Beside both the state and fed websites being total crap, people have no idea what is going on.
They could have started by explaining things in plain English instead of using confusing words like exchanges, marketplace, subsidies, etc. This is not the time to attempt to sound clever. The people who are most interested in this do not understand how any of it works.
