Democrats Keep Door Open To Dangerous Lame Duck Session
“Americans are sick and tired of their elected leaders making backroom deals to ram through unpopular, 2000-page bills that no one has read,” said Chairman Price. “They are sick of out-of-touch politicians, and they are tired of being ignored. A number of Democrats, including members of their leadership, have recently expressed a desire to ignore the public will and use a lame duck session to pass liberal legislation Americans do not want. Today I gave my Democrat colleagues an opportunity to show they are finally ready to listen to the American people.
“Our system of government rests upon the consent of the governed, but it is quite clear that Democrats no longer have Americans’ consent. The public’s trust in this Congress has been repeatedly broken. Voting for a national energy tax and other items on the liberal wish list in a lame duck session would shatter it beyond repair. Republicans are fully prepared to do what is necessary to restore Americans’ trust in their elected representatives. We know it will be a long road, but it is one well worth traveling.”

NARRATIVE: On July 21, 2010 at 0633 hours the Wicomico Sheriff’s Office responded to the area of Naas Road And Log Cabin Road for two attempted burglaries and one home invasion that included the victim being assaulted. The Wicomico Bureau of Investigation responded and assumed the investigation. The suspect was described as below. He entered the one residence with the intent to commit a robbery of the victim, after not being successful with the robbery, the suspect both physically and sexually assaulted the victim. In the other two attempts, entry into the residences was not gained but damage was done in attempts to gain entry.
On July 27, 2010 at 2314 hours the Wicomico Sheriff’s Office again responded to the same area for another attempted burglary. This attempt was on Santa Fe Drive. Santa Fe Drive is located on the opposite side of Log Cabin Road from Naas Road.

IS WICOMICO COUNTY’S REAL ESTATE CRISIS GETTING WORSE?
Other significant residential or commercial projects that have become dormant: the old Salisbury mall site, the Hearne property on S. Division Street, “Waller Landing” in Hebron, and the proposed subdivision at Whiton, and there are others. What the economy hasn’t stopped from happening, environmental activists and other NIMBY’s have. And projects that have begun are slow or dead in the water – the Aydellotte PUD on the new collector road, Schumaker Landing, etc. Then there’s that monstrosity would-be condo on Fitzwater Street, a monument to folly.
Even with a mini-boom in the local market during the first six months of 2010 – 394 units sold, up from 271 in the same period of 2009 -- prices have continued to fall. In 2009, the average price during that period was $191,000; in 2010 it was $162,000. And foreclosures have increased: 274 in Jan-June 2010 compared to 148 in the same period last year.
Data for Worcester County is not as bad, but in Somerset County it is much worse – the average sale price has dropped by 25% and in June, compared to that month last year, foreclosures were up by 250%.
That light you think you see at the end of the tunnel may just be the headlight of a locomotive and train heading toward us. It’s called the “Obama-O’Malley Express.”

That being said, let it be publicly known that I have reached out via e-mail to each and every candidate running for Office that reflects the Eastern Shore. TODAY is the last day I will accept interviews between 11:00 AM to 2:00 PM. I do have appointments at 12:00 and 12:30 so far. Keep in mind Folks, many of the candidates that have come in to do interviews have traveled quite a ways to do so and in my honest opinion, those who have not scheduled an interview have a whole lot to hide.

I'm somewhat disappointed that Davis and Matt have decided not to do interviews for Wicomico States Attorney. Matt doesn't have a primary, so in some ways it's understandable. Nevertheless, the race to watch has now become a mystery race.

Rep. Pence: Medicare Chief Berwick ‘Not Entitled To That Job’
Pence, speaking Tuesday at a Congressional Health Caucus event, said Berwick was “not entitled to that job” and should have had a confirmation hearing.
“I think an appointment of such magnitude, at a time of enormous public debate, as a recess appointment was wrong,” Pence told CNSNews.com. “I think it was wrong for the president to bypass the confirmation process at a time when the American people are so focused on legislation where the ink is barely dry.
“I also believe, as a part of those confirmation hearings, Dr. Berwick would certainly have an opportunity to explain why he referred to the British socialist health care system as ‘a global treasure,’” said Pence.
“Now, he’s certainly entitled to his opinion, but he’s not entitled to that job,” Pence said.
As CNSNews.com previously reported, Dr. Berwick praised Britain’s National Health Service in a July 2008 speech at Wembley Stadium, saying he was “a romantic about the National Health Service,” and that “any health care funding plan that is just, equitable, civilized and humane must – must -- redistribute wealth from the richer among us to the poorer and the less fortunate.”
EPA Puts ‘Environmental Justice’ Front And Center In Its Rulemaking Process
“Achieving environmental justice is an Agency priority and should be factored into every decision,” the document says.
The move comes 16 years after President William Clinton signed an executive order directing every federal agency to "make achieving environmental justice part of its mission." And Barack Obama campaigned on a promise to make "environmental justice policies a priority within the EPA."
The EPA says its new guidelines will help its rule-writers identify potential environmental justice concerns, and it instructs them to analyze the impact of their rules on low-income and minority populations.
The EPA defines environmental justice as the “fair treatment and meaningful involvement of all people, particularly minority, low-income, and indigenous populations, and tribes, in the development, implementation, and enforcement of environmental laws, regulations, and policies.”
The guide states that from now on -- in the process of developing rules, policy statements, risk assessments, and other regulatory actions -- EPA managers and staffers must first ask themselves, “Does this action involve a topic that is likely to be of particular interest to or have particular impact upon minority, low-income, or indigenous populations, or tribes?”
If the answer is yes, the rule-writers must reach out to the affected minority and/or low-income communities. One section of the guide explains how EPA rule-writers may have to make “special efforts” to connect with people who may be uneducated or non-English-speaking.
Unions And Lobbyists Funding Charles Rangel Defense
Two of the three firms providing legal counsel to Rep. Charlie Rangel, D-N.Y., in his pending ethics cases are lobbying firms. In fact, one firm, Oldaker, Belair & Wittie, conducts much of Rangel's political fundraising, while operating four different lobby shops.
But who's ultimately paying Rangel's legal bills? Mostly corporate and union political action committees along with individual lobbyists. Over the past six months, PACs and lobbyists have accounted for a majority of the money Rangel's campaign has raised this year, not counting transfers from Rangel's other fundraising operations (more on them below).
In turn, Rangel funnels his campaign cash into his legal defense. In 2009, three-fourths of Rangel's $2.16 million in campaign spending went to legal fees. The House Ethics Committee allows campaign funds for legal fees that are not "primarily personal in nature, such as a matrimonial action, or could result in a direct personal benefit for the Member." Otherwise, legal fees are a legitimate use of campaign cash because "the protection of a Member's presumption of innocence in such actions is a valid political purpose," the guidelines state.
That means any politically savvy donor who cut a check in 2010 to Rangel's reelection knew the donation was, in part, a contribution to Rangel's legal defense.
PACs and lobbying firms have given more than $120,000 to Rangel in the past six months while individual lobbyists have chipped in another $28,000.
All of these companies and lobbyists are savvy enough to know they're funding Rangel's legal defense.
This is why politicians like Rangel benefit when K Street gains clout. Starting this week, we'll find out if K Street is powerful enough to save Rangel.

Former Israeli MK: Chopper Was Rehearsing 'Important' Distant Mission
In the wake of the tragic crash that claimed the lives of seven airmen, Israeli Air Force Col. (res.) Eliezer “Cheetah” Cohen hinted Tuesday at the reasons why IAF helicopters were training in the mountains of Romania.
"I do not want to speculate but I will let your imagination clock some extra hours,” Cohen told Benny Tucker of Arutz Sheva's Hebrew news service, who asked him what the IAF helicopters were doing in Romania. “Take the radius from Israel to Romania; take the altitude of the mountains; look around to find where there is a similar radius, and mountains of that height and even a bit higher – and you will find out what kind of training they were working on and why – and it is extremely important for the security of the State of Israel.”
"Were it not for the accident we would not know how much these crews are giving their heart and soul, training and working hard. The IAF and the entire IDF are preparing very well for what is about to come.”
Cohen, who was a Knesset member for Israel Our Home during his career, added that the cooperation between the IAF and other air forces is extremely beneficial to the pilots, who gain invaluable experience as they learn from and teach others. “Our young fellows, the lieutenants and majors, come back full of experience. Even the more veteran and experienced ones, like the ones who were killed yesterday, come back full of new ways of maneuvering that assist them for months.”
'Not Anti-Obama, Just Pro-American Israeli'
With that in mind, the American Israeli Action Coalition (AIAC) kicked-off of its “Get out the Vote” campaign among Americans living in Israel for the November 2010 U.S. Congressional elections. AIAC held a press conference in Jerusalem.
AIAC Chairman Harvey Schwartz explained the initiative. "It is estimated that there are more than 100,000 potential American voters living in Israel. They have a right (and an obligation) to vote in – and can have a significant impact on -- the upcoming U.S. Congressional elections."
The congressional elections are viewed by many in Israel and America as a possible turning point which could swing the American government away from the policies of Barack Obama, who many say is anti-Israel. Scwatz insisted, though, that the AIAC campaign was not levelled against Obama. "This is most definitely not an anti-Obama campgain," he said emphatically. "This is a pro-American Israeli campaign."
AIAC plans to conduct a major campaign to register as many American voters living in Israel as possible to exercise their right to participate in the U.S. electoral process. "In these critical times," said Schwatz, "it is incumbent upon all Americans to vote for their choice of elected officials – and that includes the Americans living in Israel as well."
House GOP Helps Obama Fund War
The bill cleared the House by a vote of 308-114, or well more than the two-thirds needed under expedited rules. It now heads to Mr. Obama for his signature after House Democratic leaders acceded to the administration's demand for action and gave up their hopes of tacking on billions of dollars in new stimulus spending.
Republicans said the bill could have been passed two months ago but for Democrats' desire to add more domestic stimulus spending to the measure.

Somerset County Sheriff's Office Reports Recent Arrests
Tristen Ann Vice of Berlin, arrested 7-26-10 regarding a warrant for failing to appear in court. Vice was extradited by deputies from Florida. Vise was later held on a $ 50,000 bond.
Dyangelo Lawernce Harris of Princess Anne, arrested 7-26-10 regarding four warrants for failing to appear in court. Harris was later held on a $ 56,000 bond.
Jason Marcellus Wright of Salisbury, arrested 7-27-10 for driving on a suspended drivers license. The results were from a traffic stop on Ocean Highway. Wright was later released after signing citations.
Sheriff Arpaio: I'll Jail Immigration Protesters
The sheriff of the most populous county in Arizona says he's "not going to put up with any civil disobedience" when the state's new immigration law takes effect.
Maricopa County Sheriff Joe Arpaio says that if protesters want to block his jail, he'll put them in it.

Arpaio also says it’s “great” if undocumented aliens react to the new law and his strict anti-illegal immigration agenda by moving back to Mexico or to the “sanctuary state” of California, and challenges President Barack Obama to invite him to the White House for a “wine summit” to discuss illegal immigration.
Arpaio, whose county includes most of the Phoenix metropolitan area, promotes himself as “America’s toughest sheriff.” He has limited county inmates to two meals a day, banned “sexually explicit material” in prison, reinstituted chain gangs, and set up a “tent city” as an extension of the Maricopa County Jail.
On Wednesday a judge blocked the most controversial sections of Arizona's new law and put them on hold. The law will still take effect on Thursday, but without some of the provisions that angered opponents — including sections that required officers to check a person's immigration status while enforcing other laws.
Nevertheless there are reports that opponents of the new law plan to block Arpaio’s jail on Thursday in an act of civil disobedience.
“There’s a rumor that they’re going to block our jails down the street,” Arpaio says in an exclusive Newsmax interview.
“You know what? They’re not going to block our jails. They’re going into the jail if they block our jail. I’m not going to succumb to these demonstrators keeping law enforcement from booking people in our jail. So we may have to take some action.”
Arpaio also vows to conduct a “crime suppression operation” on Thursday.
“This morning we raided another business and arrested five more illegal aliens with false identification. On Thursday we’re going to do our 17th crime suppression operation and go out with our volunteer posse and deputy sheriffs and catch criminals. We’ve done 16. Just by chance about two-thirds [of those arrested] happen to be here illegally.
“People say, why are you doing it on the day that the law may be put in effect? Well, should I wait? We’ve been enforcing the other state immigration laws and we’re still the only ones doing it. We’re going to continue doing our job.”

Voters Say Take Action Against Sanctuary Cities
The survey, released Tuesday, said 54 percent support legal action against sanctuary cities and 60 percent support withholding federal funds from the jurisdictions.
Critics of sanctuary cities say the Justice Department is acting unfairly by not pursuing such cities for breaking the law while taking legal action against Arizona for instituting state measures against illegal immigration.
"The federal government should be suing San Francisco, which has refused to cooperate with the federal government in enforcing immigration laws," said Corey Stewart, chairman of the Prince William (Va.) County Board of County Supervisors.
In 2007, Mr. Stewart was at the forefront of the issue, driving some of the county's toughest immigration laws.
"Our belief is that President Obama should be suing mayors [of sanctuary cities], not Arizona," said Maryland state Delegate Patrick L. McDonough, Baltimore County Republican.
Mr. McDonough said he plans to introduce two immigration laws during the next General Assembly session: one that calls for a state ban on sanctuary cities and another patterned after the Arizona law.
Obamacare Reversal? House 75% Of The Way There!
One of the biggest targets should the GOP regain control of either the U.S. House or Senate in November's elections, according to many polls, will be Obamacare, the president's plan that effectively nationalized the decision-making process for health-care issues.
But a little-reported move to begin demolition of the health-care system takeover already is pending in the House and has gained about three-quarters of the support it needs to repeal the law that demands citizens buy insurance or pay financial penalties.
As of last night, the discharge petition sponsored by Rep. Steve King, R-Iowa, had collected 162 signatures of the 218 it would need to advance – even in the face of continued opposition from Obamacare promoter House Speaker Nancy Pelosi.
Under the provisions of the discharge procedures in the House, such a move is required to have the support of 218 members, a majority, of the 435-member chamber before moving forward.
But since it requires a majority, it is virtually assured of approval once it reaches the point of being advanced.
King has told WND the entire GOP leadership team in the House is on board, as well as the full delegations from California and Texas. He's working on obtaining the last few GOP signatures before turning his attention to the Democrats.
The proposal states: "Pursuant to clause 2 of rule XV, I, Steve King of Iowa, move to discharge the Committees on Energy and Commerce, Ways and Means, Education and Labor, the Judiciary, Natural Resources, Rules, House Administration and Appropriations from the consideration of the bill (H.R. 4972) to repeal the Patient Protection and Affordable Care Act, which was referred to said committees on March 25, 2010, in support of which motion the undersigned Members of the House of Representatives affix their signatures."
Advocates say constituents need to call their representatives to tell them to get on board right away so that the petition is positioned to move forward whether or not the GOP becomes the majority in theHouse after the 2010 fall elections.
Limited Immigration Law Goes Into Force In Arizona
PHOENIX — Parts of Arizona's controversial immigration law went into effect Thursday, after a federal judge temporarily blocked the heart of the measure and defused a confrontation between police and thousands of activists that had been building for months.
Coming just hours before the law was to take effect, U.S. District Judge Susan Bolton's ruling sets up a lengthy legal battle that could end up before the Supreme Court.
Her decision also ensures that the law that reignited the immigration debate, inspired similar measures nationwide, created fodder for political campaigns and raised tensions with Mexico will stay in the spotlight.
Protesters who gathered at the state Capitol and outside the U.S. Embassy in Mexico City cheered when they heard the news. The governor, the law's authors and anti-illegal immigration groups vowed to fight on.
"It's a temporary bump in the road," Gov. Jan Brewer said.
Judge Bolton will now have to decide a question as old as the nation itself: Does federal law trump state law? She indicated in her ruling that the federal government's case has a good chance at succeeding.
The Clinton appointee said the controversial sections should be put on hold until the courts resolve the issues, including sections that required officers to check a person's immigration status while enforcing other laws.

Dems Try To Campaign On Tea Party, GOP Link
Democratic leaders said the Republican Party had moved out of the mainstream to adopt Tea Party goals like privatizing the Social Security retirement program, extending tax breaks for the rich and abolishing some federal agencies.
They promised to paint November's election as a stark choice between moving ahead with a healthcare overhaul and tougher regulations on Wall Street, or backing a Republican Party that wants to repeal those initiatives.
"The Republican Party agenda has become the Tea Party agenda, and vice versa," Democratic Party Chairman Tim Kaine told reporters.
The Democrats have launched a website and advertisement detailing the "Republican Tea Party Contract on America," in a mock tribute to the "Contract with America" that helped Republicans sweep to power in Congress in 1994.
"As they attempt to re-brand and re-calibrate their election-year strategy yet again, Democrats forget that the problem isn't their message -- it's their big government policies," said Senator John Cornyn, chairman of the Republican Senate campaign committee.
Democratic Representative Debbie Wasserman Schultz said House members had discussed their message for the August break but were not worried about more town hall difficulties.
"There actually wasn't any angst expressed in caucus meetings over that happening again," she said of the disruptions. "We've learned how to not let those who would drown out or desire to talk to our constituents from taking over a meeting."

Practice is open to the public. It starts at 4 p.m. at Redskins Park.
Here are some things you need to know if you are bringing the family:

Second U.S. Sailor's Body Recovered In Afghanistan
KABUL, Afghanistan — The body of a second U.S. sailor who went missing in a dangerous part of eastern Afghanistan has been recovered, a senior U.S. military official and Afghan officials said Thursday.
The U.S. official, who spoke on condition of anonymity because he was not authorized to disclose the information, said the family of Petty Officer 3rd Class Jarod Newlove — a 25-year-old from the Seattle area — was notified of his death.
Government and police officials in Logar province said villagers found a body, clothed in a uniform, on Wednesday in Baraki Barak district.

CLINTON APPOINTED JUDGE BACKS ILLEGALS
The judge also delayed parts of the law that required immigrants to carry their papers at all times, and made it illegal for undocumented workers to solicit employment in public places, a move aimed at day laborers (good news!). In addition, the judge blocked officers from making warrantless arrests of suspected illegal immigrants.
"Requiring Arizona law enforcement officials and agencies to determine the immigration status of every person who is arrested burdens lawfully-present aliens because their liberty will be restricted while their status is checked," Bolton, a Clinton appointee, said in her decision.
AZ Governor Brewer is expected to appeal the decision of this lawless, open borders judge, so the battle for America is far from over!

OCPD URGES CITIZENS TO USE CROSSWALKS & DRIVERS TO BE ALERT OF PEDESTRIANS
The OCPD continues to urge citizens to use extra caution while crossing streets, as well as advises drivers to be alert for pedestrians crossing the roadways. For persons who are traveling on foot, bicycle, moped, scooter or cars, here are some important safety tips to remember:
• Cross the street at a marked crosswalk or intersection.
• Make eye contact with drivers when crossing busy intersections.
• Continue to watch for traffic the entire time you are in the crosswalk.
• It is illegal to wear headphones in both ears at the same time while operating any
vehicle.
• Vehicle operators need to be extremely vigilant while driving keeping consistently
aware of pedestrians, bicycles, scooters, mopeds and other cars.
• Allow plenty of time to stop or proceed through intersections.
• Pedestrians should only use crosswalks and not take unnecessary risks crossing busy
streets against traffic lights.
• Parents are reminded to pay extra attention to children when crossing busy roads.
Keep hold of children’s hands while waiting for traffic lights to change and while
crossing.
GOVERNOR MARTIN O’MALLEY TO ANNOUNCE PUBLIC SAFETY GRANTS FOR BALTIMORE CITY
The Governor’s announcement will be part of his day-long “Capital for a Day” activities, which will bring the entire O’Malley-Brown Administration to Baltimore City today.
GOVERNOR O’MALLEY COMMENDS MONTGOMERY COUNTY COUNCIL DECISION ON PURPLE LINE
I applaud members of the Montgomery County Council for their leadership in helping to move the Purple Line forward and improve cross-county mass transit access in Maryland and the Washington suburbs. The unanimous decision to approve the Purple Line Functional Master Plan sends a clear message, with one voice, that the Purple Line is a transportation priority for Montgomery County and its residents. The vote firmly supports the alignment we announced last summer and the county will now incorporate the Purple line in its planning and development decisions going forward. From a perspective of energy conservation, reducing Beltway congestion and improving quality of life, the Purple Line is an important facet of Maryland’s commitment to facilitating smart and sustainable growth.
The plan for the 16-mile light rail line between Bethesda in Montgomery County and New Carrollton in Prince George’s County addresses station locations, alignment of the route and calls for added access points to the adjacent Capital Crescent Trail. The Maryland Transit Administration has submitted the Purple Line to the Federal Government for approval and to allow it to compete for federal funding.
GOVERNOR MARTIN O’MALLEY ANNOUNCES BOARD OF PUBLIC WORKS APPROVAL OF STATE CENTER LEASES
ANNAPOLIS, MD – Governor Martin O’Malley announced yesterday that by a unanimous, 3-0 vote the Board of Public Works approved long-term leases at two new office buildings to be built as part of the redevelopment of State Center in Baltimore City. The state commitment to lease office in the redevelopment provides the private sector development team with the ability to seek the private financing necessary to build the first phase of the project.
“The Board of Public works took a big step today in shaping Maryland’s future and bringing thousands of jobs to the heart of Baltimore City,” said Governor O’Malley. “The State Center project will revitalize an area in the heart of the City by mixing retail, residential and office space close to our transit stations and it will be done in a way that will connect, not divide, nine nearby communities. This kind of smart development will be a model for what we can do near other major transit stations throughout the state.”
The $215 million Phase One development at State Center will include two new office buildings and a parking garage. It will form a green, walkable community adjacent to Metro, Light Rail and MARC transit stations. Phase One will include 500,000 square feet of office space and 70,000 square feet of street-level retail space, including a grocery store that the has been a priority for the surrounding communities for years. Over the next 20 years this first phase of the State Center redevelopment will generate more than $200 million in state and city taxes and another $30 million in lease payments to the State of Maryland.
The entire State Center redevelopment, a five-phase, 15-year plan, will create 9,403 jobs during construction and 5,439 permanent, private-sector jobs when the project is complete. An additional 4,862 indirect and induced jobs will be added upon the project’s completion.
