State Department to Spend $450,000 Protecting Transgenders

The State Department through its Bureau of Democracy, Human Rights and Labor (DRL) is planning to spend $450,000 in taxpayer dollars “to support programs that increase protection of transgender persons who face acute forms of violence and harassment.”

The primary goal of the grant “is to ensure that incidents of violence are documented and investigated and that victims receive appropriate legal

redress through domestic, regional, or international human rights mechanisms.”

The bureau is seeking proposals that will “strengthen civil society organizations’ efforts to both document incidents of violence and the investigation process (or lack thereof)” and “ensure transgender persons have adequate legal representation.”

GOP-CONTROLLED HOUSE IGNORES VETO THREAT FROM WH, PASSES SWEEPING $638B DEFENSE BILL THAT WOULD LIMIT OBAMA’S POWER

Ignoring a White House veto threat, the Republican-controlled House voted 315-108 for a sweeping, $638 billion defense bill on Friday, which would block President Barack Obama from closing the U.S. detention facility at Guantanamo Bay, Cuba, and limit his efforts to reduce nuclear weapons.

The legislation also imposes new punishments on members of the armed services found guilty of rape or sexual assault as outrage over the crisis in the military has galvanized Congress.

The House bill containing the provisions on sex-related crimes that the Obama administration supports as well as the detention policies that it vigorously opposes must be reconciled with a Senate version before heading to the president’s desk. The Senate measure, expected to be considered this fall, costs $13 billion less than the House bill – a budgetary difference that also will have to be resolved.

Complete Text of White House Statement on Chemical Weapons in Syria

Following is the statement issued by the White House in the name of Benjamin J. Rhodes, deputy national security adviser.

At the President’s direction, the United States Government has been closely monitoring the potential use of chemical weapons within Syria. Following the assessment made by our intelligence community in April, the President directed the intelligence community to seek credible and corroborated information to build on that assessment and establish the facts with some degree of certainty. Today, we are providing an updated version of our assessment to Congress and to the public.

The Syrian government’s refusal to grant access to the United Nations to investigate any and all credible allegations of chemical weapons use has prevented a comprehensive investigation as called for by the international community. The Assad regime could prove that its request for an investigation was not just a diversionary tactic by granting the UN fact finding mission immediate and unfettered access to conduct on-site investigations to help reveal the truth about chemical weapons use in Syria.

While pushing for a UN investigation, the United States has also been working urgently with our partners and allies as well as individuals inside Syria, including the Syrian opposition, to procure, share, and evaluate information associated with reports of chemical weapons use so that we can establish the facts and determine what took place.

CDC: 'Nearly 50% of U.S. Adults Will Develop at Least One Mental Illness'

The Centers for Disease Control (CDC) and Prevention says that at any given moment about a quarter of American adults are mentally ill and that over the course of their lifetimes about half of all Americans will develop at least one mental illness.

A CDC mental-health fact sheet--Mental Illness Surveillance Among U.S. Adults--says that "published studies report that about 25% of all U.S. adults have a mental illness and that nearly 50% of U.S. adults will develop at least one mental illness during their lifetime.”

The fact sheet also notes that the authors of a 2011 CDC mental health surveillance report pointed out that "currently, no surveillance efforts at the national or state level are directed toward documenting anxiety disorders." The authors thus call for "initiating national-level anxiety disorder surveillance activities."

Amanda Joyce Kulp of Crisfield, arrested 6-7-13 on a warrant for failing to appear in court. Kulp was later released on a $1,000 unsecured bond.

Levonte Javar Martin of Crisfield, arrested 6-7-13 on a warrant for violation of probation. Martin was held on a $35,000 bond.

Tyrell Daronte Curry of Baltimore, arrested 6-8-13 on a warrant for violation of probation. Curry was later held without bond.

Britny Unique Handy of Princess Anne, criminal summons served for telephone misuse. Handy was later released on signature pending court actions.

Saustino Ventura Lorado of Easton, arrested 6-10-13 on a warrant for failing to appear in court. Lorado was released after posting bond.

Deandre Maurice Taylor of Somers Place Apartments, Princess Anne arrested 6-11-13 on a warrant for failing to obey a lawful order, driving on a suspended and revoked driver’s license, and running from the scene of a traffic stop. Taylor was released back to the Somerset County detention center where he is being held on un-related charges. The warrant was the result of a traffic stop conducted by deputies in the area of Bratten Ave, Princess Anne where Taylor ran from deputies during a traffic stop.

Devin Lee Waters of Crisfield, arrested 6-11-13 on a warrant for failing to appear in court. Waters was later held without bond.

McKinley Pettit Jr. of Salisbury, arrested 6-11-13 on a warrant for violation of probation. Pettit was later held without bond.

Janella Wileen Taylor of Crisfield, arrested 6-12-13 on a warrant for failing to appear in court. Taylor was held on a $2,500 bond.

Jennifer Lynn Stephens of Chance, criminal summons served 6-12-13 for 2nd degree assault. Stephens was released on signature pending court actions.

Stepfather vows son will walk again after saving 4-year-old girl from Georgia creek


Ricky Robinson wants one thing for Father’s Day.

He wants to see his heroic, selfless son walk again.

Robinson said his stepson, Michael Patterson, 43, saw his life forever changed on June 8 when he leapt into the swift-moving Euharlee Creek along the Silver Comet Trail in Rockmart, Ga., to save Javea Jones, a 4-year-old girl whom he had never met. Jones survived, but Patterson severed his spine after hitting the shallow creek bed, leaving him paralyzed from the shoulders down. He is also suffering from pneumonia in both lungs.

“He is an angel, a 100 percent hero and an angel,” Robinson told FoxNews.com on Friday. “It’s going to take time, but Michael is a fighter, so yeah, he will walk again one day.”

Flag Honor Once Kept For Military Deaths To Be Extended To Government Workers

Federal civilian workers who are killed in the line of duty would be eligible flag recognition benefits traditionally reserved for military deaths, under draft regulations unveiled Friday.

The proposed rule, to be published Monday, was written in accordance with the Civilian Service Recognition Act of 2011 as means to recognize those who perish while carrying out federal duties.

“For those civilian employees who die in the course of serving their country, the Act authorizes agency heads to give United States flags to beneficiaries as a way to formally express sympathy and gratitude on behalf of the Nation,” an excerpt of the draft rule reads.

White House Says Weapons En Route To Syrian Rebels

The White House said Friday that Syrian rebels should begin to receive shipments of U.S. arms within weeks, but cautioned that imposing a no-fly zone, as some have advocated, isn’t a “silver bullet” to ending the two-year-old civil war.

Ben Rhodes, a deputy national security adviser to President Obama, said the weapons will be “part of the continuum of assistance that we’ve provided” to the Syrian opposition, which is fighting to topple the regime of Syrian President Bashar Assad. Mr. Obama announced his decision Thursday to send arms after the U.S. said it had confirmed Mr. Assad’s use of chemical weapons to kill civilians.

White House Defends High Bills For Africa Trip


The White House Friday defended the first family’s upcoming weeklong trip to Africa, which could cost taxpayers up to $100 million, as “great bang for our buck.”

“There will be a great bang for our buck for being in Africa because when you travel to regions like Africa that don’t get a lot of presidential attention, you tend to have very longstanding and long-running impact from the visit,” said Ben Rhodes, a deputy national security adviser to President Obama.

The Obamas’ trip, at a time of “sequestration” budget cuts, will take them to Senegal, Tanzania and South Africa from June 26 to July 3. Citing a confidential planning document, the Washington Post reported that the trip will cost between $60 million to $100 million.

I Too Have Become Disillusioned.

Years from now, historians may regard the 2008 election of Barack Obama as an inscrutable and disturbing phenomenon, the result of a baffling breed of mass hysteria akin perhaps to the witch craze of the Middle Ages. How, they will wonder, did a man so devoid of professional accomplishment beguile so many into thinking he could manage the world's largest economy, direct the world's most powerful military, execute the world's most consequential job?

Imagine a future historian examining Obama's pre-presidential life: ushered into and through the Ivy League, despite unremarkable grades and test scores along the way; a cushy non-job as a "community organizer;" a brief career as a state legislator devoid of legislative achievement (and in fact nearly devoid of his attention, so often did he vote "present"); and finally an unaccomplished single term in the United States Senate, the entirety of which was devoted to his presidential ambitions.

He left no academic legacy in academia, authored no signature legislation as a legislator. And then there is the matter of his troubling associations: the white-hating, America-loathing preacher who for decades served as Obama's "spiritual mentor"; a real-life, actual terrorist who served as Obama's colleague and political sponsor. It is easy to imagine a future historian looking at it all and asking: how on Earth was such a man elected president?

Not content to wait for history, the incomparable Norman Podhoretz addressed the question recently in the Wall Street Journal: To be sure, no white candidate who had close associations with an outspoken hater of America like Jeremiah Wright and an unrepentant terrorist like Bill Ayers, would have lasted a single day. But because Mr. Obama was black, and therefore entitled in the eyes of liberal Dom to have hung out with protesters against various American injustices, even if they were a bit extreme, he was given a pass. Let that sink in: Obama was given a pass - held to a lower standard - because of the color of his skin.

Podhoretz continues: And in any case, what did such ancient history matter when he was also so articulate and elegant and (as he himself had said) "non-threatening," all of which gave him a fighting chance to become the first black president and thereby to lay the curse of racism to rest?

Podhoretz puts his finger, I think, on the animating pulse of the Obama phenomenon - affirmative action. Not in the legal sense, of course. But certainly in the motivating sentiment behind all affirmative action laws and regulations, which are designed primarily to make white people, and especially white liberals, feel good about themselves.

Unfortunately, minorities often suffer so that whites can pat themselves on the back. Liberals routinely admit minorities to schools for which they are not qualified, yet take no responsibility for the inevitable poor performance and high drop-out rates which follow. Liberals don't care if these minority students fail; liberals aren't around to witness the emotional devastation and deflated self-esteem resulting from the racist policy that is affirmative action. Yes, racist. Holding someone to a separate standard merely because of the color of his skin - that's affirmative action in a nutshell, and if that isn't racism, then nothing is.

And that is what America did to Obama. True, Obama himself was never troubled by his lack of achievements, but why would he be? As many have noted, Obama was told he was good enough for Columbia despite undistinguished grades at Occidental; he was told he was good enough for the US Senate despite a mediocre record in Illinois; he was told he was good enough to be president despite no record at all in the Senate. All his life, every step of the way, Obama was told he was good enough for the next step, in spite of ample evidence to the contrary.

What could this breed if not the sort of empty narcissism on display every time Obama speaks? In 2008, many who agreed that he lacked executive qualifications nonetheless raved about Obama's oratory skills, intellect, and cool character. Those people – conservatives included - ought now to be deeply embarrassed.

The man thinks and speaks in the hoariest of clichés, and that's when he has his Teleprompters in front of him; when the prompter is absent he can barely think or speak at all. Not one original idea has ever issued from his mouth - it's all warmed-over Marxism of the kind that  has failed over and over again for 100 years.(An example is his 2012 campaign speeches which are almost word for word his 2008 speeches)

And what about his character? Obama is constantly blaming anything and everything else for his troubles.Bush did it; it was bad luck; I inherited this mess. Remember, he wanted the job, campaigned for the task. It is embarrassing to see a president so willing to advertise his own powerlessness, so comfortable with his own incompetence. (The other day he actually came out and said no one could have done anything to get our economy and country back on track.) But really, what were we to expect? The man has never been responsible for anything, so how do we expect him to act responsibly?

In short: our president is a small-minded man, with neither the temperament nor the intellect to handle his job. When you understand that, and only when you understand that, will the current erosion of liberty and prosperity make sense. It could not have gone otherwise with such a man in the Oval Office.

Police Recruit Shot In Training Exercise Sues

The police recruit shot and wounded during a Baltimore City police training exercise has filed a multimillion-dollar lawsuit.

Raymond Gray argues the city was negligent by not ensuring safe procedures. Gray was shot in February at the former Rosewood Center in Owings Mills when instructor William Kern allegedly fired his live weapon to scare Gray away from a window.

In his lawsuit, Gray argues the training site was dangerous and the city was negligent in not ensuring safe procedures were followed. The lawsuit seeking millions of dollars in damages names as defendants the individual officers involved, the Police Department and the city. It was filed in Baltimore City Circuit Court on Friday.

Kent Island Woman's Death Still A Mystery

Two-and-a-half months since the body of a missing Kent Island woman was found in the Chesapeake Bay, investigators still have not solved the mystery of Robin Pope’s death.

The Maryland Chief Medical Examiner’s Office has not determined Pope’s cause and manner of death, state police spokesman Greg Shipley said.

Pope’s body was found in the water along the Kent Island shoreline on March 23, more than three weeks after she and the family’s Great Dane went missing from the home she once shared with her estranged husband.

Politicians And Politics Weigh In On Recent Wave Of Ill-Behavior

Today it’s news – tomorrow, it’s history. And by the day after that, it’s politics.

Following the apparent crime wave of the past weekend, some city officials have already implied that the OC Car & Truck Show was at least a partial culprit for the upswing in illicit behavior, a notion that has clear political implications and has already become a matter of public dispute.

With multiple robberies, weapons violations, large-scale fights – including one in which police were allegedly almost overrun by the crowd – as well as a stabbing, the past several days of activity in the resort have generated considerable public outcry and concern that the tenor of the town, and particularly the Boardwalk, is moving in the wrong direction.

“I’m not sure [what caused it], but it was an interesting weekend, I’ll say that,” Council Secretary Mary Knight said at this week’s Tourism Commission meeting. “I think we’ll be getting some data soon on the cost of our police versus the benefit of the car show.”

Convention Center Director Larry Noccolino said at the meeting that the show’s attendance was up 12 percent, but that no problems were reported.

That's right, the government's sweeping surveillance of our most private communications excludes the jihad factories where homegrown terrorists are radicalized.

Since October 2011, mosques have been off-limits to FBI agents. No more surveillance or undercover string operations without high-level approval from a special oversight body at the Justice Department dubbed the Sensitive Operations Review Committee.

O'Malley Headed To Europe On Trade Trip

ANNAPOLIS, Md. - Gov. Martin O'Malley is going to France and Ireland on a trade and investment mission.

The Maryland governor is leaving Saturday.

O'Malley is going to Paris with Maryland Department of Business and Economic Development Secretary Dominick Murray and a delegation of Maryland companies. They will be attending the International Paris Air Show on Sunday. The show is touted as the world's largest aerospace industry event. Maryland will have a booth at the event for participating Maryland companies.

Chinese Dissident Ai Weiwei: "The U.S. Is Behaving Like China"

Ai Weiwei is a Chinese artist and political dissident. Although he collaborated on the construction of Beijing National Stadium for the 2008 Olympics, his criticism of the government later led to his arrest without charges and imprisonment for several months. I believe there are two main takeaways from the following article he wrote for The Guardian. First, he knows what it is like to live in an authoritarian regime with very little freedom or civil liberties. Thus it would be wise to take his warning to heart. Second, he illustrates a key point I have been trying to make for years. All citizens of the world must refuse to allow their respective governments to drag us into a war started by various oligarchs located in distinct geographic locations.

Kentucky Police Department Gets Threat 'More To Come' After Officer Killed In Ambush

A small-town Kentucky police department mourning the ambush slaying of one of its men has received threats that more officers will be targeted, prompting an investigation by the FBI and state police, the police chief said Tuesday.

The department received a written threat last week that "there are more to come," a reference to the nighttime ambush slaying of Bardstown Officer Jason Ellis, 33, last month while the K-9 officer was headed home from work, said Chief Rick McCubbin.

"We don't even know if any of the threats are credible, but obviously we're going to treat them as if they are credible," McCubbin said, adding that police would continue operating as usual, while taking extra precautions, in Bardstown, a town of 12,000 about 40 miles southeast of Louisville.

Officers are responding to calls in teams of at least two, he said, but their routines haven't been changed in light of the slaying and the threats.

Fenwick Island - A crash in Fenwick Island yesterday evening claimed the lives of two pedestrians.
 
The crash occurred at 11:03 p.m. as two pedestrians, Grant D. Kinkade Sr., 45, of Westminster, MD, and  Robert J. Rust Jr., 64, of Lutherville, MD, attempted to cross Lighthouse Road (St. Rt. 54), east of Dukes Road. As the pedestrians walked from the north to the south side of Lighthouse Road, they walked in front of an eastbound 2008 Jeep Wrangler. The Jeep struck both pedestrians and then came to a stop on the shoulder of the roadway.
 
Kinkade was pronounced dead at the scene. Rust was airlifted by Delaware State Police helicopter to Christiana Hospital, where he was pronounced dead. The driver of the Jeep, Timothy L. Frank, 57, of Reisterstown, MD, and the two passengers in his vehicle were uninjured.
 
The Collision Reconstruction Unit is continuing its investigation. Lighthouse Road was closed for approximately four hours as Troopers investigated and cleared the crash.

New York Man Arrested After Corralling Vandals In A Closet Until Police Arrived

Jesse R. Daniels, age 53, of 45 Orchard Street in the Village of Clyde was home watching television on Saturday (6/8/13) around 9 p.m. He began hearing some pounding noises and, at first, thought nothing of it. The pounding continued and Daniels finally went outside and saw someone with a hammer inside his father-in-law’ s house at 39 Orchard Street. He told his wife to call police and went inside the house to confront the intruder.

Jesse and his father-in-law, Richard Muoio, had been remodeling the house, and had put in countless hours and money, in an effort to rejuvenate the empty house.

Upon entering the house, Daniels saw a great deal of the damage downstairs and went upstairs to confront the intruder. Jesse encountered four young boys, all with hammers. The boys tried forcing their way out several times, Daniels corralled them into a closet awaiting police arrival. The damage in the home ranged from paint splattered walls and cupboards to broken fixtures and wall outlets that had been kicked in. There were entire walls that had to be taken down due to the amount of hammer strikes through the drywall.

Why Things Will Get Worse – Much Worse

It is easy to be upset about what is happening all around. The economy is being destroyed, deliberately, by insane economic policies. Incentives to work are being eliminated by punishing work. At the same timerewards are increasing for not working. Not surprisingly we get less of what we penalize (work) and more of what we subsidize (non-work).

As an economist I get sick over what I see happening to what was once a great engine of productivity, capital creation and improvements in standards of living.

After two centuries of progress that amazed the world, the conditions necessary for growth and productivity are steadily being removed. Their presence allowed the miracle of America. Their absence guarantees the decline. Carried to extreme, the US could become a second or third-world nation within a few decades. Virtually all changes in the last five to ten years point in this direction and these changes are accelerating.

WASHINGTON POST HITS OBAMA!

Finally, the Washington Post speaks out on Obama! This is very brutal, timely though. As I'm sure you know, the Washington Post newspaper has a reputation for being extremely liberal. So the fact that its editor saw fit to print the following article about Obama in its newspaper makes this a truly amazing event and a news story in and of itself. At last, the truth about our President and his obvious socialist agenda are starting to trickle through the protective wall built around him by our liberal media.

Years from now, historians may regard the 2008 election of Barack Obama as an inscrutable and disturbing phenomenon, the result of a baffling breed of mass hysteria akin perhaps to the witch craze of the Middle Ages. How, they will wonder, did a man so devoid of professional accomplishment beguile so many into thinking he could manage the world's largest economy, direct the world's most powerful military, execute the world's most consequential job? Imagine a future historian examining Obama's pre-presidential life: ushered into and through the Ivy League despite unremarkable grades and test scores along the way; a cushy non-job as a "community organizer"; a brief career as a state legislator devoid of legislative achievement (and in fact nearly devoid of his attention, so often did he vote "present"); and finally an unaccomplished single term in the United States Senate, the entirety of which was devoted to his presidential ambitions.

He left no academic legacy in academia, authored no signature legislation as a legislator. And then there is the matter of his troubling associations: the white-hating, America-loathing preacher who for decades served as Obama's "spiritual mentor"; a real-life, actual terrorist who served as Obama's colleague and political sponsor. It is easy to imagine a future historian looking at it all and asking: how on Earth was such a man elected president?

Not content to wait for history, the incomparable Norman Podhoretz addressed the question recently in the Wall Street Journal: To be sure, no white candidate who had close associations with an outspoken hater of America like Jeremiah Wright and an unrepentant terrorist like Bill Ayers, would have lasted a single day. But because Mr. Obama was black, and therefore entitled in the eyes of liberal Dom to have hung out with protesters against various American injustices, even if they were a bit extreme, he was given a pass. Let that sink in: Obama was given a pass - held to a lower standard - because of the color of his skin.

Podhoretz continues: And in any case, what did such ancient history matter when he was also so articulate and elegant and (as he himself had said) "non-threatening," all of which gave him a fighting chance to become the first black president and thereby to lay the curse of racism to rest?

Podhoretz puts his finger, I think, on the animating pulse of the Obama phenomenon - affirmative action. Not in the legal sense, of course. But certainly in the motivating sentiment behind all affirmative action laws and regulations, which are designed primarily to make white people, and especially white liberals, feel good about themselves.

Unfortunately, minorities often suffer so that whites can pat themselves on the back. Liberals routinely admit minorities to schools for which they are not qualified, yet take no responsibility for the inevitable poor performance and high drop-out rates which follow. Liberals don't care if these minority students fail; liberals aren't around to witness the emotional devastation and deflated self-esteem resulting from the racist policy that is affirmative action. Yes, racist. Holding someone to a separate standard merely because of the color of his skin - that's affirmative action in a nutshell, and if that isn't racism, then nothing is.

And that is what America did to Obama. True, Obama himself was never troubled by his lack of achievements, but why would he be? As many have noted, Obama was told he was good enough for Columbia despite undistinguished grades at Occidental; he was told he was good enough for the US Senate despite a mediocre record in Illinois; he was told he was good enough to be president despite no record at all in the Senate. All his life, every step of the way, Obama was told he was good enough for the next step, in spite of ample evidence to the contrary.

What could this breed if not the sort of empty narcissism on display every time Obama speaks? In 2008, many who agreed that he lacked executive qualifications nonetheless raved about Obama's oratory skills, intellect, and cool character. Those people - conservatives included - ought now to be deeply embarrassed.

The man thinks and speaks in the hoariest of clichés, and that's when he has his Teleprompters in front of him; when the prompter is absent he can barely think or speak at all. Not one original idea has ever issued from his mouth - it's all warmed-over Marxism of the kind that has failed over and over again for 100 years.

And what about his character? Obama is constantly blaming anything and everything else for his troubles. Bush did it; it was bad luck; I inherited this mess. It is embarrassing to see a president so willing to advertise his own powerlessness, so comfortable with his own incompetence. But really, what were we to expect? The man has never been responsible for anything, so how do we expect him to act responsibly?

In short: our president is a small and small-minded man, with neither the temperament nor the intellect to handle his job. When you understand that, and only when you understand that, will the current erosion of liberty and prosperity make sense. It could not have gone otherwise with such a man in the Oval Office.

Fire, Rescue And Emergency Personnel To Gather In Resort

Volunteer fire, rescue and emergency medical services personnel will gather at the Ocean City convention center Saturday for the first day of the 121st annual Maryland State Firemen’s Association and Ladies Auxiliary convention and conference.

Convention Chairman Ronald Siarnicki said about 12,000 rescue personnel and their friends and family will be “descending upon Ocean City” for the June 16-21 event. He said 358 companies in Maryland are registered to attend.

Siarnicki said organizers continue to create a family-friendly environment with some of the same activities from previous years, but a new component has also been added.

The convention will kick off with new “Hands On Training” sessions on Sunday, Monday and Tuesday. Those who attend will learn fire and rescue skills, work with tools including ladders and hoses and learn important techniques such as forceful entry.

Maryland Spending Projected to Increase Twice the National Average

Harford County Executive David Craig, who announced his candidacy for Maryland Governor early this month, blasted state spending on the heels of a National Governor's Association Report that shows the general fund rising over twice the national average. Nationally, state general fund spending increased 4.1% on average between fiscal years 2013 and 2014, while Maryland's surged 8.9%, the fifth-highest increase in the country.

"Politicians have created the conditions where state government now works for itself and grows accordingly, " said Craig. "This government taxes too much, takes too much, regulates too much and is expanding at the expense of job creators and taxpayers."

Maryland's general fund increase is also the highest in the region. Virginia and Delaware spending increases are in line with the national average, while Pennsylvania's increase of 2.4% comes in at about half the national average and West Virginia's spending will actually decline by 3.2%.

"Maryland has no future as the tax-and-spend capitol of the mid-Atlantic," said Craig. "Businesses and jobs will not come, our people will not stay."

Maryland is going in the opposite direction of other states. The National Governor's Association notes that overall state spending in fiscal 2013 is still below the fiscal 2008 pre-recession peak. Yet in Maryland, the Governors' submitted budgets have risen from $29.6 billion in 2007 to $37.3 billion today.

The NGA report examines the general fund, the part of the budget allocated to Maryland's departments and agencies. Under Maryland's constitution, the Governor sets fiscal policy and is given wide latitude over the general fund, which comprises the largest portion of state spending followed by federal, special and higher education funds.

Produced in association with state budget officers, the NGA report surveys state spending twice a year and projects fiscal year 2014 spending compared to fiscal year 2013 levels.

THE LUMBER CAMPS – part 3

Another good story out of the lumber camp days of 1905-10 was the one about the train. This was not one of the large trains that carried my grandfather from one job to another, but one of the smaller trains used to haul the cut timber out of the woods to the lumber mill where it was dressed down to workable sizes. Apparently he had worked his way up to a position of responsibility and was the engineer of one of these trains. There was only a two man crew – the engineer and the fireman whose sole responsibility was to keep enough wood in the boiler to keep the engine running at peak performance. The financial set-up was for each man to receive $1.50 a day to make 2 runs out of the woods to the camp. If they made an additional run they received a 50 cent bonus. However, if they failed to make the required 2 runs, they were docked a full dollar. He proudly declared that he always made 3 runs, thereby earning the bonus. He said he was highballing it one day and the excessive speed caused the train to jump the tracks and imbed about half the engine into one of the sand banks put there for that very purpose.Grandpop and his fireman walked back to the camp and informed the boss that his train was in the sand bank. The boss told him that there were 2 shovels in the corner and for him and his fireman to start digging it out. This would have entailed a lot of work with no pay. At this point he told his boss again that HIS train was stuck in the sand, and he left to find another job. Apparently, they didn’t check resumes in those days and a job could be had by any man for just showing up and “fogging the mirror”. Advancement was made by way of your work performance and he was seldom outworked by any man, a trait learned early and practiced throughout his entire life. He worked 6 twelve hour days every week for the next 60 years.

Turkey's Secular Riot

While superficially similar, the protests in Istanbul's Taksim Square are quite different from those in Cairo's Tahrir Square, which brought down Hosni Mubarak's regime in 2011. In Turkey, the Islamist party is already in power; in Cairo it had been suppressed for decades. The protests are a backlash of the secular, liberal and urban Turkey that hearkens back to Kemal Atatürk for inspiration, and forward to Europe in its aspirations.

Prime Minister Recep Tayyip Erdogan represents a different Turkish nationalism, one that seeks to combine Islam with liberal democracy. It is a model that President Barack Obama--who is close to Erdogan--has embraced in his own vision for the future of the Islamic world. If Islamists can be integrated into democracy, the thinking goes, they will shed their extreme elements as face the day-to-day tasks of governing.

That has happened, to some extent, in Turkey. Yet Islamist parties are not involved in politics to accept the institutional, post-modern status quo: they have hegemonic cultural ambitions and are ambivalent, at best, about the means through which these are to be imposed. Erdogan is now serving his third term, with no end in sight; he has been in office since before 9/11. And Turkey's secular liberals sense that a window is closing.
