SPARTANBURG, South Carolina — Former Spartanburg Police Chief Tony Fisher would seem to be a natural supporter of 2020 Democrat Kamala Harris, a career prosecutor in starkly liberal and more mixed jurisdictions.
Fisher, 69, was the first black police chief in Spartanburg, a northwestern South Carolina city of just under 40,000 people, amid a conservative stretch of territory in a Republican-leaning state. Earlier in his career, Fisher was the first black police chief of Takoma Park, Maryland, a decidedly liberal enclave just outside of Washington, D.C.
Harris, a California senator since 2017, previously served for six years as state attorney general and district attorney for San Francisco, an embodiment of American liberalism.

Months after the U.S. Sentencing Commission revealed most federal crimes are executed by Hispanics and involve immigrants and drugs, the Department of Justice (DOJ) reports that foreigners accounted for the vast majority of federal arrests last year. Furthermore, apprehensions in the five judicial districts along the Mexican border, home to a quarter of all drug cases in 2018, have nearly doubled in the last decade. It doesn’t end there; the number of Central Americans captured by federal authorities in the five border districts tripled in one year alone and has risen 30-fold in the last two decades. During the same period, the apprehension of Mexican citizens also increased significantly.
The disturbing figures were released this month by the DOJ’s Bureau of Justice Statistics, the government agency responsible for collecting crime data. In a 25-page report the agency outlines a distressing trend of criminal activity involving foreign nationals, revealing that non-U.S. citizens accounted for 64% of all federal arrests in 2018. “From 1998 to 2018, the share of all federal arrests by country of citizenship rose from 28% to 40% for Mexican citizens, rose from 1% to 20% for citizens of Central American countries, and fell from 63% to 36% for U.S. citizens,” the DOJ report states. The document uses tables and graphs to show an alarming increase in immigration crimes, from 20,942 back in 1998 to 58,031 in 2017 and an astonishing jump to 108,667 by 2018, marking a breathtaking 418.9% increase in two decades.
The five judicial districts along the Mexican border—California, Arizona, New Mexico and western and southern Texas—have experienced an eye-popping 539.6% in immigration-related arrests in the last two decades. Thousands are of “unknown citizenship,” according to the federal statistics, which show a spike of 202 aliens from unknown countries to 6,657 in a few years. Besides immigration violations, drug offenses appear to be the most popular crimes committed by non-U.S. citizens, followed by fraud, alien smuggling and misuse of visas. The overwhelming majority of perpetrators are young men like the ones marching north in the Central American caravan. Judicial Watch traveled to the Guatemala-Honduras border last fall and reported that the caravan mostly included young men. That has placed an enormous burden on public schools, which already spend $60 billion each year to feed and educate immigrants' children. Our schools are already underfunded and overcrowded — they can't handle this flood of foreign pupils.

Drug Investigation Leads to Arrest of Laurel Man- Laurel
Laurel- The Delaware State Police have arrested 31-year-old Rickey A. Hawkins Jr. in connection with the distribution of illegal drugs.
On August 29, 2019, at approximately 9:24 a.m., members of the Sussex Drug Unit (SDU) concluded a one month drug investigation into the matter of Rickey A. Hawkins Jr. With the assistance of Delaware State Police Special Operations Response Team (SORT) and members of Troop 5, a search and seizure warrant was executed at Hawkins’ residence located in the 28000 block of Seaford Road, Laurel. It was learned that Hawkins was staying at the Motel 6 in Seaford, DE, where he was taken into custody without incident.
The search warrant was executed at the residence where drugs, drug paraphernalia and suspected drug proceeds were located in multiple locations throughout the residence, including the following:
- Approximately 2.17 grams of crack cocaine
- Approximately 16.88 grams of cocaine
- Approximately 3.82 grams of methamphetamine
- Approximately .854 grams of heroin (122 bags)
- Approximately 74.79 grams of marijuana
- Approximately 11.2 grams of THC wax
- Over $20,000 in suspected drug proceeds
- Drug Paraphernalia
Hawkins was transported back to Troop 5 where he was charged with the following:
- Possession With Intent To Deliver a Controlled Substance in a Tier 2 Quantity
- Possession With Intent To Deliver a Controlled Substance ( 4 counts)
- Possession of a Controlled Substance
- Possession of Drug Paraphernalia
Hawkins was arraigned before the Justice of the Peace Court and released on $31,000.00 unsecured bond.

Mother of 7 sentenced for trafficking methamphetamine
BROWNSVILLE, Texas — A Waco, Texas mother of seven was sentenced Aug. 22 to more than 12 years in prison for distributing methamphetamine.
This sentence was announced by U.S. Attorney Ryan K. Patrick, Southern District of Texas. This case was investigated by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).
Jackeline Hortencia Ramirez, 34, of Waco, Texas, was sentenced by U.S. District Judge Fernando Rodriguez, Southern District of Texas, to150 months in federal prison.
In October 2018, Ramirez plead guilty to possession with intent to distribute 5.34 kilograms of methamphetamine.

Man accused of putting heroin in wife's cereal, killing her
DAVISON, Mich. (WEYI) – A man is accused of putting heroin in his wife’s cereal and milk which prosecutors say killed her.
It happened at a home in Davison, Michigan back in 2014.
Jason Harris was charged with premeditated murder and is looking at life in prison.
Bishop recalls a chaotic scene nearly five years ago, when Christina Harris was found dead in a home down the street from where he lives, just months after giving birth to the couple’s second child.

A sixth illegal immigrant was arrested in Montgomery County, Maryland, this month for sex crimes; this time, a Salvadoran national accused of molesting a 12-year-old girl and her younger brother.
Nestor Lopez-Guzman, 21, was arrested by Montgomery County Police on Aug. 18. A friend of the 12-year-old victim told a school counselor that her friend had been molested by Lopez-Guzman, according to the police report. The victim then confirmed that the abuse had been occurring over the past six months. Lopez-Guzman also confessed to touching the “private parts” of the victim’s brother, but insisted it was a cultural joke in El Salvador used to make fun of men.
Immigration and Customs Enforcement (ICE) issued a detainer against Lopez-Guzman after his arrest and took him into custody on Aug. 20. He was then released after posting immigration bond on Aug. 21 and is awaiting trial for his alleged crimes.

Location: West Road at Olivia Street, Salisbury, MD
Suspect: Milton Edward Cooper, 64, Salisbury, MD
Narrative: On 26 August 2019 at 2:51 PM, a deputy stopped a vehicle after observing the operator not wearing his seat belt. During a subsequent consent search of the vehicle, the deputy discovered what was identified as crack cocaine and a smoking device in the possession of the front seat passenger, Milton Cooper.
The deputy placed Cooper under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Cooper on Personal Recognizance.
Charges: Possession of Crack Cocaine and Possession of Drug Paraphernalia

The deputy then opened a large gray tote inside the vehicle and found that it was full of unopened items such as underwear and socks, t-shirts, a new book bag and other miscellaneous clothing items. The deputy then focused his attention on a 55-inch Phillips 4K television that was still sealed in the box. All these items appeared like they could have been recently purchased, yet no one in the vehicle had any receipts.
Investigation revealed that the trio had been at the Fruitland Walmart about an hour earlier at which point these items were stolen. With the assistance of store personnel, the three suspects were located on the store’s surveillance video committing the thefts. The recording showed Witherspoon parked out front of the store waiting while West and Griffin committed the thefts inside. Griffin grabbed the plastic tote and filled it up with everything she could while West grabbed the television. Both then strolled straight out of the store without approaching a register, loaded the items in the waiting vehicle where Witherspoon was sitting behind the wheel and the trio then drove away.
The investigation was complicated by the fact both Witherspoon and West provided false names during the investigation. West’s false identity was uncovered quickly, however Witherspoon’s duplicity was not uncovered until after he was booked under his fake name. Both would be discovered to be wanted under their real names.

Maryland prods Pennsylvania to do more to reach Chesapeake Bay clean-water goals
Maryland Gov. Larry Hogan, who has been critical of Pennsylvania’s performance on meeting Chesapeake Bay cleanup goals in the past, has again prodded the Keystone State to do more to reach clean-water goals.
In a letter addressed to Pennsylvania Gov. Tom Wolf and EPA Administrator Andrew Wheeler, Hogan wrote that Maryland has “alarming concerns” regarding Pennsylvania’s progress on meeting clean-water goals by 2025.
Specifically, Hogan wrote that Pennsylvania’s plans fall “far short” of the federally established nitrogen levels, achieving just 73% of the required reduction. Hogan said that Pennsylvania’s plan features what he called “a troubling funding gap of over $300 million annually.”

Germantown Man Indicted On Terror Charge In Alleged ISIS-Inspired Plot
A Germantown man accused of plotting to drive a stolen U-Haul truck into people at National Harbor was indicted on charges of attempting to provide material support to ISIS.
Rondell Henry was arrested in March has been held in federal custody since April 3. He was initially charged with one count of interstate transportation of a stolen vehicle. He pleaded not guilty to that charge.
“Law enforcement is working tirelessly to prevent and disrupt terrorist attacks, whether they come from within or outside the United States," U.S. Attorney Robert K. Hur said in a statement. "We will continue to use every lawful tool at our disposal to find and prosecute those who want to do this country harm. This indictment is the next step in holding Rondell Henry accountable for his actions.”
In the new indictment, prosecutors allege that Henry stole the U-Haul van in Alexandria, Virginia, on March 27 and then drove it into Maryland with designs on using it as a weapon against pedestrians on sidewalks in National Harbor. Police found the stolen truck in National Harbor that same day. On surveillance video, officers allegedly saw Henry parking and exiting the vehicle. Prince George's County police arrested him the next day.

WILMINGTON, Del. – David C. Weiss, United States Attorney for the District of Delaware, unsealed two criminal complaints today charging two men with drug trafficking offenses in Delaware. Both men are detained pending further proceedings.
According to statements at the press conference and court documents, Julian Rivera-Villa, age 56, and Ricardo Perez-Guillen, age 40, of Gloucester City, New Jersey were charged in federal court in Wilmington last week in connection with sales of fentanyl-laced fake Oxycodone pills in Delaware. Perez-Guillen was arrested after selling a kilogram of heroin and 600 fake Oxycodone pills containing fentanyl in New Castle, Delaware. Rivera-Villa was arrested outside the residence he shared with Perez-Guillen in Gloucester City, New Jersey. A subsequent search of that residence yielded approximately 7 additional kilograms of heroin; 3 kilograms of cocaine; 14,000 fake Oxycodone pills that tested positive for the presence of fentanyl and over $28,000 in cash. Law enforcement also seized another 2 kilograms of heroin from a car registered to Perez-Guillen. Those kilograms of heroin were hidden in traps located behind the car’s rear seats.

Senate Judiciary Committee Chairman Lindsey Graham is weighing in on the newly released Inspector General report about repeated misconduct by fired FBI Director James Comey.
"The Inspector General’s report is a stunning and unprecedented rebuke of a former Director of the FBI. This is the first of what I expect will be several more ugly and damning rebukes of senior DOJ and FBI officials regarding their actions and biases toward the Trump campaign of 2016," Graham released in a statement. “I appreciate the time and effort Mr. Horowitz and his team spent documenting the off-the-rails behavior of Mr. Comey regarding the leaking of law enforcement materials to the media. I also appreciate Mr. Horowitz for reinforcing the proper standards expected of senior DOJ and FBI officials. Well done Mr. Horowitz.”

Maryland Health Officials Warn Of Vaping-Related Illnesses
In the last two months, five Marylanders have developed severe lung illness after using electronic cigarettes, state health officials said.
The Maryland Department of Health worked with the Maryland Poison Center at the University of Maryland School of Pharmacy to identify the affected individuals. None of the cases have been fatal and are among nearly 200 such cases of vaping-related illness in 22 states.
Patients reported symptoms including shortness of breath, pain associated with breathing, coughing, fever, nausea, vomiting and diarrhea. Doctors found no clear infectious cause. All of the patients required hospitalization.

Berlin Police Officer Recognized For Recent Efforts To Save Infant
BERLIN – Town leaders recognized Lt. Jeffrey Lawson of the Berlin Police Department this week for his efforts to save the life of an infant.
On Monday, Mayor Gee Williams presented Lawson with a commendation to honor his actions earlier this month when he was confronted by a frantic mother whose baby wasn’t responsive. Lawson’s quick thinking helped save the baby’s life.
“There are a lot of incidents that don’t actually get reported on because it’s not crime, it’s just a matter of public assistance and help,” Williams said. “We thought this was of a special nature. None of us has a greater opportunity to serve the public than our police force.”
Lawson, a 23-year member of the Berlin police force, was praised for the “decisive thought and quick action” he exhibited on Aug. 8 when a mother came into the police department on Decatur Street with a non-responsive three-month-old. Williams said Lawson responded in less than a minute, turning the limp baby over and swiping its mouth. Williams said shortly thereafter liquid leaked from the baby’s mouth and it began to cry and act normally.
