Attorney General Barr Appoints Nine New U.S. Attorneys to Advisory Committee
Attorney General William P. Barr today announced the appointment of the following nine U.S. Attorneys to serve on the Attorney General’s Advisory Committee (AGAC): David Anderson, Northern District of California; Scott Brady, Western District of Pennsylvania; Maria Chapa Lopez, Middle District of Florida; Halsey Frank, District of Maine; Erica MacDonald, District of Minnesota; Christina Nolan, District of Vermont; Zach Terwilliger, Eastern District of Virginia; Tom Kirsch, Northern District of Indiana; and Nicholas Trutanich, District of Nevada.
“I am pleased to appoint these nine outstanding U.S. Attorneys to this key advisory committee. I am confident that they will serve with distinction,” Attorney General William P. Barr said. “The U.S. Attorneys who comprise the Attorney General’s Advisory Committee play a critical role in carrying out the Department of Justice’s important work, including its efforts to reduce violent crime, combat the opioid crisis, protect the most vulnerable, and enforce the rule of law.”
The Attorney General also thanked the following U.S. Attorneys who have completed their terms and are rotating off the committee: Louis Franklin, Middle District of Alabama; Robert Higdon, Eastern District of North Carolina; John Huber, District of Utah; Rob Hur, District of Maryland; Jeff Jensen, Eastern District of Missouri; Andrew Lelling, District of Massachusetts; Joshua Minkler, Southern District of Indiana; Richard Moore, Southern District of Alabama; Bryan Schroder, District of Alaska; and David Weiss, District of Delaware.
Chaired by U.S Attorney for the District of Columbia, Jessie K. Liu, the AGAC represents the voice of the U.S. Attorneys and provides advice and counsel to the Attorney General on policy, management, and operational issues impacting U.S. Attorneys’ Offices.
Attorney General Barr also announced that U.S. Attorney for the Northern District of Texas Erin Nealy Cox, a current member, will replace U.S. Attorney John Huber as the Vice Chair of the AGAC.

Dems launch longshot bid for DC statehood at rare hearing, as Republicans hammer local corruption
House Democrats, in their first hearing on D.C. statehood in more than 25 years, on Thursday advocated for the District of Columbia to become the country’s 51st state as Republicans raised concerns about recent corruption scandals involving local D.C. officials.
Critics of D.C. statehood have long cited local corruption as one reason to oppose statehood.
Ohio Rep. Jim Jordan, the top Republican on the House Oversight and Reform Committee, said he wanted Thursday’s hearing to delve into the ongoing scandal involving D.C. Councilman Jack Evans.

Michigan grandfather dies nine days after contracting mosquito-borne EEE virus
Nine days before his death from the mosquito-borne Eastern equine encephalitis (EEE) virus in August, Gregg McChesney, 64, was strong and healthy, helping his brother build docks.
In just a little over a week, the grandfather and artist from Kalamazoo was brain dead.
He was one have three people who have died of EEE this year in Michigan, where a total of seven cases have been reported.
The virus, which causes life-threatening brain-swelling and kills 30 percent of those that contract it, has been unusually active in the Eastern US this year.
Gregg's family, is still reeling from the loss, but they are urging others to take every precaution - including avoiding swampy areas and wearing DEET repellent - to protect themselves from the rapid, catastrophic disease.

Will Chicago Be The Largest US City To Declare Bankruptcy?
The city of Chicago is in dire fiscal and financial straits with an almost billion dollar budget deficit, bonds rated at junk status or below, numerous extremely costly legal judgments, a shrinking tax base, and unfunded public pension liabilities to the tune of an astonishing $42 billion.
Other than that, it's a great place to live.
The state of Illinois has its own financial troubles, so the city can expect little or no help there. And good luck getting a federal bailout through the GOP Senate and signed by a president who's been called a "racist" by the mayor.
The shrinking tax base is clear proof that citizens are already over taxed. And since it's Democrats in charge, there won't be much cutting of city services.
The only option for Mayor Lori Lightfoot and the city council is restructuring the city's massive debts. In other words: bankruptcy.

Baltimore City Social Worker Pleads Guilty to Felony Medicaid Fraud
Baltimore, MD (September 20, 2019) - Maryland Attorney General Brian E. Frosh today announced that Celeste Bland-Guary, 54, of Baltimore, pleaded guilty to one count of felony Medicaid Fraud for submitting false claims to the Maryland Medical Assistance Program (Medicaid). Baltimore City Circuit Court Judge Melissa K. Copeland sentenced Bland-Guary to a six-month suspended sentence and placed Bland-Guary on five years of supervised probation. Judge Copeland also ordered Bland-Guary to pay $81,794.04 in restitution to Medicaid. As a condition of the plea agreement, Bland-Guary is required to withdraw as a Medicaid provider and not reapply for five years. Bland-Guary is also prohibited from working for any provider in a federally-funded health care program for five years.
Bland-Guary is a licensed clinical social worker who operated a private mental health practice in Baltimore City where she provided services to Medicaid recipients. From April 2015 through October 2018, Bland-Guary submitted false claims to Medicaid and was reimbursed for services that she did not provide. During the State’s investigation, Bland-Guary produced falsified documentation, including session notes and sign-in sheets.
Attorney General Frosh thanked the Medicaid Fraud Control Unit for prosecuting the case, specifically Assistant Attorney General Tracee Orlove Fruman, Investigator Michael Glenn, and Investigator Julia Foster Tansmore. Attorney General Frosh also thanked the Maryland Department of Health, Office of Inspector General for its assistance.
Maryland Attorney General News Releases Attorney General Frosh Joins Lawsuit Challenging Trump Administration’s Attempt to Preempt California’s Authority to Maintain Longstanding Clean Car Standards
BALTIMORE, MD (September 20, 2019) - Maryland Attorney General Brian E. Frosh today joined a coalition of attorneys general in filing a lawsuit against the National Highway Traffic Safety Administration (NHTSA) to challenge the Trump Administration’s unlawful regulation designed to preempt California’s greenhouse gas emissions and Zero-Emission Vehicle (ZEV) standards. These standards— authorized in 2013 by a waiver from the Environmental Protection Agency (EPA) and followed in part or whole by 13 other states, including Maryland, and the District of Columbia — are a key part of state efforts to protect public health and the environment. In the lawsuit, the coalition asserts that this Preemption Rule is unlawful and should be vacated.
“Reversing course in the country’s efforts to reduce air pollution from passenger vehicles is unlawful, irresponsible, and endangers the health of our children and our environment,” said Attorney General Frosh. “Wiping out these common sense standards undermines successful efforts made by states, including Maryland, to combat greenhouse gas emissions.”
Under the federal Clean Air Act, California may apply for a waiver from EPA to set its own vehicle emissions standards that are at least as protective as the federal government’s standards, and EPA must approve the waiver, unless it makes certain findings. Over the past 50 years, the EPA has granted 100 waivers to California. As a result of California’s vehicle emissions program, the state and others who have adopted the standards have reduced emissions by hundreds of thousands of tons annually, encouraged the development of emission controls technologies, and paved the way for stronger federal standards.

Report: Virginia Colleges Use Racial Considerations in Admissions Process
The Center for Equal Opportunity released a report this month that shows colleges in Virginia, including those considered elites on the university landscape, are considering race in the admissions process.
The center’s research fellow, Althea Nagai, compiled the report focused on five public universities in the commonwealth: University of Virginia, William & Mary, Virginia Tech, James Madison University, and George Mason University.
“We uncovered a significant amount of discrimination, especially at the first two schools,” the center said in a press release about the report.
“Over the years, CEO has obtained data, as we did here, from public colleges and universities through state freedom of information laws, analyzed what we found, and released dozens of studies of schools all over the country,” the press release said.

Mayor Bill de Blasio finally pulled the plug on his ill-fated presidential bid that failed to gain more than 1 percent support in national polls — but drew plenty of ire from New Yorkers who elected him to run the country’s largest city.

Charges have been dropped against an Uber driver accused of raping a woman in April.
In May, the driver, who will not be named by The Daily Wire because he is a victim, was charged with sexually assaulting a woman in his SUV after picking her up as a passenger. He was ordered to be held without bail, based on the woman’s claims.
The woman, who has not been named in news articles, claimed the male Uber driver picked her up after she left a party in Franklin, Massachusetts, early one morning. The woman ordered the Uber because she was too drunk to drive to her friend’s house, CBS Boston reported. The woman claimed the Uber driver stopped short of her destination and then raped her for more than an hour in the back seat of the vehicle. She claimed she received bruises on her arm, leg, and back as a result of the attack.
Uber records showed the 3.53 mile trip did last one hour and 13 minutes, but the driver’s attorney, Robert Carmel-Montes, said the woman had spent the hour talking about her problems.

Former President Barack Obama took a thinly veiled swipe at President Trump, saying commanders-in-chief should avoid watching television and scrolling through social media.
"What you have to do is to create a process where you have confidence that whatever data is out there has been sifted, sorted, and the core issues that are going to be important to your decision, you're able to see it around," Obama said in San Francisco on Wednesday, according to CNN.
"And that requires not just a good process but making sure you have a team that's got a diversity of opinion. The other thing that's helpful is not watching TV. Or, you know, reading, you know, social media," he said. "So those are two things I would advise if you're president not to do, because it creates a lot of noise and clouds your judgment."

A photo of Trump boarding Air Force One with money, including a $20 bill, hanging out of his back right pocket led to speculation on social media Wednesday. When asked by reporters late Wednesday about the photo, Trump revealed he carried the money for altruistic purposes.
Pulling out a large wad of cash and holding it up he said, “I do like leaving tips to the hotel. I like to carry a little something. I like to give tips to the hotel. I’m telling you, maybe a president is not supposed to do it, but I like to leave a tip for the hotel, etc.”
Trump also noted the lack of the wallet was because he hasn’t “had to use a credit card in a long time.”

'Piled with garbage': Abortion doctor with thousands of fetuses in cardboard boxes was a hoarder
The abortion doctor who stashed more than 2,245 fetal remains in his garage also hoarded personal property throughout his home in Crete, Illinois, leading to a weeklong investigation by police who remain bewildered about his motives.
Officials from Will County, Illinois, don't know why Dr. Ulrich "George" Klopfer hoarded fetal remains at his home and are transferring the investigation to Indiana, where Klopfer used to perform abortions before he lost his medical license in 2015. Klopfer died Sept. 3 at age 75, and the coroner, Patrick O'Neil, would say only that he appears to have died of natural causes.

A Florida resident has been arrested after allegedly making a racially-motivated threat against a prospective candidate for city council in Charlottesville, Virginia, The Hill reports.
Daniel McMahon, 31, of Brandon, Florida, has been charged with “willful interference with a candidate for elective office, bias-motivated interference with a candidate for elective office, threats to injure in interstate commerce and cyberstalking,” according to the indictment, which was unsealed on Wednesday.
Prosecutors allege that McMahon threatened an unnamed candidate with the initials “D.G.,” who is said to be an “African-American resident of the city of Charlottesville, Virginia, [who] decided to run for the Democratic nomination to the Charlottesville City Council.”
“As alleged in the indictment, this defendant was motivated by racial animus and used his social-media accounts to threaten and intimidate a potential candidate for elective office,” U.S. Attorney Thomas T. Cullen said in a statement.

'Equal-opportunity attacker': Sharpton bristles at Gaetz confrontation in chaotic House hearing
A House Judiciary Committee hearing about police brutality devolved into chaos after Republican Florida Rep. Matt Gaetz confronted Al Sharpton over things he has said over his long career of controversial statements.
Gaetz, 37, brought up an old resolution MSNBC host Joe Scarborough introduced when he was a congressman, which condemned Sharpton for "racist and anti-Semitic views," including calling Jews "blood-sucking Jews" and "Jew bastards."
"They are patently untrue," Sharpton said. "I never said that."
Gaetz pressed Sharpton on whether he had ever called Jews "white interlopers" or "diamond merchants," and Sharpton admitted he called one person an "interloper," though he did not know he was Jewish.

White House Extends 100,000 Work Permits for H-1B Wives from India
The Department of Homeland Security has again delayed a plan to cancel 100,000 work permits which were printed for the Indian spouses of H-1B visa workers by President Barack Obama.
The announcement, by choice or not, is a political gift to the growing Indian diaspora in the United States, and it comes just a few days before President Trump attends an Indian political rally for the Indian Prime Minister in Houston, on September 22.
“At this point, DHS has informed counsel that it believes the earliest possible publication date for that [H4EAD cancellation] rule would be in spring 2020,” said a September 16 letter to a judge who is overseeing a lawsuit against the program. “Although that time frame is aspirational,” the letter added.
The rule was drafted at the U.S. Citizenship and Immigration Services agency to help implement President Donald Trump’s “Hire American” Inauguration Day promise. But it has been held up by reviewers at the White House’s Office of Management and Budget amid business groups lobbying to keep the visas.

The U.S. Department of Justice has recently sued the Baltimore County government alleging that its written test for police officer recruits was unfairly biased against black applicants. It turns out that black applicants failed the written test at a rate much greater than white applicants. That results in fewer blacks being trained and hired as police officers. John A. Olszewski Jr., Baltimore County Executive said: "A law enforcement agency should look like the community it serves. As I have said repeatedly since taking office, I am committed to increasing diversity in the county's Police Department."

In 13 of Baltimore's 39 high schools, not a single student scored proficient in math. In five Baltimore City high schools, not a single student scored proficient in math or reading. Despite these academic deficiencies, about 70% of the students graduate and are conferred a high school diploma. A high school diploma attests that the holder can read, write and compute at a 12th-grade level. Obviously, the diplomas conferred on students who have not mastered reading, writing and computing are fraudulent.

Union Theological Seminary Holds ‘Confession to Plants’ in Chapel Ceremony
New York’s non-denominational Union Theological Seminary (UTS) held a ceremony Tuesday where members of the community placed plants in the center of the chapel and confessed their sins to them.
“Today in chapel, we confessed to plants,” UTS tweeted, together with a picture of the ritual. “Together, we held our grief, joy, regret, hope, guilt and sorrow in prayer; offering them to the beings who sustain us but whose gift we too often fail to honor.”
On Wednesday, after receiving a fair amount of derisive feedback, the seminary sent out a flurry of tweets defending its actions.
“When Robin Wall Kimmerer spoke at Union last year, she concluded her lecture by tasking us—and all faith communities—to develop new liturgies by which to mourn, grieve, heal and change in response to our climate emergency,” one UTS tweet said. “We couldn’t be prouder to participate in this work.”

GOP Senate Plans Vote to Outsource College Graduate America
Investors are rushing a bill through the GOP-run Senate that would reward Indian college graduates for taking U.S. college-level jobs at low wages from young American graduates.
Utah GOP Sen. Mike Lee will ask the Senate on Thursday to approve his Indian outsourcing bill via “Unanimous Consent.” If no Senator objects, the radical bill will be considered to have passed the Senate.
A similar bill has already passed the House, numbered HR.1044, with the aid of 140 GOP votes.
Both bills are backed by India’s government that wishes to grow its economy by exporting more workers into jobs in the United States, Europe, and the Middle East. The Lee/Harris bill would encourage this outsourcing by rewarding at least 100,000 Indian workers and spouses with green cards each year, up from the current “country cap” award of 20,000 green cards to Indians.
GOP Majority Sen. Mitch McConnell has the power to block the unanimous consent vote, as does any single Democratic or GOP Senator.

State's Attorney Mosby, Maryland AG Frosh Respond To Governor's Order For AG To Prosecute More City Crimes
Baltimore City State's Attorney Marilyn Mosby responded Thursday to an order from Gov. Larry Hogan that requested that Maryland Attorney General Brian Frosh investigate and prosecute more crimes in Baltimore City.
In a letter sent to Hogan, Mosby said she was "completely stunned" to learn about the order through the media.
"While I do not agree with the action you have taken, I’m encouraged that you are showing a sense of urgency in addressing the violent crime that has taken too many lives and destroyed too many families in our community," said Mosby in the letter.
