Narrative: On 31 August 2009 at 4:13 PM a deputy stopped a vehicle operated by Darren White for a traffic infraction on Ocean Gateway. While speaking with White, the deputy received consent from White to search his vehicle. During the search, the deputy located a key holder in the center console that was found to contain what the deputy recognized as marijuana.

The deputy placed White under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, White was released by the Commissioner on Personal Recognizance.

Suspect: Wyatt A. Young, 16, Hebron, MD

Narrative: On 31 August 2009 at 6:03 PM, a deputy from the Wicomico Sheriff’s Office investigated an altercation that occurred on Levin Dashiell Road. The deputy located a victim who stated that while driving on Ocean Gateway, the victim was being followed by another subject, Wyatt Young, who was driving erratically and attempting to run the victim off the road. The victim pulled off of Ocean Gateway onto Nanticoke Road then onto Levin Dashiell Road where the victim stopped. Young also stopped, exited his vehicle brandishing a baseball bat and began threatening the victim. The victim stated that Young threatened to kill him and began chasing him. When the victim stopped, Young wound up with the bat and struck the victim in the leg. Witnesses called 911 to report what was happening.

Young was gone upon the arrival of the deputy. The victim required transport to PRMC due to injuries sustained in the assault. The investigating deputy located Young at his residence in Hebron where he was placed under arrest. Due to the nature of the crime, Young was charged as an adult.

Young was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Young was detained in the Detention Center by the Commissioner in lieu of $25,000.00 bond

Juvenile, 15yoa of Salisbury, MD was arrested for Robbery, 1st Degree Assault, and Theft less than $100. On August 31, 2009 at approximately 4:30pm, while on patrol in the area of Davis St an officer was approached by a two juveniles that had been robbed and assaulted by a group of black male juveniles. The victim advised that he and his friend were walking in the 500 block of E Isabella St and were approached by a group of youths who demanded the victim’s skateboard. As the victims tried to run from the group one victim tripped and fell and was immediately punched and kicked by the youths. The victim was also struck in the head several times with his skateboard. The victim was transported to PRMC-ER for his injuries. During the course of the investigation, the officer learned from the victim the identity of one of the juveniles involved in the assault. This Juvenile was located, arrested and released to the custody of Juvenile Services.

Erica Jenice Hartnett, 20yoa of New York, NY and Alyssa Monet Peterson, 20yoa of Bronx, NY were arrested for Theft less than $100 and Conspiracy to Commit Theft. On September 1, 2009 at approximately 9:11pm, an officer responded to the Salisbury Wal-Mart for two shoplifters in custody. It was learned that both subjects had entered into the store and removed numerous articles of clothing. Hartnett and Peterson then concealed the items and attempted to leave the store without paying for the articles. Both subjects were released to the custody of Central Booking.

Juvenile, 13yoa of Salisbury, MD was arrested for Malicious Destruction of Property less than $500. On August 31, 2009 at approximately 5:38pm, an officer responded to the 1100 block of Harbor Pointe Dr for a report of MDOP. An officer met with the victim who advised that his home and vehicle had been bombarded with eggs and various vegetables. Victim advised that he has been having an on-going problem with the Juvenile. The Juvenile was located and admitted to his involvement in the crime. The Juvenile was arrested and transported to the Police Department where the Juvenile was released to the custody of a parent.

Carolyn Diane Jenkins, 50yoa of Salisbury was arrested for Theft less than $100. On August 31, 2009 at approximately 1:13pm an officer responded to the Shore Stop located on Parsons Rd for a reported theft. It was learned through investigation that Jenkins had entered into the business and placed a food order. Upon receiving her food, Jenkins was observed placing the item in her personal bag and walked out of the store without paying for the item. Jenkins was located in the 800 block of W Isabella St and arrested. Jenkins was released to the custody of Central Booking.

US Jobless Soars As Companies Squeeze Workers

Private employers cut 298,000 American jobs last month, far above economists’ expectations, and squeezed more work out of staff over fewer hours.

The ADP Employer Services report on jobless numbers in August exceeded the 250,000 staff cuts economists had forecast.

Employees who kept their jobs worked even harder over shorter hours, according to the Labor Department today.

Revised productivity figures, which show the amount of output per hour of work done, rose by an annual rate of 6.6 per cent in the second quarter, the biggest rise in nearly six years.

Suspect Arrested for Attempted Murder

Wilmington - Early this morning around 1 a.m. Wilmington Police stopped a vehicle for a traffic violation. The officers found that a passenger who was riding in the car was identified as Alonzo Payne. Payne was wanted by state police for a shooting which occurred in Laurel.

Date of Occurrence: Saturday, August 29, 2009 at approximately 9:20 p.m.

Suspect(s): Alonzo Payne, 26, Millsboro

State troopers are looking for a Millsboro man who is wanted for shooting a Laurel man.

This incident occurred last evening when a 42 year-old man was involved in an argument with two subjects in front of his home on Falcon Alley at approximately 8:05 p.m. The two subjects left and returned with several other subjects who were riding in a minivan after 9 p.m. The two men confronted the victim again and during the argument Payne allegedly approached the victim and shot him several times with a handgun before fleeing the scene along with the other men.

The victim was taken to Nanticoke Hospital in Seaford where he was treated for a gunshot wound to the left hip and right foot. The victim’s injuries are non-life threatening.

Warrants are on file for Payne for attempted murder, reckless endangering, possession of a firearm during the commission of a felony and possession of a firearm by a person prohibited. Payne is considered extremely dangerous and anyone knowing his whereabouts should contact Troop 5 immediately by dialing 302-337-1090. Callers may remain anonymous. Georgetown Police Officers Shot In The Line Of Duty

August 23, 1980 – September 1, 2009

Patrolman Chad Spicer joined the Georgetown Police Department on September 2, 2008.

Prior to joining Georgetown, Officer Spicer had work for the Laurel Police Department (June 17, 2008 – August 24, 2008); Bridgeville Police Department (March 1, 2004 – June 15, 2008); and the Delaware Department of Corrections (2000 to 2004).

Officer Spicer was a native of Georgetown having graduated from Sussex Central High School, and Delaware Technical and Community College in 1999.

Officer Spicer was tragically killed in the line of duty on Tuesday, September 1, 2009 during a traffic stop. Chad was an outstanding police officer and will be sorely missed by his family, friends and his fellow officers.

Officer Spicer is survived by his parents Norman and Ruth Ann Spicer of Georgetown, and a three (3) year old daughter, Aubrey.

Corporal Shawn Brittingham has been employed with the Georgetown Police Department since February of 2003.

Corporal Brittingham is currently assigned to Patrol where he is responsible, along with other patrol officers, for a long list of duties including, but not limited to, responding to emergency calls for service and enforcing the criminal and traffic laws of the State of Delaware.

Corporal Brittingham is Georgetown Police Department's K-9 Officer, a position that he has held since July of 2005. In addition to being a K-9 Officer Corporal Brittingham is a member of the Georgetown Police Department's Emergency Response Team and is a shift supervisor.
Corporal Brittingham and his wife, Melissa and one (1) year old daughter, Olivia, reside in Millsboro, Delaware.

Patrolman Chad Spicer was shot and killed as he and his partner attempted to stop a vehicle that had been involved in an shooting a short time earlier.

All three suspected exited the vehicle and began to flee on foot. One of the suspects immediately opened fire on the officers, fatally wounding Patrolman Spicer before he was even able to exit the patrol car. His partner was also shot and critically wounded.

Two of the suspects were apprehended, but the suspect who fired the shots remains at large.

Patrolman Spicer had served with the agency for one year and had previously served with the Bridgeville Police Department for three years. He is survived by his wife and daughter.

WICOMICO COUNTY POCKETS BIG SAVINGS WITH REDUCED ELECTRIC RATE

Wicomico County Executive Richard M. Pollitt, Jr. announced today that, due to a contract with a new electric energy supplier, the county saved taxpayers $173,132 in electric bills in Fiscal Year 2009 (July1, 2008 – June 30, 2009).

According to Pollitt, the county’s contract with Direct Energy has a rate of $0.0947 per kilowatt hour versus the old average rate of $0.117579 from Delmarva Power. The lower rate covers about 75% of all county use. The remaining 25% of county users will be buying power from Direct Energy as of July 1, 2010. “This should yield even more savings,” said Pollitt.

In FY 2009, the county used 7,567,306 kilowatt hours from Direct Energy @ $0.0947
per/kwh for a total cost of $716,624. Under the previous electric supply contract, that usage would have cost $889,756.

Executive Pollitt said, “We have had very little good financial news lately. I am pleased that we are able to inform our taxpayers that our Purchasing Department, at my request, sought and found a way to save them money.”

Defense lawyer says culprit told tellers to call police during Pa. stick-up

LANCASTER, Pa. - A Pennsylvania man said he robbed a bank in 2007 to go to jail and get away from his overbearing wife.

At a sentencing hearing Monday, 39-year-old Anthony Miller said he robbed a bank in Ephrata because he wanted to leave his then-wife but she had threatened to commit suicide if he did.

Defense attorney Robert Beyer said Miller approached tellers with a BB gun, asked for money and told them to call the police.

The anti-war activist Cindy Sheehan headed to Martha's Vineyard this week, where President Obama is vacationing. Once again she is protesting our two wars abroad.

But Sheehan is a media has-been. ABC's Charlie Gibson used to cover her anti-Bush rallies in Crawford, Texas. Now he says, with a sigh, of her recent anti-Obama efforts, "Enough already."

The war in Iraq is scarcely in the news any longer, despite the fact that 141,000 American soldiers are still protecting the fragile Iraqi democracy, and 114, as of this writing, have been lost this year in that effort.

But after the success of the surge, there are far fewer American fatalities each month — eight in July, five in August. Former anti-war candidate Barack Obama is also now President and Commander-in-Chief Obama — with Democratic majorities in the Congress.

Public opinion and media attention about Iraq were always based largely on two factors that transcended whether Americans felt the removal of Saddam Hussein was wise and necessary — or misguided and wrong.

First was the perception of costs to benefits. In May 2003, after a quick, successful American invasion, a Gallup poll revealed that 79 percent of the public supported the war — despite our not finding weapons of mass destruction. But by December 2008 — more than 4,000 American fatalities later and at the end of the Bush presidency — only 34 percent, according to an ABC News/Washington Post poll, still felt the war had been worth the effort.

Second was how the changing public mood affected politics. In October 2002, the Republican-controlled House and Senate, with plenty of Democratic support, voted overwhelming to authorize the Iraq war.

Congress cited 23 reasons why we should remove Saddam. The majority of these authorizations had nothing to do with weapons of mass destruction.

Yet as the subsequent occupation became messy and costly, prior Democratic support evaporated. In both the presidential campaigns of 2004 and 2008, running against what was now George Bush's war was seen as wise Democratic politics.

In the early days and weeks after Sept. 11, 2001, a small cadre of men (and a few women) with vast amounts of intelligence experience reported to the Langley, Va., headquarters of the CIA. Sometimes they worked with friendly forces, and sometimes they worked alone. They focused like a laser beam on one thing: Stop the next attack.

Their mission: Seek and destroy the terrorist planners, facilitators, trainers, financiers, and their infrastructure wherever they were.

Twenty-four hours a day, seven days a week, CIA officers, both the contractors and the overextended staff officers, launched dozens of initiatives. The CIA Counterterrorism Center’s motto, “Deny, Disrupt, Destroy,” became the reason for our living. We left our families for months on end and sacrificed personal and professional lives to fight the Global War on Terror (GWOT). Delaware State Police Homicide Unit has formally charged one of the two suspects previously mentioned as being in custody. Delaware State Police have charged Derrick J. Powell-22 of Cumberland, Maryland with Murder 1st degree and other related charges. Delaware State Police Homicide also obtained an arrest warrant for Fugitive Christopher L. Reeves-20 of Lincoln, Delaware. Reeves is the driver of the Chrysler Sebring involved in this investigation. Reeves is still a fugitive and should be considered armed and dangerous.

Powell was charged with Burglary 2nd because after fleeing from the Chrysler Sebring he entered a residence on the unit block of Savannah Road Georgetown in an attempt to evade police apprehension.

The 2nd suspect apprehended during this investigation has not been charged, a preliminary investigation suggests he was not directly involved with the killing of Ptlm. Spicer. However it must be noted that even though Powell has been apprehend this investigation and collection of information is still ongoing.

Delaware State Police are continuing their search for Christopher Reeves and have expanded their search to the Dover area of Kent County Delaware.

It should also be noted Cpl. Shawn Brittingham was struck in the neck by a projectile fragment. Cpl. Brittingham is listed to be in stable condition.

A photo of Powell is not currently available however I am working closely with Delaware State Bureau of Investigation in attempts to obtain a photo. Your patience is greatly appreciated.

SALISBURY’S POLICE DEPARTMENT – WHAT THE CITY CHARTER SAYS

Mayor Ireton’s decision to direct Police Chief Webster to cease and desist from his so-called investigation of a rumor about Councilwoman Campbell has been criticized, predictably, by her detractors as inappropriate and even illegal. Neither charge is correct.

The Salisbury Charter designates the Mayor as the “chief executive officer and head of the administrative branch of the city government” and also states: “The Mayor is responsible for the administration of the city’s affairs.”

The portion of the Charter that governs the Police Department empowers the Chief of Police to exercise the duties of that position “under the authority of the Mayor and the direct supervision of the City Administrator.” The latter office is defined as “the direct subordinate of the Mayor and the immediate supervisor of each department head.”

Why I Spend My Vacation Time Attending County Council Meetings

Because they are just so fun!

I don't even know where to start so I'll start at the end.

Once again I took time off of my job, today (Tuesday 9/1) to implore the council to change their meeting times to a more conducive after-hours schedule for working tax paying people and...well, they were unresponsive.

At least 7 others got up to request evening meetings as well. We have a huge gap in the budget of 8 MILLION dollars for FY10 and predictions for FY 11 are far more dismal...and we can't even convince these folks whom we elected to bring these discussions to the tax payers? What hope do we have to influence them on the really important issues like property assessments and tax rate hikes? Service cuts, Revenue Caps, and Speed cameras? All of these items are on the radar, so look out.

Let me be fair, it's not all of them that are unresponsive to this request, but enough of them to keep the status quo. After all, this has been a long standing request from the people of Wicomico County to the council and we are still standing in the same place. As far as I know, Joe Holloway is the only vocal supporter of evening meetings, and I would know.

To top it off; when I finally get out of there, 2 hours later, and I have a $10 meter violation (parking ticket) So in essence; I paid twice to get up to the podium to say my little "two cents". Thanks so much. Perhaps this is a new revenue generator; "come pay $10 bucks to have the county council ignore you." Maybe we can make up the budget that way if they move the meetings to after business hours?

It didn't go so well either. I think I came across angry, while I was probably more nervous than anything. Something about sitting for hours and listening to various agencies complain that they don't have enough money and that we have a budget shortfall of 8 million dollars, while I worried about my meter expiring, and the business I wasn't attending to, got me a little anxious.

Let me back up a bit. The meeting got underway after passing a few resolutions. Then the council voted to approve Resolution 129-2009 Approving the service agreement between Efficient Services from Seaford, DE for cleaning services for about $10,000 plus a month. Stevie Prettyman asked some great questions regarding why there wasn't a local company utilized (in state/in county) and the answers revealed the poor bid process the counties purchasing department embarks on. Basically their own rules prevent them from finding and interacting with the best vendors. None the less, after much questioning the council unanimously voted for the resolution.

There was supposed to be a budget adjustment report by County Executive, Mr. Pollitt, but he was a no show, as apparently he decided to attend a funeral today. However there was a dismal report from Patricia Peterson, Director of Fiance. Specifically; income tax is down significantly and is forecast ed to get worse. Overall the county is in the hole for millions of dollars including the 6 million the state had decided not to fund, mostly because of a bad economy, the housing crash and primarily a Governor that has bankrupted our state. John Cannon requested a meeting with the Department of Finance once a month and a special session was set for September 8th at 10am for the council to approve salary reductions and furloughs for county employees.

My ears started to bleed when the county health agency representative started crying about the budget reductions that had affected her department and all the federal aid for Swine Flu.

Other highlights included strong proponents for the MAPP project, McCain stating he wants to change the terms of the revenue cap. Governor O'Mally's state liasion in attendance, and John Cannon pledging to run the county more like a business.

John, my friend, the first rule of business is to cator to your customers. In this case, we, the tax payer, are your customer.

I noted that on September 15th the Council will hold a public meeting, in the middle of the day, to amend the budget and will be finalized in October, during a meeting scheduled to be held while you're working.

I attended a Wicomico county council meeting today at 10AM for the first time ever. I felt really guilty the whole time I was there, because I was supposed to be working at my job. However, I was extremely impressed with Joe Holloway. This man takes common sense and applies it to government.

I know Joe from when he operated Holloway's Store in Parsonsburg. I remember going there as a kid to rent video game cartridges and seeing him standing behind the counter chewing a big cigar. When I recently started paying attention to local politics this summer, I was suprised and encouraged to learn he was on the council.

The critical event that made me interested in local politics was the recent tax assessment of my properties. Over a three year period, the county wanted to increase my assessment of one rental property from approximately 98K to approximately 168K. I went to the tax office and was only able to get it reduced to approximately 158K. The property is a one acre lot with a small bungalow that is about 100 years old, located between chicken farms. My property taxes are escrowed, and my monthly note on the place has increased 12% since I bought it 10 years ago due to taxes. The increase is actually probably larger since I'm not carrying homeowner's insurance on it anymore.

Last week I went to a City Council meeting and realized that most of what they do at these meetings is spend money. I'm currently in a tight spot with my rental, since my tenant's wife lost her job in the economic downturn and they're two months behind on the rent.

Today John Cannon announced that the county was losing about $6 million in state funding. I immediately smelled taxes. There were two ladies that came and cried about not having enough money for their agencies. First was Patricia Peterson, Director of Finance, who lamented the furlough days, and decrease of income for county employees. During her dialouge, my heart was about to explode out my chest. I work in the private sector, and my income is at an all time low. Welcome to reality, Pat! I didn't catch the name of the next lady, but she was with the Health Dept. She tried to imply there was a huge flu epidemic coming and she needed cash to save us. Then she whined about not having enough manpower to do drainage testing. Joe asked if these services could be contracted out, and she replied that county employees would have to "watch" the contractors work to make sure they didn't make mistakes. This is nonsense in my opinion. Joe spoke out about frivolous spending projects for a new Civic Center and a new Library when the county is in a cash-poor situation. His final statement about fiscal conservatism earned him a well deserved round of applause.

Shoemaker has ordered the Town's municipal flag to be replaced at a ceremony tonight by the historic Gadsden "Don't Tread On Me" flag, the popular symbol of the recent Tea Party movement, writes Joe Albero in his Salisbury News blog.

The flag ceremony is to mark state funding to local governments.

Albero quotes Shoemaker saying: "The $3.8 billion in federal [stimulus] money sent to Maryland was wasted on pork barrel projects and social-program spending rather than on rebuilding our crumbling infrastructure. Now the state is dumping their failure of fiscal leadership into our laps."

Russian Professor: Collapse Of America Could Begin In Two Months

Russian Professor Igor Panarin says that events are continuing to confirm his doomsday prediction first made over 10 years ago, that the United States will completely collapse like the Soviet Union before the end of 2010, and warns that the chaos could begin to unfold in as little as two months.

Panarin, doctor of political sciences and professor of the Russian Diplomatic Academy Ministry of Foreign Affairs, told journalists during the unveiling of his new book yesterday that President Obama has done nothing to forestall the fast approaching crisis and that it could begin to properly unfold in November.

“Obama is “the president of hope”, but in a year there won’t be any hope,” said Panarin. “He’s practically another Gorbachev – he likes to talk but hasn’t really managed to do anything. Gorbachev at least had been a secretary of a regional communist party administration, whereas Obama was just a social worker. His mentality is totally different. He’s a nice person and talks nicely – but he’s not a leader and will take America to a crash. When Americans understand that – it will be like a bomb explosion.”

Since 1998, Panarin has been warning of a future disintegration of the United States and the collapse of the dollar. The recent election victory for Japan’s Democratic Party is another sign that the economic collapse of the U.S. is imminent, according to Panarin.

“Today I received another confirmation that the collapse of the dollar and the US is inevitable. Japan’s Democratic Party won the election, and I’d like to remind you that its leader [Yukio Hatoyama] has the snubbing of the dollar among his economic plans. In plainer words, he plans to transfer Japan’s monetary reserves from US dollars into another currency. The move will seriously accelerate the dollar’s exchange slump as early as this November. Disintegration will follow shortly,” he said, adding that next year China would also begin to massively dump the dollar and that Russia would begin to sell oil and gas for roubles.

When you decide to oppose or support Cap & Trade or Obamacare one should consider the role played by Congress in energy. Congress went to work on energy in 1970 and is still working at it. I would like you to consider a few of their actions. -

Emergency Petroleum Allocation Act of 1973
The aim of this legislation was to ensure equitable distribution of available product, to establish equitable prices and to preserve the independent segments of the industry.

Industry action/reaction
Growth in domestic production and exploration was curtailed. Small inefficient refineries were made profitable for that short time span.

Energy Policy and Conservation Act of 1975
The act was designed to increase production through price incentives. It established a two tier system of pricing, among other less important things.

The p[program actually served as an incentive to oil companies to increase purchases of imported crude oil. We now have about 400,000 capped oil wells in this country, taken out of production thanks to congress.

Guess How Many 'Stimulus' Predictions Flopped?

Report blasts White House for selling $787 billion 'failed experiment'

The Republican National Committee has released a massive, 200-point "I told you so" on President Obama's 2009 American Recovery and Reinvestment Act, otherwise known as the "stimulus package."

The RNC calls the report "200 Days, 200 Claims," and moves point-by-point through Democrats' pledges and promises in promoting the stimulus package. Quoting Obama, Vice President Biden and Democrats from each region of the country separately, the report cites what advocates of the stimulus package said would happen upon its passage, then lists stats and quotes the GOP claims present the "reality" of what actually happened.

"It is appropriate on the 200th day of the stimulus to look back at exactly what the stimulus has accomplished," writes RNC Chairman Michael Steele in a letter introducing the report. "The answer is very little. What it has done, however, is give the American people a $787 billion bill."
Steele continues, "In the end, the stimulus is another failed experiment by the president that Americans cannot afford. Instead of creating jobs, millions are unemployed and billions have been added to our deficit. 200 days of this stimulus are 200 days too long."

According to the report itself, "The RNC's research focuses on promises made to the American people on job creation, waste, prevention, targeted spending, transparency and how the stimulus would bring about an economic recovery. The resulting report, – '200 Days, 200 Claims' – holds Democrats accountable for their claims that the stimulus was an absolute necessity to jolt the economy.

"[Democrats] used this and other claims to quickly force through one of the largest spending bills in American history," the report charges. "Now Americans will see how valid those claims are 200 days later."

I looked at these two "jobs", and I'd like to have one of them! I know, without any doubt whatsoever, that I could do either one of them, at least as well as the people who currently hold them, they are a "piece of cake!" Giving it much thought:

I can vote to pass legislation that I didn't write, and haven't read either, I can do that!

I can hire a staff, and have one of them write my legislation for me, I can do that!

I can give up Social Security, for a pension at full salary for life, I can do that!

I can give up Medicare, for treatment at taxpayer's expense, by the best doctors, in the best facilities,
I can do that!

I can live quite comfortably on $170,000.00 per year, I can do that!

I can vote to raise my own salary, I can do that!

I can [as Charlie "tax man" Rangel], "get into", driving around in a taxpayer financed and fueled, Cadillac Escalade, I can do that!

I can learn to speak out of both sides of my mouth, I can do that!

I can learn to lie, cheat, and steal, I can do that!

I can "forget" to pay my taxes, I can do that!

I can ignore my constituents, I can do that!

Labor Day Weekend Traffic Expected To Be Heavy

Dover -- The Department of Transportation (DelDOT) reminds travelers to anticipate increased traffic on Delaware's major highways starting on Friday, September 4, for the upcoming three-day weekend. Peak holiday travel times are expected to occur from noon to 8 p.m. on Friday, September 4 and Monday, September 7. All construction projects underway will be shut down by noon on Friday, September 4, except in the event of an emergency. Construction jobs will resume on Tuesday, September 8.

DelDOT's Transportation Management Center (TMC) monitors over 5,500 miles of state-maintained roads around the clock. TMC personnel through a variety of automated systems to include electronic detection and video cameras will monitor the transportation system and adjust traffic signals in response to increased congestion or incidents.

DelDOT's Traffic Patrol Units assist motorists statewide with needs ranging from vehicle breakdowns to accidents. Civil Air Patrol airplanes will check traffic conditions across the state. Tollbooths at the I-95 Newark Plaza, Route 1- Biddle's Corner Plaza, and Route 1-Dover Plaza will have extra personnel to ease traffic delays.

DART First State statewide services, both fixed route and paratransit, will not operate on Monday, September 7, with the exception of the Resort Transit Routes 201-208, its related paratransit service, and Route 305 - Beach Connection. Monday, September 7 is the last day of operation for Route 305 - Beach Connection; however, the Resort Transit Routes will continue to provide a reduced service schedule through Sunday, September 20, serving Rehoboth, Lewes, Georgetown, Dewey, Bethany, Fenwick Island and Ocean City, MD.

SEPTA R2 will not operate within Delaware on Labor Day. The train will operate on a Sunday schedule from Marcus Hook.

Colonel Robert M. Coupe Announces Trooper Of The Year 2008

Yesterday at a gathering of troopers and families at the State Police Training Academy, Colonel Robert M. Coupe announced Corporal John Andrew Lloyd of Troop 6, Prices Corner, as Trooper of the Year for 2008.

In October, 2008, Corporal Lloyd was on routine patrol at Troop 6. He conducted a vehicle stop reference to a seatbelt violation. Both driver and passenger gave Corporal Lloyd false names. Both subjects were ultimately positively identified. Corporal Lloyd followed up on their identities and discovered that one of the two was recently involved in a Wilmington homicide. This was a classic case of “Going the Extra Mile”. Corporal Lloyd took a routine vehicle stop for a relatively minor violation, and through his own diligence and initiative, was able to apprehend a homicide suspect. This is very typical of the day to day work ethic of Corporal Lloyd.

Colonel Coupe stated “Cpl. Lloyd is a model trooper; he is willing to assume responsibility, make decisions often under pressure, function in physical danger and act professionally under pressure. It is clear to me the women and men of the State Police are very professional and they constantly make me proud to be a trooper.”

Corporal Lloyd was named Trooper of the Year at Troop 7, Lewes, in 2006, Trooper of the Year at Troop 6, Prices Corner, in 2007 and was Co-Trooper of the Year at Troop 6 in 2008. These awards are directly related to his continued productivity, outstanding investigations, his outstanding leadership capability and simply his overall job performance. Few troopers can claim they have been the Trooper of the Year at a troop, but Corporal Lloyd has been so consistent in his work efforts and ethic, he can claim title at two different troops over a three year period.

The "do as I say, learn from me as I speak the path..." sucks and smack of more indoctrination......

I want our children to learn and accept our tried and tested path of self fulfillment through effort, work, honest gain, achievement through excellence. Self sequestering is not easy to teach. I Don't need and do not want the Administration preaching the concept of socialism to corrupt or confuse the minds of my children. Do you???

Before the Speech:
Teachers can build background knowledge about the President of the United States and his speech by reading books about presidents and Barack Obama and motivate students by asking the following questions:
Who is the President of the United States?
What do you think it takes to be President?
To whom do you think the President is going to be speaking?
Why do you think he wants to speak to you?
What do you think he will say to you?
Teachers can ask students to imagine being the President delivering a speech to all of the students in the United States. What would you tell students? What can students do to help in our schools? Teachers can chart ideas about what they would say.
Why is it important that we listen to the President and other elected officials, like the mayor, senators, members of congress, or the governor? Why is what they say important?
During the Speech:
As the President speaks, teachers can ask students to write down key ideas or phrases that are important or personally meaningful. Students could use a note-taking graphic organizer such as a Cluster Web, or students could record their thoughts on sticky notes. Younger children can draw pictures and write as appropriate. As students listen to the speech, they could think about the following:
What is the President trying to tell me?
What is the President asking me to do?
What new ideas and actions is the President challenging me to think about?
Students can record important parts of the speech where the President is asking them to do something. Students might think about: What specific job is he asking me to do? Is he asking anything of anyone else? Teachers? Principals? Parents? The American people?
Students can record any questions they have while he is speaking and then discuss them after the speech. Younger children may need to dictate their questions.
After the Speech:

Teachers could ask students to share the ideas they recorded, exchange sticky notes or stick notes on a butcher paper poster in the classroom to discuss main ideas from the speech, i.e. citizenship, personal responsibility, civic duty.

Students could discuss their responses to the following questions:
What do you think the President wants us to do?
Does the speech make you want to do anything?
Are we able to do what President Obama is asking of us?
What would you like to tell the President?

Teachers could encourage students to participate in the Department of Education’s “I Am What I Learn” video contest. On September 8th the Department will invite K-12 students to submit a video no longer than 2 min, explaining why education is important and how their education will help them achieve their dreams. Teachers are welcome to incorporate the same or a similar video project into an assignment. More details will be released via HYPERLINK "http://www.ed.gov"www.ed.gov.

Extension of the Speech: Teachers can extend learning by having students
Create posters of their goals. Posters could be formatted in quadrants or puzzle pieces or trails marked with the labels: personal, academic, community, country. Each area could be labeled with three steps for achieving goals in those areas. It might make sense to focus on personal and academic so community and country goals come more readily. Write letters to themselves about what they can do to help the president. These would be collected and redistributed at an appropriate later date by the teacher to make students accountable to their goals. Write goals on colored index cards or precut designs to post around the classroom. Interview and share about their goals with one another to create a supportive community. Participate in School wide incentive programs or contests for students who achieve their goals. Write about their goals in a variety of genres, i.e. poems, songs, personal essays.

Create artistic projects based on the themes of their goals. Graph student progress toward goals.

On Tuesday September 1, 2009, Sussex County Emergency Operations Center (911) received a call from the McDonalds located at 20817 DuPont Highway Georgetown, Delaware of shots being discharged in the parking lot. Witnesses at the McDonalds described the vehicle involved at the McDonalds altercation as a Chrysler Sebring. The vehicle description and suspect information was broadcast to the Georgetown Police department as well as surrounding agencies.

Georgetown Officers Ptlm. Chad Spicer and Cpl. Shawn Brittingham were patrolling as a two person unit when they observed the Chrysler Sebring. Ptlm. Spicer and Brittingham stopped the Chrysler Sebring, at which time the occupants began to flee from the vehicle on foot.

As Cpl. Brittingham exited the driver’s side of the patrol vehicle to begin pursuing the suspects a single shot was discharged by one of the suspects striking Ptlm. Spicer who had not had the opportunity to exit his vehicle. Spicer sustained a fatal injury to the upper extremity while Cpl. Brittingham received a non lethal injury to the neck area. Both Spicer and Brittingham were transported to Beebe Medical Center Lewes, Delaware. Ptlm Chad Spicer died of injuries sustained during the fire fight. Cpl. Shawn Brittingham is listed in guarded but stable condition at Beebe Medical Center.


Georgetown Police Department, Delaware State Police and numerous other Sussex County police agencies came to assist the officers in Georgetown. Local departments as far north as Dover City Police responded to Georgetown area to help search for the suspects. Local Fire Personal and Emergency crews were out in force to assist police personnel with this investigation.

Delaware State Police Homicide Unit has been asked by the Georgetown Police to handle this investigation. Delaware State Police currently have two suspects in custody for questioning in relation to today’s tragic events. The suspects have not been formally charged however additional information will be forthcoming.

Delaware State Police is still currently searching for Christopher Reeves-20 of 21000 block of W. Mayhew Drive Lincoln, Delaware. Reeves is described as a bm-20 5’06” 140 lbs. black hair and brown eyes. Reeves is considered armed and dangerous, anyone having contact with Reeves is asked to call Troop 4 at 302-856-5850, and Crime Stoppers at-1-800-TIP-3333 or for immediate assistance dial 911.

A Little History

They used to use urine to tan animal skins, so families used
to all pee in a pot & then once a day it was taken & sold to the tannery......if you had to do this to survive you were "Piss Poor"
But worse than that were the really poor folk who couldn't even
afford to buy a pot......they "didn't have a pot to piss in" & were the lowest of the low

The next time you are washing your hands and complain because the water temperature isn't just how you like it, think about how things
used to be. Here are some facts about the 1500s:

Most people got married in June because they took their yearly bath
in May, and they still smelled pretty good by June.. However, since
they were starting to smell . .. . Brides carried a bouquet of flowers
to hide the body odor. Hence the custom today of carrying a bouquet when getting married..

Baths consisted of a big tub filled with hot water. The man of the
house had the privilege of the nice clean water, then all the other
sons and men, then the women and finally the children. Last of all
the Babies. By then the water was so dirty you could actually lose someone in it. Hence the saying, "Don't throw the baby out with
the Bath water!"

Houses had thatched roofs-thick straw-piled high, with no wood underneath. It was the only place for animals to get warm, so all
the cats and other small animals (mice, bugs) lived in the roof.
When it rained it became slippery and sometimes the animals would
slip and fall off the roof. Hence the saying "It's raining cats
and dogs."

There was nothing to stop things from falling into the house.
This posed a real problem in the bedroom where bugs and other droppings could mess up your nice clean bed. Hence, a bed with
big posts and a sheet hung over the top afforded some protection. That's how canopy beds came into existence.

The floor was dirt. Only the wealthy had something other than
dirt. Hence the saying, "Dirt poor." The wealthy had slate floors
that would get slippery in the winter when wet, so they spread
thresh (straw) on floor to help keep their footing. As the winter
wore on, they added more thresh until, when you opened the door,
it would all start slipping outside. A piece of wood was placed in
the entrance-way. Hence: a thresh hold.

(Getting quite an education, aren't you?)

In those old days, they cooked in the kitchen with a big kettle
that always hung over the fire.. Every day they lit the fire and
added things to the pot. They ate mostly vegetables and did not
get much meat. They would eat the stew for dinner, leaving
leftovers in the pot to get cold overnight and then start over the
next day. Sometimes stew had food in it that had been there for
quite a while. Hence the rhyme: Peas porridge hot, peas porridge
cold, peas porridge in the pot nine days old.

Sometimes they could obtain pork, which made them feel quite
special.. When visitors came over, they would hang up their
bacon to show off. It was a sign of wealth that a man could,
"bring home the bacon." They would cut off a little to share
with guests and would all sit around and chew the fat.

Those with money had plates made of pewter. Food with high
acid content caused some of the lead to leach onto the food,
causing lead poisoning death. This happened most often with
tomatoes, so for the next 400 years or so, tomatoes were
considered poisonous.

Bread was divided according to status. Workers got the burnt
bottom of the loaf, the family got the middle, and guests got
the top, or the upper crust.

Lead cups were used to drink ale or whisky. The combination
would sometimes knock the imbibers out for a couple of days.
Someone walking along the road would take them for dead and
prepare them for burial. They were laid out on the kitchen
table for a couple of days and the family would gather around
and eat and drink and wait and see if they would wake up.
Hence the custom of holding a wake.

England is old and small and the local folks started running
out of places to bury people. So they would dig up coffins and
would take the bones to a bone-house, and reuse the grave.
When reopening these coffins, 1 out of 25 coffins were found
to have scratch marks on the inside and they realized they had
been burying people alive. So they would tie a string on the wrist
of the corpse, lead it through the coffin and up through the
ground and tie it to a bell. Someone would have to sit out in the graveyard all night (the graveyard shift.) to listen for the bell; thus,someone could be, saved by the bell or was considered a dead ringer...

And that's the truth...Now, whoever said History was boring ! ! !
