Interstate Cooperation Nets Theft Suspect


Location of Incident: Unit block of Curry Court, Wilmington, Delaware, New Castle County

Date of Occurrence: Thursday, June 11, 2009

Suspect(s): Justin Harrington, 18, of Curry Court in Wilmington, Delaware

Resume: Yesterday afternoon, Troop 2 Burglary detectives received a series of surveillance photographs from an Upper Chichester Police detective. The photos were of a suspect who was using a stolen credit card at the Concord Pike Exxon (Route 202 and Naamans Road) on June 8th. The credit card was actually stolen on June 8th in a caper during which multiple cars were broken into in Upper Chichester.

Detectives here in Delaware immediately recognized the suspect in the photograph as Justin Harrington- having arrested him just 30 days prior for felony Theft and felony Receiving Stolen Property.

Investigators obtained a search warrant for Harrington’s residence. They responded to his home earlier today and recovered a significant amount of stolen property which included: GPS devices, laptops, IPods and cigarettes. Also, suspected marijuana packaged for sale was recovered in Harrington’s bedroom.

Justin Harrington was transported back to Troop 1 where he was formally charged with Possession with the Intent to Deliver Marijuana (felony), Unlawful Use of a Credit Card (felony), Receiving Stolen Property (misdemeanor) and Receiving Stolen Property (felony). He was remanded to the Howard Young Correctional Institute in lieu of a $7,000.00 secured bond.

Charges are expected to be filed in Pennsylvania in the days to come.

This is such a coincidence!

I was just coming on this site to report something my kids and I watched tonight. We were at the Rite Aid on Mt. Herman Road at 6:05pm. My kids are 14 & 15 and thier friend is 15. The 14 and 15 year old went in to the store to buy some drinks for the night and I sat with my other son in the van. As we were sitting there, a teal blue, town and country van pulled in beside us. The woman got out of the car and went into the store. I thought nothing. My kids came out about 5 minutes later and I started to back out of my parking spot. I checked the sides and when I did, I noticed 2 young toddlers sitting in the back seat in car seats. I slowed down to a stop and asked my kids if they saw an adult in the very back seat. They looked and said "NO"!!! I wasn't sure if they looked well enough so I back around to the back of the other van to get a better view of the back seat. And to my dismay, there was no other person in the car besides the 2 babies. I pulled back in and was spitting fire! They boys were asking me what was I going to do? I told them to call the police while I went into the store to get the mother and give her a piece of my ass.

As I walked up to the doors I thought that maybe I should get her tag number before I go in the store just in case she leaves. I went back to her car, wrote down the tag number and almost hit the ground. Not only was this car registered to a complete idiot but it had the tags of the Fruitland Fire Department!! Maryland tag FF 0080. I walked around the car because I could hear the kids hollering and there sat her pocketbook in the front seat. Tempting to the eye of a thief. As I was writing down the make of the car, the mother came out, went in the front seat to her pocketbook, said something to the kids, then went back into the store. I got back in my car and could not believe what I was watching! I asked the kids if they called the police and they said they were afraid. So our conversation went on about why and what do they think we should do.

The mother came out, got in her van and pulled away. My sons' friend said "Oh my God. She left her kids in the car to get a pack of cigarettes!" We pulled up to the stop light and who was next to me?...the van with the wacked mom! I remembered that I had my camera in the car but before I could get a picture of this woman, the light changed and she pulled ahead. I was able to get the picture of the rear of the van.

I wanted to post this because I was unable to help those 2 babies that have no voice and I was extremely upset at what this woman had done. My son has recently been diagnosed with Leukemia and I am doing everything in my power to keep him alive and she is just taking her childrens' life for granted. How dare she! My life would never be the same if my sons' fight were to end in any way that takes him from me. I don't wish this feeling on any mother but sometimes I do wish it so they can feel the pain and maybe it would wake them up.

So if you know who owns a bluish-teal Town and Country van, tag number: MD FF 0080, Fruitland Fire Department, let her know that she is lucky that I did not get the police there in time and that someone is always watching. I hope the cigarettes were worth it!

Reader Calls Police After Mother Leaves Children In Hot Car


Joe,

I called the police today and reported some idiot woman who left her children in the car while she went shopping in Lowe's. They were 7 and under 1. Her response: "Why didn't you just wait until I came out to say something to me?" Wait for how long? She was in there for 10 minutes. It was over 80 degrees out and the baby's head was soaked with sweat. 10 minutes or 10 hours - young children should not be left.

To top it off, she told me and another woman who witnessed this that she previously worked for an animal shelter, so she knew the effects heat could have on dogs left in cars. Amazing! Then she proceeded to say it was only 10 minutes. I told her I could have taken her children and been in Delaware in 10 minutes. Her response? "I don't like to think the world is like that" Where's she living? Do they have news there? I told her there was a jail just down the road filled with people who could acquaint her with what could happen to her children.

The first thing she said to the officer when he got there was she didn't know the law. The officer told her she didn't have to know the law to know common sense. By the way, the car was not running with air. It had 1 window open next to the 7 year old and was unlocked.

Still ticks me off. There are so many people who want children, then you have some jerk who treats hers worse than she would a dog.

UPDATE: I did ask if she was arrested and here was their reply.

"No. The officer is writing a report to submit to the SA office. Probably won't come to anything, but hopefully it scares her enough not to do it again."

Daytime Burglaries

Recently Wicomico County has experienced a rise in daytime burglary. The Wicomico Bureau of Investigation, Maryland State Police and Wicomico Sheriff’s Office would like to ask for the public’s assistance. Many citizens have left their homes for the day only to return at the end of the day to find their home broken into.

We ask that the citizens of Wicomico County learn the vehicles and identity of the people that live in around their homes and neighborhoods. If suspicious people or vehicles are noted you are asked to call either the Maryland State Police or the Wicomico Sheriff’s Office. Remember to note as many things as you can about the suspicious person or vehicle to include tag numbers.

Incident: Motor Vehicle Accident with Injury

Location: Intersection of Beaglin Park Drive and Mt. Hermon Road, Salisbury, MD

Narrative: On 29 May 2009
at 7:10 PM, deputies from the Wicomico County Sheriff’s Office responded to a Personal Injury Accident that occurred in the intersection of Beaglin Park Drive and Mt. Hermon Road in Salisbury, MD. As a result of the collision, one of the involved vehicles overturned with several occupants transported to the hospital.



Due to the arrival of a severe thunderstorm, many individuals who had stopped for the accident are believed to have left. We are currently seeking information from anyone who may have been in the area and witnessed this accident. Incident: Assault
Date of Incident: 10 June 2009
Location: 200 block of Station Street, Mardela Springs, MD
Suspect: Juvenile Male, 14, Mardela Springs, MD

Narrative: On 10 June 2009
at 1:30 PM, a deputy from the Wicomico County Sheriff’s Office responded to investigate an altercation that occurred at the park located on Station Street in Mardela Springs, MD. Upon the arrival of the deputy, it was discovered that two juveniles were involved in a verbal altercation which led to one of the juveniles assaulting the other.



The deputy managed to identify and locate the assailant in this incident. Once located, the juvenile assailant was charged on a juvenile referral and released to the custody of a parent pending formal court action by the Department of Juvenile Services.

Incident: Disorderly Conduct
Date of Incident: 10 June 2009
Location: Ocean Gateway E/B at Walston Switch Road, Salisbury, MD
Suspect: 1. Brendan Smith, 19, Baltimore, MD
2. William Tomlinson, 18, Baltimore, MD



Narrative: On 10 June 2009 at 4:16 PM, a deputy from the Wicomico County Sheriff’s Office was on a traffic stop at the intersection of Ocean gateway eastbound and Walston Switch Road when a Dodge sedan stopped for the red signal in his vicinity. The deputy heard the passenger of the Dodge scream out the window, expressing contempt and disdain for law enforcement. Other motorists in the area, also stopped for the red signal, visibly heard the comments shouted by this individual. The deputy, who was close enough to the Dodge sedan to speak to the occupants, instructed them to pull to the side of the highway. Instead they ignored the deputy’s request and continued eastbound on Ocean Gateway when the signal turned green.



Another deputy in the area managed to stop the vehicle two miles east of Walston Switch Road on Ocean Gateway. Upon making contact with the occupants, the deputy observed open cans of beer in plain view inside the passenger compartment. The driver and passenger were identified as Brendan Smith and William Tomlinson, both of Baltimore, MD. The deputy was able to clearly observe that Tomlinson appeared under the influence of alcohol. Tomlinson was placed under arrest for Disorderly Conduct as well as Hindering and Obstructing. Smith was arrested for ignoring the deputy’s attempt to stop them and continuing on eastbound Ocean Gateway. Smith was also charged with driving a vehicle while consuming alcohol and violating his license restriction. Both were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, both were released by the Commissioner on Personal Recognizance.

Incident: Driving Suspended
Date of Incident: 11 June 2009
Location: E/B Ocean Gateway at Old Railroad Rd., Hebron, MD
Suspect: Joseph Michael Rivera, 30, Morton, VA



Narrative: On 11 June 2009 at 2:12 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Joseph Rivera of Morton, VA for speeding on Ocean Gateway in the Hebron area. Upon making contact with Rivera, the deputy discovered that Morton did not have a driver’s license in his possession. Further investigation revealed that Morton’s privilege to drive had been suspended through his home state of Virginia.



Rivera was arrested for driving on a suspended out of state license and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Morton was detained by the Commissioner in the Detention Center in lieu of $5,000.00 bond.

Incident: Disorderly Conduct
Date of Incident: 4 June 2009
Location: North Salisbury Elementary School, Emerson Avenue, Salisbury, MD
Suspect: 1. Ricky Lee Hall, 43, Salisbury, MD
2. Craig Hodkins Broadhurst, 39, Salisbury, MD

Narrative: On 4 June 2009
at 7:07 PM, deputies from the Wicomico County Sheriff’s Office responded to a reported disturbance in the auditorium of North Salisbury Elementary School. Upon arrival, the deputies discovered that Ricky Lee Hall and Craig Broadhurst were both in the auditorium, attending a school function for the children there, when Hall and Broadhurst became engaged in an argument. The argument became so heated that it disturbed the second grade awards ceremony that was taking place.



Upon the arrival of the deputies, both Hall and Broadhurst had left the school. The deputy applied for and received warrants for both subjects, charging them with Disorderly Conduct. Hall was arrested on 5 June and Broadhurst was arrested on 11 June. Both were taken to the Central Booking Unit upon arrest where they were processed and taken in front of the District Court Commissioner. After an initial appearance, both were released on Personal Recognizance by the Commissioner.

Ocean City Police Department Press Releases


TWO INDIVIDUALS STABBED IN DOWNTOWN PARKING LOT

On June 8, 2009, just before midnight, Ocean City Police officers where informed by a
citizen that a fight was in progress in a parking lot on 7 Atlantic Avenue. As officers approached the area of the fight they learned that two individuals had been stabbed and the suspect had fled on foot.

The suspect, who was later identified as Randy Lopez-Medina, 23, from Grasonville,
Maryland, was able to elude officers after a foot pursuit. OCPD officers, with the
assistance from Maryland State Police, sent out a broadcast of the suspect and were
eventually able to locate Lopez-Medina in the area of 7th Street and the Boardwalk.
The two victims were treated by Ocean City EMS and transported to the hospital. One
victim received a slash wound across his upper back and a large wound to his left
shoulder. The second victim suffered stab wounds to his chest possibly puncturing his
lung.

At the time of this press release, Lopez-Medina was awaiting an initial appearance
with an Ocean City District Court Commissioner.

TWO MEN ARRESTED FOR DRUG AND WEAPON VIOLATIONS
On June 6, 2009, at approximately 11:50 p.m., Ocean City Police Narcotics Detectives
were conducting buy/bust operation on the Ocean City boardwalk. During the operation, detectives met two individuals on the boardwalk, later identified as Rolando Rodrigo O’Haran, Jr. and Joel Shawn Mitchell, who are both 23-years-old, of
Mechanicsville, MD. At some point during the investigation, both suspects agreed to sell the undercover detectives an amount of Marijuana.

The two subjects led detectives to a car parked on 10th Street, just off the boardwalk.

During the encounter, OCPD detectives were able to make a purchase of Marijuana from
the subjects at their vehicle. OCPD Detectives subsequently stopped the car in the area of 17th Street and Baltimore Avenue. Both Mitchell and O’Haran were placed under arrest for drug violations. A Search of the vehicle recovered a fully loaded .380 handgun, a second loaded magazine, and several rounds of ammunition. Marijuana was located in the vehicle.

O’Haran was found to be carrying fix blade fighting knife. Both suspects were charged with drug violations and handgun charges, including Possessing a Firearm During a Drug Trafficking Crime. The vehicle and $118.00 U.S. Currency was seized.

Both Mitchell and O’Haran were seen by an Ocean City District Court Commissioner.
O’Haran was released after posting a $15,000 bond. Mitchell was released after posting a $25,000 bond.

OCPD ARRESTS THREE PERSONS FOR PROSTITUTION

On June 7, 2009 at approximately 1:36 A.M., Ocean City Police Detectives responded to
the 49th Street area after receiving citizen complaints that someone was soliciting citizens for prostitution.

OCPD Detectives located a blue colored Dodge van with several persons around it,
parked in a parking lot on 49th Street. Undercover OCPD Detectives moved toward the
area near the van and were approached by a male subject soliciting prostitutes.
Detectives engaged in a conversation with the male subject and two female subjects.
The male was later identified as: Maurice Lawrence Monroe – 30 years old, of Temple Hills, Maryland. The two females in Monroe’s company were identified as: Essence Ethel Marie Scott – 22 of Falls Church, Virginia and Janita Ellison – 38 years old, of Temple Hills, Maryland.

Monroe negotiated with Detectives to exchange money for sex with the two females.
Police placed all three persons under arrest for Prostitution related charges. A vehicle and $310.00 U.S. Currency was seized in this case. Additionally, a small amount of Marijuana was located inside of the vehicle and Monroe was also charged with CDS Possession (Marijuana).

All three suspects were taken before an Ocean City District Court Commissioner and were released on their own recognizance.

16 PEOPLE ARRESTED AFTER MULITPLE FIGHTS ON THE BOARDWALK

On June 7, 2009, at approximately 10:20 p.m., Ocean City Police responded to #9 Worcester Street in reference to a fight that had occurred in the under 21 night club, “H2O”, and was now outside on the street.

Officers arrived in the area and observed two females, later identified as Tanee Donyale Dudley, 18, of Dover, DE and a 17-year-old female, also of Dover, DE, involved in a loud argument which was beginning to escalate into a fight. Officers subsequently arrested both females for Disorderly Conduct.

Police also arrested two additional 18-year-old females who were involved in the original argument and fight. The two females have been identified as Jasmine Loshae Waters and Makia Shaute Sturgis-Davis, also of Dover, DE.

Due to the large crowd of persons patronizing “H2O”, an OCPD officer remained in the area throughout the evening. At midnight, the under age night club began to close for the evening and a large number of exiting patrons relocated to the boardwalk in the area of Worcester Street.

At approximately 1:30 a.m. a fight broke out on the north side of Worcester Street and the Boardwalk. OCPD officers immediately dissolved the altercation and made several arrests. However, additional persons, unrelated to this altercation, began to fight as well. Officers made a total of six arrests. The following persons were arrested:

- Juvenile Male – 17 years old, of Salisbury, Maryland: Disorderly Conduct,
Resisting/Interfere with Arrest

- Juvenile Male – 17 years old, of Delmar, Maryland: Disorderly Conduct
- Lemarvis Kiont Trotter – 22 years old, Delmar, Delaware: Disorderly Conduct, Poss CDS

- Roger Lee Savage – 18 years old, of Parksley, Virginia: Disorderly Conduct,
Resisting/Interfere with Arrest

- Felix Octavius Weeks, Jr. – 18 years old, of Preston, Maryland: Disorderly Conduct

- William Harrison Wilson – 18 years old, of Temperanceville, Virginia: Affray

INTOXICATED MAN ARRESTED IN STOLEN VAN AFTER SHORT PURSUIT


On June 8, 2009, at approximately 1 a.m., a Harrison Group carpet cleaning van was parked outside the Hilton Hotel & Suites, located at 33rd Street and Atlantic Avenue. In order to operate the vans carpet cleaning equipment, the van was left running by the cleaning crew who was inside of the Hilton Hotel.

A subject, later identified as Jesus J. Vasquez, 26, of Burtonsville, MD, entered the van and stole it while Harrison Group personnel were cleaning. OCPD Officers spotted the stolen van driving south on Philadelphia Avenue, dragging the cleaning hoses which were still connected to the equipment inside the van. Marked OCPD patrol cars attempted to stop the van on 16th Street at Baltimore Avenue. The van immediately fled from OCPD officers. When the van got to 15th Street and Baltimore Avenue it reportedly continued south on Baltimore Avenue against one way northbound traffic at speeds in excess of 60 miles per hour. Vehicles traveling North on Baltimore Avenue quickly swerved out of the way of the fleeing van in order to avoid a collision.

The van continued south on Baltimore Avenue until 10th Street, when the driver made an abrupt turn across Baltimore Avenue, through a driveway. The van crashed through the wooden fence at 1002 Baltimore Avenue. The van did not stop and continued to through a vacant lot at 10th Street, and Baltimore Avenue.

The driver, Vasquez, jumped out of the van while it was still moving and attempted to flee. The van continued moving until it hit the side of house located at #6 10th Street. OCPD Officers pursued Vasquez on foot and took him into custody after a brief struggle.

Once in custody, Vasquez was given a breath test which determined Vasquez to be intoxicated. Vasquez has been charged with over 25 charges related to the theft of the van and subsequent pursuit by police.

There are additional charges pending for the damage to the stolen van, damaged wooden fence and the damaged residence at #6 10th Street.

Vasquez was seen by a court commissioner and was held on $35,000 bond. He was transferred to Worcester County Jail.

PEDESTRIAN COLLISSION INVOLVING OCEAN CITY MUNICIPAL BUS

On June 7, 2009, at approximately 11:20 A. M., Ocean City Police responded to the scene of a collision between a pedestrian and an Ocean City municipal bus. The victim identified as, Brett Patrick Dellomo -18 years old of Williamsport, Pennsylvania, was walking north on the sidewalk at 123rd Street when he struck the side of the municipal bus.

Witnesses observed Dellomo walk off the sidewalk and into the southbound bus lane as the bus was approaching from about 100 feet away. Preliminary investigation at the scene revealed Dellomo came off the sidewalk and walked into the bus as it passed him, causing Dellomo to come into contact with the bus on the passenger side. Dellomo’s impact into the moving bus caused him to be thrown to the ground, at which point his head struck the sidewalk. The bus driver immediately stopped the bus and contacted EMS and police.

Dellomo was taken to Peninsula Regional Medical Center in critical condition. Ocean City Police are continuing to investigate this incident. If anyone witnessed this incident, please contact OCPD, PFC C. Bean at, 410-520-5293.

Ocean City Police reminds visitors and residents to be very conscious of their activities in and around busy traffic ways. Please use the sidewalks and designated cross walks and obey all pedestrian traffic control devices. During the hours of darkness, pedestrians should where light colored clothing and allow for extra time when crossing busy roadways. Parents should always make certain that they hold their child’s hand when crossing roadways. Please walk smart and obey all pedestrian and vehicle traffic control devices.

Ocean City Police Investigating Early Morning Robbery


On June 11, 2009, at approximately 05:45 A.M., Ocean City Police responded to the
Americana Hotel, located at 513 Atlantic Avenue, in reference to an armed robbery.
When Officers arrived at the scene, they were told that at about 5:00 A.M., 3 masked
individuals brandishing handguns, entered the lobby of the hotel. The gunman then stolemoney and property from the hotel and the desk clerk. The suspects fled from the hotel inan unknown direction. The hotel desk clerk was not injured during the robbery.

The suspects are described as 3 black males all with thin builds. All three were wearingwhite colored cloth masks with cut out eyes and mouth.

Death Investigation Involving A 2 Month Old Infant


Location of Incident: 300 Block of Sweedes Street, Dewey Beach, DE , Sussex County

Date and Time of Occurrence: Thursday June 11, 2009 at 0430 hours


Resume:

Delaware State Police are investigating the death of a 2 month old male infant.

The baby was in the custody of foster parents when the incident occurred. The foster family along with the baby and a nanny went to Dewey Beach to open their beach house for the summer.

At approximately 2:30 in the morning the nanny feed and changed the baby’s diaper. The nanny went back to bed and laid the child next to her in the same bed. Sometime around 4:30 in the morning the nanny awoke and could not locate the child. A search of the house ensued and the child was located between the mattress and the wall of the bed the pair had shared.

Paramedics and state troopers arrived at the scene. The child was taken to Beebe Hospital in Lewes where he was pronounced death. The investigation is still on going and the cause and manner of death are undetermined at this time.

Troopers are currently interviewing individuals that were in the dwelling at the time of the infant’s death.

On June 8, 2009 at approximately 9:02 pm, Officers of the Salisbury Police arrested the below listed suspect on an outstanding warrant obtained by Detectives from the Wicomico Co. Child Advocacy Center. The investigation of the suspect revealed that between October of 2007 and April of 2009 the suspect sexually assaulted a female juvenile at various locations within Wicomico County. The suspect was known to the victim’s family.

Carjacking Suspect Arrested By WPD

Resume: Just before midnight last night, Troopers were called to the Hess Station on Kirkwood Highway in reference to a car jacking.

In this case, the victim, a 32 year old Wilmington man, advised that he was pumping gas when a male subject walked up to him and began harassing him for a ride. The victim stated that suspect wished to go to Wilmington and would like to be dropped off at a police station. The victim agreed to provide the ride and went so far as to check the suspect for weapons before allowing him to sit in the car.

When the victim went to pay for the gas, the suspect jumped into driver's seat and took off with vehicle- the keys were still in the ignition. The victim ran after the vehicle, hanging onto side in hopes of getting the suspect to stop. The victim let go and the suspect drove off onto Kirkwood Highway.

The investigating officer immediately flagged the vehicle as stolen in the state’s computer system and officers began to check the area.

At about 6:00 a.m. this morning, a Wilmington Police Patrol Unit found themselves behind the suspect vehicle. A computer check revealed the car was stolen. A traffic stop ensued and the suspect pulled over on North Harrison Street and 4th Street. The driver was identified as Darryl Nesbitt. He was turned over to the State Police who successfully linked him to the earlier carjacking. He was transported back to Troop 6 for processing.

Darryl Nesbitt was formally charged with Carjacking (felony) and issued a $1,000.00 secured bond. He was transported to the NCC Sheriff’s Office so that Mr. Nesbitt could also answer to two active capiases he had for he arrest.

The victim was not injured and his car returned to him.

Wicomico County Councilwoman Sheree Sample-Hughes will hold the next in a series of citizen’s forum meetings on Wednesday, June 24, at 7:00 P.M. at the new Salisbury Fire House on Cypress Street.

The program will focus on the just-approved Fiscal Year 2010 Wicomico County Operating Budget.

Councilwoman Sample-Hughes said that she will be joined by Wicomico County Executive Rick Pollitt, Wicomico County Council President John Cannon and Wicomico County Sheriff Mike Lewis.

Wicomico County District One includes Delmar, Hebron, San Domingo, Salisbury- West Side and Mardela Springs. Mrs. Sample-Hughes said the over-all theme of the forums is “Creating Community Connections.” She commented that the purpose of the forums is to provide citizens with an opportunity to speak face-to-face with their elected officials. She further noted that this is the continuation of the fulfillment of her campaign promise to hold quarterly meetings throughout District One.

Mrs. Sample-Hughes said that “I encourage as many of my constituents who possibly can to join us for this important meeting.”

Here are the three photos I took last night. The first is with no flash. The second is with a flash and adjusted on the computer. The third is with a flash and not adjusted at all. Please note the details, (all on 800 speed) on the two using the flash.

I was not excessive in using the flash last night. In fact, Jonathan Taylor was using his flash time and time again last night, yet nothing was ever said to him. For what it's worth, as many of you know I used to play Professional Pool. While on Tour spectators were constantly using flash photography and video people always had their lights on. Quite frankly, while I was standing at the podium last night, Jonathan was taking picture after picture of me with a flash and it never once distracted me. This is something I personally believe ALL of you need to get used to. I did it, why can't you?

If you can be distracted by a flash, perhaps you're not concentrating on the subject at hand like a professional. We were not allowed to make excuses and we learned to move on. Trust me, there was a lot more money on the line on every shot than you people are making.

Louise, Kim, you asked me to take these photos to prove to you there was a difference. This is under your instructions and IF you continue to ask that no flash photography be taken, you are clearly biting off more than you can chew. I'll ask again that you reconsider as I, (and perhaps others) will take this to Court with these three samples and show the Judge that the Salisbury City Council is demanding something over the President, Congress and every other Government Body by removing flash photography. I will respectfully ask that you reconsider and assure you on my behalf that I would not abuse using the flash from my camera.

Ladies & Gentlemen, I sent this message to the entire City Council after last Monday nights City Council Meeting where Louise Smith stated while on PAC 14 I was no longer allowed to use Flash Photography. In the mean time, Mr. Taylor continued throughout the evening taking flash pictures and not a word was said. The photo below is clear evidence of such on Monday evening.



Louise, (similar to Mike Dunn and Barrie Tilghman, in the past) had been passed a message from Gary Comegys and the next thing we knew she immediately came after me and targeted me for using a flash. I politely waited until after PAC 14 was turned off and I confronted Louise about the matter. Hence the letter above.

Today I received a call from Louise Smith telling me she had received my e-mail and wanted to know if I would be available to meet with her to discuss it further and hopefully come to some kind of agreement. I of course agreed and we will be meeting in the near future.

The reason I share this Post/Information is because with any hope we're seeing/experiencing a change in local government and it should be recognized. GIVE CREDIT WHERE CREDIT IS DUE.

If you click on the three images above you will clearly see there is a major difference. Mind you, if I use a different lens, photos do tend to come out better without a flash. However, it's a telephoto lens and you have to be ready at all times to capture a certain moment and many times in a confined place/room, using this lens doesn't allow you to do so. Therefore I use the wide angle lens 98% of the time. Louise had mentioned to me on Monday evening that she minored in photograpy back in the day so she understood what I was dealing with speed wise and so forth.

In our telephone conversation Louise felt a lawsuit wasn't necessary and I wanted to set the record straight by saying I had no intention to sue. I would see judgment by a Judge on the matter at hand, not financially. Photographers have certain rights and using a flash is one of them. I never abuse the flash, seriously. The only time I use it is when it's necessary.

So my hat is tipped to Council President Louise Smith for allowing me this opportunity to sit down and come to a mutual understanding, (hopefully). For what it's worth, I believe Mr. Taylor has just as much right to use his flash when necessary. I'll keep you posted.

DEDICATION OF PAVILION IN CITY PARK

Salisbury Mayor James Ireton, Jr., is pleased to announce that there will be a dedication ceremony for the new pavilion in the City Park on Saturday, June 13, 2009, at 9:00 a.m. The new pavilion is located near the Bandstand.

The construction of this pavilion is a project of the three Rotary Clubs in Salisbury – The Salisbury Club, The Wicomico Club, and The Sunrise Club. Each of the three Rotary Clubs contributed funds for the project.

This project was a true community effort. Thanks go to the following local companies whose generous contributions of time and materials made this project possible: Thoro-good’s Concrete, Stone Concrete, Lifetime Masonry, Peninsula Roofing, Pro Coat, and Gillis Gilkerson, Inc. Also, a special thanks to Connie Strott, Chairperson of the Wicomico Rotary Beautification Committee, for spearheading this project. The City of Salisbury’s Winter Wonderland of Lights Committee also contributed to this project. The personalized bricks sold to raise funds for the Winter Wonderland of Lights are now part of the pavilion’s foundation.

Local Banks Put A Hurting On Home Investors


The Bank of Willards and The Bank of Delmarva have new requirements when purchasing a home. The days of no money down, 5% or even 10% down are long gone too. However, their policy has changed so much it doesn't stop at their new 20% down, it gets even worse.

Now you will be required to put 20% down on the SALE price of any home you purchase. So what does this mean to investors. Well, if you're an investor that purchases homes to fix and rent, you're completely screwed. You'll no longer be able to buy a home as a fixer upper either, unless you're loaded with cash.

Let's say you buy a $200,000.00 home for $140,000.00 because it is in need of serious repairs. You are now required to put down $28,000.00 in cash just to buy the home. Let's say you'll need to invest another $40,000.00 to get the house livable again. That's $68,000.00 out of pocket for a home worth $200,000.00 in the right market.

While local Banks haven't suffered like the big boys in our financial crisis we're now living in, they have made it just about impossible for investors to use their services to operate. If you think things were bad in the past, well, they're about to get a whole lot worse.

Now let's look at the Real Estate Agent end of the deal. Will we now see false numbers in order to get their clients to qualify for the 20% down? Time will tell!

I know you're not going to believe this but I have spent two days hunting down the source to the spyware. Right now I'm trying to send the letter below to Delmarva.Now.com, however I keep getting "Error pages."

After discovering spyware attachments to my computer I have spent the last two days looking for the source.

Seems that one comes from your Netflix pop-up (Spyware - Casalemedia was the hyperlink to Netflix). After visting your online sight only, this morning I did a spyware scan and found 12 spyware attachments to my hardrive which I deleted.

I then did a second spyware attachment check to assure they were removed, and they were all gone.

I went straight back to your online sight only to find 15 more spyware attachments after I logged on? What's up with this?

You are attaching low level threats to my computer. Low level or not I will contact Sam Vincent and Davis Ruark if this continues. They can come right here to my house and check it out and I'll show them exactly how I discovered this threat.

You're In Or You're Out. Either Way, Ireton Is Boss

Let’s face it -- Jim Ireton is working with Barrie Tilghman's administration, or making every attempt to do so. But are Barrie’s staff people making every attempt to work with Jim Ireton?

Let’s face it -- he is being set up to fail. The citizens who supported and voted for him can see it as plain as day.

Monday night, Louise Smith raised concern about the increase in crime. Now, is that genuine concern from a woman who voted against additional police and their second year of raises? Or it that a little stab at the new mayor who campaigned on a crime reduction platform, despite being in office less than two months and saddled with his predecessor’s people?

Very recently, Terry Cohen debunked statements made by John Pick, more than once during the ethics commission hearing. No malice on Terry’s part, just the facts, ma’am. Likewise, her showing up Paul Wilber, who apparently can’t read the Maryland constitution. How many times does Paul Wilber have to err in favor of Barrie Tilghman and her cronies, costing the taxpayers to make a mess and again to clean up the mess, before Mayor Ireton sees what is going on and dumps him?

Chief Webster’s most recent slap in the face, of the public and Mayor Ireton, has got to open his eyes. Chief Webster railed against Jim Ireton in the Daily Times, stating adamantly that crime was down. Now that Jim is Mayor, crime is on the rise and Barrie Tilghman’s chief of police has nothing to say about that and he shuts down the Narcotics Task Force! Surely Jim Ireton can clearly see what is going on here.

If Chief Webster doesn’t fight the “war on drugs,” crime will definitely increase. In fact, he isn’t and hasn’t done the fight and the crime is already increasing. According to Chief Webster, there are no gangs in Salisbury, and since there are no gangs, does this mean there is not a drug problem? Gangs = drugs = prostitution = robberies = assaults = home invasions = burglaries = murders. Even before there were gangs in Salisbury, there were drugs, so why shut down the task force?

The State of Maryland provided the lower shore with a mobile Methadone unit, unveiled by the county recently. The thought is to provide Methadone, a synthetic opiate, to heroin addicts. If we have no need of a drug task force, why does the state feel we have a need for a very expensive mobile drug-dispensing unit? Does anyone else see the irony in this?

The Salisbury Police Department has been understaffed for years. This is not news to anyone that has been paying attention. The turnover has never been higher than since Chief Webster has been there. You cannot keep good men and women if you have inadequate leadership. Chief Webster has proven, for a very long time, to be inadequate.

Barrie Tilghman along with the scheme team of Dunn, Comegys, Cathcart and Shields have expanded the limits of the city thereby expanding the coverage required by an already understaffed police department. These same people have also denied the required relief to an already overworked, understaffed and poorly equipped department.

I would like to suggest to Chief Webster that he follow the lead of Sheriff Mike Lewis and many other LEO’s in his position. Reinstitute the drug task force, make those big drug arrests and get convictions. Then lay claim to the drug money, vehicles and useable properties to better equip the officers at Salisbury Police Department instead of sticking every penny of that equipment on the backs of the taxpayers. The officers at SPD should not have to fight 21st century crime with 20th century technology and equipment.

And if the Chief can’t do that, then he needs to do the right thing and resign. And if he won’t do that, then the people of Salisbury need to rise up and let the city council -- especially Smith, Comegys and Shields -- know that they need to back Mayor Ireton firing Chief Webster.

I told Russ, if he's anything like his Father, (may he forever rest in peace) I believe him.

Below are two letters from Courtesy Chevrolet. Mind you, they came in as comments, so it has yet to be confirmed they are authentic but for the sake of the benefit of any doubt, we'll trust that they are.

That being said, I waited until the most powerful time on this Blog, (9:00 am'ish) to offer an apology to both Dealerships and ask for their forgiveness. Mind you, if either of you close your doors in the near future to New Car Sales, we'll expect the same from you. Nevertheless, our sources are rarely, (if ever) wrong and we're going on YOUR WORD that they are.

Dott Truitt Speaks Out Against Paul Wilber Monday Night


I would like to list some of the in efficiencies I have witnessed by our City Solicitor.

I first became aware with the Hearne property Mr. Wilber's inefficiencies dealing 2 blows to the residents in this area.

The City Attorney's Office failed to advertise this annexation. This same office failed to deliver the plans to Maryland State Department of Planning.

Mr. Wilber did nor release the negative letter from the MD State Planning Office mentioning a suit to Council Members if the plan was approved.

Just recently Mr. Wilber did not give Council any advice on the Ethics charges against 2 Council Members.

He was present when it was discussed and gave no opinion. It was my understanding a simple Google search showed it was illegal in Maryland to remove these benefits.

For this blunder, tax payers paid Wilber, Lore Chambers & Mr. Pick to attend the hearing before the Ethics Commission.

Some residents of Salisbury tried in court to get 4 to 2 enforced. Judge Davis said the law appears to favor the landlords. Mr. Wilber wrote these laws.

The next two instances Mr. Wilber made the City pay twice for his poor work. He was paid for his advice and then again to defend and LOST BOTH times.

The first was Stu Leere's battle with the Historical Society. We taxpayers paid Mr. Wilber to go against Mr. Leere. Mr. Leere defended himself without an attorney. Mr. Wilber took the case all the way to the court of special appeals. Mr. Leere WON.

Then we have the old Mall case. The property was improperly zoned with Mr. Wilber's advice. Again, citizens challenged this and won. To this day I do not understand Mr. Wilber.

Defended this case and represented the developers. Mr Wilber does not represent us, the taxpayers of Salisbury. He represents special interest groups not the tax payers, let them pay for him.

Just wanted to remind everyone that the Relay For Life Poker Run and Chicken BBQ is this Saturday, June 13th. Registration for the run is at Harley Davidson in Seaford from 9-11. All bikes welcome and first 250 bikes will receive a ride pin. Last bike in to the Delmar VFW by 2:00. The southern rock bank "Crossroads" will be providing live entertainment (outside, weather permitting) from 2-5. Information will be available for anyone who may be interested in starting a Relay For Life team. Cancer Survivors will have the opportunity to register for the reception and ceremony being held in their honor at the Shorebirds Stadium September 25th. General information about the American Cancer Society will also be available. Chicken Bar B Que dinners are available to go for $ 8 (can purchase tickets in advance) and for $12 you can join in on the fun at the Delmar VFW and includes a chicken dinner. DelDOT Credit Ratings Remain Strong Despite Slow Economy

Dover -- The Department of Transportation (DelDOT) announces a successful Delaware Transportation Authority bond sale, providing $111 million in proceeds to fund capital projects, which affirmed the importance of the excellent bond ratings from Standard & Poor's and Moody's. The credit-conscious municipal market is rewarding high-grade issuers with lower interest rates.

The Transportation System Senior Revenue Bonds, 2009 Series A were issued to provide funds for DelDOT's capital transportation program. J.P. Morgan Securities, Inc. was the winning bidder among the eight underwriting syndicates that participated in the bidding. The True Interest Cost (TIC) was 3.96 percent for the sale. The bonds were affirmed as AA+ by Standard & Poor's, and Aa3 rating by Moody's Investors Services. Both rating agencies also reported a "stable" outlook for the transportation system revenue bonds.

Members of the Delaware State Senate voted on May 8, 2009 to allow DelDOT to sell bonds in June instead of July to pay for its capital program for the 2010 budget year that starts July 1. The bond sale allows DelDOT to borrow sooner than it would normally to keep current highway projects moving ahead as revenues from traditional sources such as tolls and motor vehicle fees have declined.

Governor Jack Markell said, "The proceeds from these bonds will allow DelDOT to preserve much-needed private sector jobs and continue work on important infrastructure projects. I congratulate DelDOT on its consistently strong credit rating, which saves taxpayer dollars."

DelDOT Secretary Carolann Wicks stated, "Year after year, the rating agencies give us high marks for a sound and well managed financial plan. This latest bond sale comes at an opportune time because the interest rates to pay back this money are favorable."

State Senator Robert Venables, co-chair of the Joint Bond Bill Committee said, "It keeps things moving, keeps people working. We got an excellent rating."

State Rep. Helene Keeley, Joint Bond Bill co-chairwoman, said, "By allowing the Department of Transportation to do this and move forward with the early bond sale, we were able to get a tremendous rate."

According to the Ratings Report issued by Moody's, the high-quality credit rating is based on the strength and diversity of pledged state transportation revenues, a limit on the issuance of additional debt against these resources, and adequate coverage of debt service.

Standard & Poor's high rating reflects Delaware's stable long-term economic fundamentals despite recent declines in key indicators as a result of the recession; and the state's strong commitment to the transportation program, which includes its willingness to enhance transportation-related revenues statewide to support capital and infrastructure investments. The ratings also reflect the diverse mix of pledged revenues that has contributed to revenue stability even in the current recession; the authority's strong historical and projected debt service coverage; rapid amortization of debt outstanding; and a clearly articulated capital transportation plan (CTP).

-- The Department of Transportation (DelDOT) continues to make progress on the $140.9 million in highway, bridges, pedestrian and transit-related projects funded through the American Recovery and Reinvestment Act (ARRA). DelDOT is on target to meet the following deadlines: Fifty percent of the funding for highway projects must be ready to advertise by June 29, 2009 and the other 50 percent by February 17, 2010. Completed Traffic Signal Projects:

*Route 1 and West Way Drive, Bethany Beach-Sussex County: Completed May 1, 2009; Costs: $67,481.52; Project description: This project involved median island and pedestrian signal upgrades; and the installation of countdown signals. Also, this project included the installation of countdown signals at Kent Avenue and West Way Drive and at Route 1 and Route 26.

*Frederica Fire Signal-Kent County: Completed June 3, 2009; Costs: $53,564.12; Project description: Rebuild the fire signal to bring the signal up to current Manual on Uniform Traffic Control Devices (MUTCD) standards.

Under Construction:

*(New) Pavement & Rehabilitation: This project includes milling and paving along East Chestnut Hill Route (Route 4) eastbound and westbound from South College Avenue (Route 896) to Salem Church Road. Bids were received April 23, 2009. The low bidder is Harmony Construction Company at a total bid price of $2,865,029.15. Construction began on May 31, 2009 and is expected to end August 28, 2009, pending weather.

*(New) Route 13 & Memorial Drive-New Castle County: Estimated Cost: $249,384.54; Project description: Installation of crosswalks, pedestrian signals, and improved ADA curb ramps. Also, minor modifications to the signals and striping at the adjacent intersection of Route 13 & Hazeldale Avenue related to the fire department pre-emption.

*Route 2/Kirkwood Highway & Albertson Boulevard-New Castle County: Estimated Cost: $431,752.54; Project description: Minor modifications to the signal phasing related to the southbound and right-turn movement from Albertson Boulevard to Route 2. Upgrade of pedestrian crosswalks/curb ramps/signals. Conversion of Route 2 left-turn phasing from protected/permitted to protected-only.

*Mill Creek & McKennans Church Road-New Castle County: Estimated Cost: $159,203.64; Project description: Rebuilding of the intersection, changing signal poles, installing ADA curb ramps, upgrading the existing pedestrian signals with new LED countdown pedestrian signals.

*Route 202 & Righter Parkway-New Castle County: Estimated Cost: $214,240.13; Project description: Bring pedestrian signalization up to current standards, including minor modifications to right-turn movements, ADA curb ramp upgrades, and new pedestrian signal equipment including countdown signal heads. Crosswalk across Route 202 will be moved from the south to the north side of the intersection.

*Route 13 & Route 42-Kent County: Estimated Cost: $145,515.99; Project description: Revising x-span to a box-span; upgrading traffic signal equipment.

Contracts Awarded:

*South Walnut Street at City of Milford limits to Northwest Front Street; Shawnee Road at Blacksmith Shop Road to Fitzgerald Road: Construction will begin mid June 2009; Contractor Mumford & Miller Concrete, Inc.; Project bid amount $908,710.59; Milling, paving, patching and applying hot-mix overlay, and installation of ADA curb ramps; Daytime work.

*Route 20/Hardscrabble Road from Kaye Road to East Trap Pond Road: Construction to begin later this summer; Contractor American Infrastructure-MD, Inc.; Project bid amount $1,428,700;; Milling, patching and applying hot-mix overlay; Daytime work.

*Route 10 at Sorghum Mill Road: Construction will begin in mid July; Contractor A-Del Construction Company, Inc.; Project bid amount $194,168.36; Channelizing the median at the intersection of Route 10 and Sorghum Mill Road to accommodate eastbound/westbound Route 10 left-turns. This improvement will accommodate westbound left-turns, the highest volume left-turn movement at the intersection, while separating left-turn movements at the intersection to reduce the potential for left-turn and angle accidents. Northbound left-turns will be diverted to the median opening to the east at Liberto Plaza where volumes are minimal and sight distance is adequate; Daytime work.

DelDOT's $140.9 million ARRA projects range from big-ticket items, such as the additional highway-speed E-ZPass lanes at the I-95 Toll Plaza and more than $25 million worth of paving and rehabilitation work statewide, to safety projects such as traffic signal projects, guardrail replacement and bridge maintenance. Funding is being targeted not just for traditional road projects, but also for transit projects such as the first phase of a new Dover Transit Center, upgraded park-and-ride facilities and new rail cars and buses. The project list also includes money for raising South Market Street in Wilmington out of the flood plain and funding to refurbish the Rehoboth Beach Boardwalk, both designed to enhance economic opportunities in those areas.
