the motive, the ideology and the plot were all led by the FBI," said Karen Greenberg, a law professor at Fordham University in New York, who specialises in studying the new FBI tactics.

Rock Fan Kills Himself After Concert Left Him With Tinnitus

A British rock music fan stabbed himself to death after a night out watching U.S. band Them Crooked Vultures left him with severe tinnitus, a coroner's investigation reported.

Robert McIndoe, 52, was unable to sleep for three months after seeing the band – made up of former band members from Led Zeppelin, Foo Fighters and Queens of the Stone Age – at the Brixton Academy, south London.

His psychiatrist, Dr. Helen Stinson, said, "He accepted death as a side-effect of stopping the noise," the Daily Mirror reported Friday.

Lawyer: Mom Starved 28-lb. Teen Girl To Death

(AP) CINCINNATI - A mother and a nurse were charged Thursday in the death of the woman's 14-year-old daughter, who had cerebral palsy and weighed only 28 pounds, a prosecutor said.

A Montgomery County grand jury in Dayton indicted the mother and the nurse on involuntary manslaughter charges. Two other nurses were indicted on lesser charges of failing to report child abuse or neglect. All were being held in the county jail, prosecutors said.

Brain Imaging Captures Female Orgasm In Action

Rutgers researchers have peeked inside the brain during one of the body’s most private sensations – orgasm.

Psychology professor Barry Komisaruk and colleagues captured the crescendo of brain activity in a series of functional magnetic resonance imaging snapshots taken over seven minutes. They then transformed the images into a colorful animation – the brighter the color, the more activated the brain is.

“We’re looking at the sequence of brain regions that get recruited at increasing intensity leading up to orgasm,” said Komisaruk. “It’s such a compelling behavioral and sensory phenomenon with so many implications and so little understanding.”

Gov. Martin O'Malley has revived a simmering political dispute over the University of Maryland law school's role in a lawsuit accusing an Eastern Shore farm and the Perdue poultry company of polluting a tributary of the Chesapeake Bay.

In a letter that became public Thursday, O'Malley wrote to law school Dean Phoebe Haddon this week to complain about the "ongoing injustice" of the environmental law clinic pursuing "costly litigation of questionable merit" against Alan and Kristin Hudson, who raise chickens for Perdue on their Worcester County farm.

Governor Calls Lawsuit By Environmental Group Against Hudson Farm An “Injustice”

SaveFarmFamilies.org today thanked Maryland Governor O’Malley for supporting Alan and Kristin Hudson, the owners of a small farm family near Berlin, Md., who have been the target of misguided environmental litigation brought by the Waterkeeper Alliance.

In a letter to Phoebe Haddon dean of the University of Maryland School of Law, which joined the Waterkeepers in its lawsuit against the Hudsons, Governor O’Malley expressed concern about the University’s involvement in the litigation and stated that the case “perpetrates a great injustice”.

In his letter, the Governor questions whether the environmental group’s claims can be substantiated. He also suggests that Maryland Law clinic should have in fact been helping the Hudsons, not the well-funded out-of-state environmental group which is benefitting from “the economic weapon of unlimited litigation resources”. The New York-based Waterkeeper Alliance raised more than $3.5 million in 2009 according to tax records available online.

Governor O’Malley states: “Corporations can defend themselves against such questionable suits even from deep-pocketed litigants. But the Hudsons must retain their own representation and, due to extensive legal fees, they now face possible bankruptcy and loss of their land. They face this possibility even if, as is quite possible, they are ultimately exonerated from the environmental wrongdoing alleged by this suit–a suit that persists notwithstanding the facts found by the Maryland Department of the Environment.”

“The entire Maryland farming community appreciates the Governor’s support of the Hudsons,” said Lee Richardson, president of the Wicomico County (Md.) Farm Bureau and a SaveFarmFamilies.org member. “We hope the Governor’s support will help increase awareness of the immense harm this misguided litigation has caused the Hudson family and the implications it has for the entire Maryland agricultural community,” Richardson added.

Because of the suit, the Hudson family is facing possible bankruptcy because of enormous legal bills and has had a hard time securing the credit they need to keep their farm running.

“We are truly grateful to the Governor for his support,” said Alan Hudson. “This farm has been in my family for four generations and the thought of losing it is devastating. We want to thank the Governor and all of our friends and family who have stood by us during this ordeal,” Hudson added.

Obama Urges Americans To Quit Smoking

President Barack Obama recently gave up smoking, and he’s recorded a video urging others to do the same.

The President made his video for the 36th anniversary of “The Great American Smokeout,” an American Cancer Society campaign designed to help smokers quit or make a plan to quit.

"The fact is, quitting smoking is hard," Obama says in the video. "Believe me, I know.”

According to Fox News, Obama started smoking when he was a teenager. He quit with the help of nicotine gum last year, and his latest medical report, released Oct. 31, declared him “tobacco free,” The Associated Press reported.

Congressional Republicans are still trying to persuade Americans that they are focused on job creation, but each time they propose another piece of legislation, it is exposed as a gimmick that will do little, if anything, to create jobs. Such was the case with their anti-regulatory policies, their attempts to repeal health care reform, and virtually every other policy proposal they have brought forth.

Next up in that line, unfortunately, is a rehashed form of a radical Balanced Budget Amendment, a plan that according to recent analyses would actually cost America 15 million jobs. New West OC Hotel Plans OK’d

SNOW HILL -- Though there’s no timeline for construction in place yet, the approval process for a new hotel in West Ocean City has all of the t’s crossed and i’s dotted. In authorizing the hotel, questions were raised amongst the Worcester County Commissioners about the current 45-foot height limitation for buildings in the area’s zoning. The new hotel, which has not been identified, is designed to have 81 rooms and will be located off Route 50 west of the Alamo.

Major Tobacco Companies Drop Legal Challenge To Delaware’s Enforcement Of Tobacco Settlement

The major tobacco companies who make millions of dollars in annual payments to Delaware, as part of a landmark 1998 settlement between the states and tobacco manufacturers, have dropped a legal challenge to Delaware’s enforcement of that settlement.

The legal challenge, which began in 2005, claimed that in 2003 Delaware did not satisfy its obligation to regulate smaller tobacco companies that were not participants in the settlement agreement. If the companies had prevailed in the dispute against Delaware, the state had faced a potential loss of between approximately $4.5 million and $24 million.

Medical Pot Could Be Coming To A Dispensary Near You

WASHINGTON -- They're lining up to grow and sell pot in the nation's capital.

The District's Department of Health has received 17 applications to sell medical marijuana. The deadline for applicants was Tuesday at noon. The city will only award up to five licenses for medical marijuana dispensaries.

In addition to the five retail sites in D.C., there will be up to 10 cultivation sites where the marijuana will be grown. Twenty-eight applicants are vying for those permits. Applications are due Sept. 16.

Syracuse University Head Basketball Coach Defends Assistant Accused Of Molesting Ball Boy

Syracuse police are investigating an allegation that long-time Syracuse University assistant men's basketball coach Bernie Fine molested a team ball boy for more than a dozen years.


The alleged victim, Bobby Davis, now 39, told ESPN's Outside the Lines that the molestation started in 1983 when he was in seventh grade.


Davis said the alleged abuse took place at Fine's home, Syracuse basketball facilities and on road trips, including the 1987 Final Four.

(CNN) -- A nondescript white warehouse building in southern California hid a sophisticated drug smuggling tunnel that traffickers used to transport tons of marijuana from Mexico into the United States, authorities said.
Investigators on both sides of the border seized more than 14.5 tons of marijuana in connection with the tunnel's discovery this week, U.S. Immigration and Customs Enforcement said in a statement Wednesday.

Suspect:

Resume:
Seaford, DE- Delaware State Police are actively looking into a home invasion that took place late Tuesday evening in Seaford.

On Tuesday November 15th at approximately 10:15 p.m., Troopers responded to the 8000 block of Nylon Avenue, Seaford after a roommate of a 26 year old female victim alerted 9-1-1 dispatchers she had been held at gunpoint. The investigation revealed two black males entered the residence through the front door brandishing handguns and wearing disguises. The suspects then pointed a gun at the female’s head while they taped her mouth and hands. The suspects demanded money from the victim and made off with an undisclosed amount of U.S. currency and two cell phones. The suspects then fled the residence in an unknown direction.

The victim was uninjured in this case.

Dover, DE- Delaware State Police Detectives have made an arrest in an early evening shooting that occurred at Premier Village Apartments.

On Wednesday November 16th at approximately 8:00 p.m., State Troopers responded to Premier Village Apartments for a report that a male subject had been shot in the face. Upon their arrival, Troopers were informed that a 38 year old male victim had been in a verbal altercation earlier in the evening with a group of teenagers. This in turn, led to another confrontation with Aaron Johnson, 24.

Witnesses to the account observed the victim approach Aaron Johnson and exchange words. The victim continued to taunt Johnson who then removed a handgun from his waistband and fired one shot striking the victim in the face.

Johnson initially fled the scene, but was apprehended a short time later at his residence in Cheswold. He was transported back to Troop 3 where he was arraigned on his charges and committed to James T. Vaughn Correctional Center on $55,000.00 secured bail.

The victim was transported by EMS to Kent General Hospital and admitted with non life threatening injuries.

Tractor Trailer Catches Fire on Coastal Highway

Vehicle #1 – 2009 International Harvester Truck pulling a 2008 Great Dane Trailer

Resume:
Lewes, DE- Delaware State Police investigated a tractor trailer fire just south of five points Lewes which impacted early evening traffic.

At approximately 6:55 p.m. Philip W. Jones was operating his 2009 International Harvester Tractor Trailer southbound on Coastal Highway when he observed sparks coming from behind the cab. Mr. Jones was able to pull the 18 wheeler to the shoulder of the roadway and locate flames coming from the refrigerator unit of the trailer. As he tried to get his fire extinguisher from the cab, flames over took the compartment and he was able to escape the truck without any injuries.

The trailer Mr. Jones was hauling, contained non-flammable goods which were being transported to a local Wawa store. Lewes Fire Company responded to the scene and was able to put out the fire.

The roadway was shut down for approximately two and a half hours as the crash was investigated and cleared.

Mr. Jones was not cited by State Police.

Newark Woman Pleads Guilty To Software Piracy

A Newark woman is facing five years in prison and a $2 million fine after pleading guilty to operating software piracy websites.

The U.S. Attorney's Office says 34-year-old Jamie Lynn Snyder pleaded guilty to one count of criminal copyright infringement for her role in operating a group of websites that were unlawfully selling hundreds of popular computer software products at a fraction of their value.

Man Arrested On Child Porn Charges In Undercover Sting At Crofton Library

Maryland State Police arrested a 24-year-old man during a sting at a public library in Crofton and charged him with distributing child pornography over the Internet.

Robert J. Hudson 2nd, of the 1000 block of Christmas Lane in Gambrills, faces up to 20 years in prison if he is convicted.

Convicted Laurel Murderer Denied Commutation

Delaware's Board of Pardons has denied a convicted killer's request to commute his life sentence.

James Waller was sentenced to life in prison in 1978 for the kidnapping, robbery and murder of 67-year-old John Horstman of Laurel.

Waller, now 67 himself, told the pardons board on Thursday that he is in poor health and would like to spend his remaining time helping others.

Hanover Trucking Firm Shut Down As 'Imminent Hazard'

The federal government has shut down a Hanover trucking company, citing a long list of safety hazards including a fatal crash in August.

The Federal Motor Carrier Safety Administration, or FMCSA, declared Gunther's Transport LLC to be an "imminent hazard to the public" and ordered the company to halt operations.

"This finding means that based upon your present state of unacceptable safety compliance, your failure to adequately establish and maintain safety management systems, your failure to ensure your drivers are qualified, and the condition of your commercial motor vehicles, your motor carrier operation substantially increases the likelihood of serious injury or death if not discontinued immediately," federal officials wrote in their order.

Lewes Approves Bay Avenue Traffic Changes


LEWES — Lewes Mayor and City Council have approved changes for Bay Avenue including reducing the speed limit, changing the traffic pattern and designating specific streets for use by emergency vehicles.

The changes will be implemented after road work is complete. The panel voted to approve each change at its Nov. 14 meeting.

The $3 million project is the most extensive road reconstruction work ever undertaken by the city and Lewes Board of Public Works.

Getting Ready For Winter

DelDOT employees participate in annual snow plow inspection

Middletown -- Looking like they just rolled off the assembly line, hundreds of trucks and tractors owned by the Delaware Department of Transportation (DelDOT) are being lined up and inspected as part of DelDOT's preparations for the snow season.

Statewide, about 450 pieces of equipment are inspected every fall, when mechanics look for everything from tire wear to lights, while also checking to make sure that every part of the truck or tractor works perfectly.

"We ask a lot of our people and our equipment, so it's important to make sure that we keep our equipment in excellent condition," said DelDOT Secretary Shailen Bhatt. "I've visited many of the inspections this year, and I'm pleased to see that our equipment, and our people, are ready for the winter."

Bhatt said he's been impressed by the maintenance of the equipment. "The taxpayers would be proud to see the amazing condition of these trucks," he said. "We take meticulous care of our equipment so that we can operate them for many years. I've seen trucks that look like they drove right from the showroom floor, only to learn that the truck has been through six, seven or eight winters. Our equipment operators and mechanics deserve a great deal of thanks. It's truly a privilege to be their secretary."

The inspections started at the Harrington Maintenance Yard on November 2, and will end November 17th at the Bear Maintenance Yard.

With 14 million people unable to find work and job prospects seemingly bleak, why are more employees calling it quits?

According to government data released last week, in the first nine months of the year, about 17.3 million people left their jobs by choice. Congress Passes Continuing Resolution, Avoids Another Shutdown Threat

Washington, D.C. (CNN) - Congress passed a temporary spending measure on Thursday that will keep the federal government funded and open for business until December 16. The continuing resolution was necessary because the federal government is set to run out of money by midnight Friday.

The House passed the measure by a vote of 298-121 Thursday afternoon, and the Senate followed suit Thursday evening, passing the measure 70-30.

Herman Cain First GOP Candidate To Get Secret Service Detail

Herman Cain will soon have a U.S. Secret Service security detail, the agency said Thursday, which would make him the first Republican presidential candidate with such a level of protection.

By law, major presidential candidates and their spouses automatically get Secret Service protection within 120 days of a presidential election. But the secretary of Homeland Security may also grant protective status to other candidates based on recommendations of an advisory committee composed mainly of congressional leaders.

Cain was in New Hampshire on Thursday, without a protective detail. Edwin Donovan, a Secret Service spokesman, would not say when precisely that would begin but that it would be soon.
