The agency that tracks federal travel did not report hundreds of expensive personal trips aboard government planes for senior Justice Department officials including Attorney General Eric Holder and former FBI Director Robert Mueller, according to a watchdog report.
Congress’s nonpartisan Government Accountability Office determined that the 395 flights cost taxpayers $7.8 million. But the General Services Administration, which oversees such trips, did not require documentation because of a GSA reporting exemption that covers intelligence agencies, even in cases of unclassified personal travel.
The GSA exemption contradicts decades-old executive-branch requirements, specifically guidelines established by President Bill Clinton and the Office of Management and Budget, according to the report. The report said GSA “has not provided a basis for deviating from executive branch requirements.”

President Obama expressed concern Thursday about his party’s prospects in midterm elections, when traditionally Democratic voting blocs are less likely to head to the polls than during presidential contests.
“In midterms we get clobbered – either because we don’t think it’s important or we’ve become so discouraged about what’s happening in Washington that we think it’s not worth our while,” Obama said at a Democratic Congressional Campaign Committee fundraising dinner in Miami, according to a White House transcript of his remarks.

Doctors Work to Diagnose Measles Outbreaks
Measles, a highly contagious and dangerous virus, was thought to have been eradicated from the U.S. with vaccines -- but in recent years outbreaks have been occurring at an alarming rate.
The U.S. Centers for Disease Control reports there was an average of 83 measles cases annually from 2001 to 2011, however for 2014 there have already been 79 cases reported. This is the second year in a row with an increased number of measles cases, in 2013 there were 189 cases of measles reported.
The increase has left health officials and health care centers working to keep infected patients contained and separate from vulnerable populations as they seek treatment.

NYT: ADMINISTRATION SPENDS $17 MILLION A MONTH ADVERTISING OBAMACARE
The New York Times reports that between January and March of this year, the Obama Administration is and will spend $17 million a month advertising for ObamaCare.
From January until the end of March, the Centers for Medicare and Medicaid Services, which runs the HealthCare.gov site and administers the Affordable Care Act, will have spent $52 million on paid media, officials said. Louisiana Bans Use Of Welfare Benefits For Tattoos, Lingerie, Jewelry
BATON ROUGE, La. – Louisiana welfare recipients will be prohibited from spending the federal assistance at lingerie shops, tattoo parlors, nail salons and jewelry stores, under new limits enacted by state social services officials.
The Department of Children and Family Services announced the emergency regulations late Thursday. They cover the Family Independence Temporary Assistance Program — commonly known as welfare benefits — and the Kinship Care Subsidy Program.
Both programs pay cash assistance to low-income families for items like food, clothing and housing.

Brazilian inventors bring free energy device to market
Two Brazilian inventors, Nilson Barbosa and Cleriston Leal, claim to have invented a free energy device and are now selling this device to the public in the Brazilian city of Imperatriz, Maranhão. The device is called the Earth Electron Captor Generator, or “GERADOR CAPTOR DE ELÉTRONS DA TERRA” in Portuguese.
They are presently only offering the device to people who live in the city of Imperatriz. However, they are working to license production with several manufacturing firms that will allow for online sales. Sen. Bobby Zirkin says a Senate committee could combine two marijuana bills.
The Baltimore County Democrat believes a measure decriminalizing small amounts could be added to a medical marijuana bill that already has passed the House of Delegates.
The House has passed the medical marijuana bill, but the Senate's decriminalization bill is lingering in the House Judiciary Committee where it died last year. That committee has scheduled a hearing on the Senate bill for April 1.
Zirkin says lawmakers won't "trade commitments," and he prefers for the bills to remain separate. But he thinks it would be inappropriate to pass one and not the other.

New Details In City Officer Arrested For Having Sex With 14-Year-Old Girl
Court papers released Friday from the Howard County State's Attorney's Office say a 14-year-old girl told Maryland State Police that she was used by a 'pimp' as a prostitute and that one of her 'johns' was a police officer that lived in Howard County.
Wednesday, police arrested Charless William Hagee, 44, of the 8800-block of Goose Landing Circle, for having sex with the girl on three separate occasions between January and May of 2013.
He was charged with third- and fourth-degree sexual offenses and sexual solicitation of a minor, according to Howard County Police.

House Minority Leader Nancy Pelosi predicted Thursday that Obamacare will be a winning issue for her party in congressional elections this year, despite a high-profile loss in Florida and hang-wringing among her fellow Democrats.
Marking Sunday’s upcoming fourth anniversary of the Affordable Care Act’s passage, Mrs. Pelosi doubled down on the overhaul and attacked conservative critics whom she said were paying for false ads tarnishing the law.
“I believe it’s a winner,” the California Democrat said.
