The National Security Agency illegally gathered as many as 56,000 emails and other electronic communications between Americans with no connection to terrorism as part of a collection program that was ruled unconstitutional by a secret spy court in 2011.
The Foreign Intelligence Surveillance Court rendered its decision in an 86-page opinion on Oct. 3, 2011. It was declassified Wednesday by U.S. intelligence officials, and Director of National Intelligence James Clapper authorized the release of the opinion.
"This is not an egregious overreaching by a greedy agency seeking to spy on Americans," a senior intelligence official said. "This is a technological problem that resulted in an inadvertent collection of a relatively small number of U.S. personal communications."

Private Sector Involvement In Offshore Wind Project Discussed
BERLIN — The Ocean City area could play a big role in the development of offshore wind energy in the United States, according to the Maryland Energy Administration (MEA).
MEA officials were on the Eastern Shore last Friday to meet with business owners, government officials and other interested parties who may want to become involved with the offshore wind industry years before the first turbines even go up.
“There isn’t a single offshore wind turbine in place in the United States, but it’s not a new industry in Europe and other places in the world,” said MEA representative Ross Tyler.

DHS Employee Who Buys Department Guns Runs Racist, Homophobic Website
Ayo Kimathi, a Department of Homeland Security tasked with buying guns and ammo for the US Immigration and Customs Enforcement, runs a racist, homophobic website called “War is on the Horizon.” He calls himself the “Irritated Genie.” The site required approval from DHS, but Kimathi did not. His former supervisor told the Southern Poverty Law Center that she was “stunned” by the site. “To see the hate, to know that he is a federal employee, it bothered me,” she said. DHS signed off on the site based on Kimathi’s description, but apparently did not bother to check the site.

We say "initial preparations" because such an attack won't happen until the president gives the green light. And it was clear during an interview on CNN Friday that he is not there yet.
"If the U.S. goes in and attacks another country, without a U.N. mandate and without clear evidence that can be presented," the president told CNN, "then there are questions in terms of whether international law supports it -- 'do we have the coalition to make it work?' Unemployment Aid Applications Rise to 336,000
WASHINGTON — The number of Americans applying for unemployment benefits rose last week after reaching the lowest level in 5 ½ years. But the broader trend suggests companies are laying off fewer workers and could step up hiring in the months ahead.
The Labor Department said Thursday that applications for first-time benefits rose 13,000 to a seasonally adjusted 336,000 in the week ending Aug. 17. That’s up from 323,000 in the previous week, which was the lowest since Jan. 2008.
The four-week average, which smooths week to week fluctuations, fell by 2,250 to 330,500. That’s the sixth straight decline and the lowest for the average since November 2007.

The world’s largest retailer hosted its first two-day summit Thursday bringing together retailers, suppliers and government officials that it hopes will build on the company’s recent commitment to drive more manufacturing in the U.S.
The event, which attracted representatives from 500 manufacturers, eight governors, U.S. Commerce Secretary Penny Pritzker and officials from three dozen states, comes seven months after the Bentonville, Ark.-based discounter pledged that it planned to buy $50 billion more U. S.-made goods over the next decade. That’s the equivalent of just more than 10 percent of what Wal-Mart will sell at retail this year.

Medical marijuana could become available in Delaware in the next year.
Gov. Jack Markell is renewing efforts to open a compassionate care facility in the state. He said only one center will be licensed and the center can cultivate no more than 150 plants or 1,500 ounces of marijuana on site.
“I believe that the path forward we have identified together keeps faith with Delaware’s commitment to patients, while doing all that is practically possible to address the legitimate concerns of the federal government,” Markell said.

New Boardwalk Comfort Station Not Expected To Be Complete For Another Month
OCEAN CITY — With August heading into its final stretch and Labor Day weekend near, the new Caroline Street Performing Arts Stage and Comfort Station is still far from completion, and the contractor is now into its penalty phase for missing the deadline.
The old underground restrooms at Caroline Street and the Boardwalk were demolished last December and the construction of a new, state-of-the-art facility complete with a performing arts stage began shortly thereafter with a projected finish date in May before the arrival of the summer season. However, an wet spring slowed the construction process and it became apparent the new facility would not be completed for the start of the summer season.
When poor weather continued through much of June, further slowing the construction of the new facility, the city contracted with a private waste disposal company to provide temporary restrooms for Boardwalk visitors on a site immediately adjacent to the construction site and just behind the Fireman’s Memorial on North Division.

Rehoboth – Troopers are investigating an assault and abduction that occurred early this morning.
The incident occurred at 1:35 a.m. as a 20-year-old Rehoboth woman walked her bicycle along the 18000 block of Munchy Branch Road. She was suddenly approached and assaulted by a black male who forced her into a vehicle, which was then driven towards Costal Highway. When the vehicle reached the intersection of Munchy Branch Road and Costal Highway the victim exited the vehicle and ran to a nearby business, where bystanders contacted police.
The victim was transported by ambulance to a nearby hospital where she was treated for minor injuries and released.

Police Confirm 1 Arrest in Savage Beating Death of WWII Vet
One arrest has been made in the death of a World War II veteran after he was severely beaten in a parking lot in Washington state, Spokane police said Friday.
“Spokane police have arrested one suspect, a juvenile male, in connection to the beating death of an 88-year-old man earlier this week,” the police department confirmed on Facebook.
The suspect will face charges of first-degree robbery and first-degree murder, the Spokane Spokesman-Review reported.

The name of the political action committee laying the groundwork for Hillary Clinton’s 2016 candidacy is instructive. It’s called Ready for Hillary, as in “we’re ready.”
We already know she’s ready. Hillary’s readiness to be president hasn’t been in doubt for about two decades. All of the stories that ponder whether she will run as some kind of mystery ignore the fact that she has been trying for the top job since before she rolled out of Little Rock. Hillary auditioned to be co-president with her husband in 1992 and first publicly flirted with a run of her own 14 years ago. Oh, she’s ready, alright.
But are Democrats? Are voters?
Ready for Hillary is not so much a super PAC as a vehicle for public contrition. It is populated by politicos like Sen. Claire McCaskill, D-Mo., who backed or worked for then-Sen. The warning signs were all there. Long, long ago they were all right there. Reading this article from the New York Times, published when I was just five years old, brings forth emotions of frustration, disappointment and even a sense of resentment. Resentment that many of those that came before us knew about all of this and basically did nothing. While those were my initial reactions, those negative emotions have turned into a strong sense of resolve and purpose. Many of us that are faced with the challenge of changing this messed up world we live in had very little to do with its creation, but that’s ok. This is our destiny and it is our duty.
There are several key takeaways from this article.
First, and most importantly, sophisticated spy technologies with little oversight will ALWAYS be abused. This is not just the case today, but it was the case in the 1950?s, 60?s and 70?s as well. As the article points out, “the N.S.A. between 1952 and 1974 developed files on approximately 75,000 Americans” and “the agency also developed files on civil-rights and antiwar activists, Congressmen and other citizens who lawfully questioned Government policies.”

The murder of Australian Christopher Lane by three "bored" Oklahoma teens last week has set off a firestorm of controversy about what role race played in the shooting, and now the White House and Rev. Jesse Jackson are taking heat for their treatment of the crime.

The arrests stemmed from a patrol check conducted by deputies in the Pine Knoll Housing Development in Princess Anne. Deputies approached a minivan that was occupied several times. As deputies talked to the occupants, West threw a suspected prescription pill bottle containing prescription narcotics, Holden ran from deputies ensuing a foot chase. Holden was later apprehended and charged on criminal citations, and later released. West was charged and later released on an unsecured bond.
Walter Lenny Floyd of Salisbury, arrested 8-18-13 for DWI, driving impaired by alcohol, and negligent driving. Floyd was later released on citations pending court actions. The arrest was the result of a traffic stop conducted by deputies in the area of Ocean Highway, Princess Anne.
Porsha Monique Dixon of Crisfield, arrested 8-19-13 on a warrant for failing to appear in court. Dixon was held on a $250.00 bond.

Obama Pitches Federal Plan To Name And Shame Colleges Over Costs
Saying the rising costs of college are punishing students who have played by the rules, President Obama on Thursday announced that the federal government will take a broader role in pushing schools to lower costs by rating schools based on their educational value, and in trying to tie taxpayer money to school performance.
Mr. Obama, speaking at the State University of New York at Buffalo, said he would cap student loan repayments at 10 percent of future paychecks but also would take steps to discipline students who are attending school on federal grants by doling out the money in chunks to make sure they stay in school.

Upon arrival the Deputy Sheriff met with Loss Prevention and Identified Bobbi Michelle Morey 23 years old of no fixed address, as a suspect in the theft.

Ms. Morey was charged with one count of theft less than $1,000.00. She is being held on a $4,000.00 bond at the Worcester County Jail pending trial.

Evidence recovered at the scene of one burglary resulted in detectives obtaining an arrest warrant for Christopher J. Stoe, 28, of Laurel. Stoe was apprehended on August 12.
After Stoe was arrested detectives were able to link him to more than forty burglaries, some dating from 2012. Detectives learned that in many of these burglaries he was driven to and from the scene by James E. Passwaters, 28, of Bridgeville. Passwaters was arrested on August 19.

The NSA's filtering, carried out with telecom companies, is designed to look for communications that either originate or end abroad, or are entirely foreign but happen to be passing through the U.S. But the WSJ reports that officials say the system's broad reach makes it more likely that purely domestic communications will be incidentally intercepted and collected in the hunt for foreign ones.
